a) Coun Encrineer's Office:
The County Engineer's Office has requested the following be
considered, if the rezone is approved:
NOTE: All required improvements shall be built to meet or exceed
minfmum County construction standards.
1, Applicant sha11 construct five foot concrete sidewalk on
Pines Road.
2, Applicant shall obtain approval for on-site drainage and access
plans before issuance of building permits; access to be limited
to Pines Road at this time.
b) SRokan County H~ealth District:
The applicant shall comply with rules and regulations of the Health
District in providing for adequate sewage disposal. All necessary
Health District permits shall be obtained prior to building permit
issuance.

1. Mains and hydrants to be installed, in accordance with the
Spokane County Fire Marshal's requirements,
2. Access and circulation plans for emergency vehicles to be
approved prior to building permit issuance.
d) Environmen al Review
The Staff recommends that a Final Declaration of Non-Significance
be signed by the Board of County Commissioners.
III. CONDITIONS
If the Plannfng Commission approves this request, the following conditions
should be considered:
a) Compliance with all requests stated under SRecific Information above.
b) The applicant shall deveiop subiect property generally in accordance
within the concept presented to the Planning Commission. Minor
variations when approved by the Zoning Administrator will be permitted,
including, but not limited to the following changes: Buiiding location,
building materials, landscape plans, and general allowable uses of
the permitted zone. All variations must conform to regulations set
forth in the Spokane County Zoning Ordinance. The origfnal fntent of
the development plans shall be maintained.
c) A landscape plan showing specific detail and accornpanied by a per-
formance bond shall be approved by the County Zoning Administrator
prior to building permit issuance.
d) That the provisions of SEPA's NOTICE OF ACTION pursuant to 43.21c.080
R.C.W. and the Board of County Commissioners' Resolution #77-1392
be accomplished by the applicant within thirty (30) days of formal
action by the Board, as instructed by the Planning Department Staff.

e) Interlor driveways and parking areas shall be paved,
f) That, if after one year from the date of the Planning Commission's
action, the applicant has not received fi.nal adoption of the zone
change, the application is void.

This office would seek the restriction of access from the parcel in queation to
Campbell Road only. The high fill along SR 290 (Trent Rnad) restricts the safe
exit of vehicles from the roadway. If access is required directly to SR 290, the
developer must be prepared to bear the entire coet of channelization and development
of an approach roadway to existing county roadway standards within our right of way.

your hearings and the sponsor alerted to our restrictions.

Introduction: The State Environmental Policy Act of 1971, Chapter 43.21C, RC W,
requires all state and local governmental agencies to consider environmental values
both for their own actions and when licensing private proposals. The Act also requires
that an Environmental Impaet Statement be prepared for all major actions significantly
(and "adversely", as per WAC 197-10) affecting the quality of the environment. The
purpose of this checklist is to help the agencies involved determine whether or not a
proposal is such a major action.
Please answer the following questions as completely as you can with the information
presently available to you. Please answer questions as "yes" or "maybe" if, in your
opinion, even only slight impacts will result. The reviewers of the checklist will be
aware of and concern themselves with the deqree of impact, asking you for more informa-
tion, if necessary. Where explanations of your answers are required, or where you
believe an explanation would be helpful to government decision-makers, include your
explanation in the space provided, or use additional a~qes, if necessary. You should
include references to any reports or studies of which you are aware and which are
relevant to the answars you provide. Complete answers to these questions now will
help all agencies involved with your proposal to undertake the required enviranmental
review without unnecessary delay.
The following questions apply to your total proposal, not just to the license for which
you are currently applying or the proposal for which approval is sought. Your answers
should include the impacts which will be caused by your proposal when ft is completed,
even though completion may not occur until sometime in the future. This will allow all
of the agencies which will be involved to complete their environmental review now,
without duplicating paperwork in the future .
No application shall be processed until the checklist has been completed and returned
to the appropriate County department. State law requires exolanations for every "yes"
and "maybe" answer on the checklist, The person completing the form may be required
to provide explanations for "no" answers, and in some cases, more detailed information
to aid in a threshold determination.
