The main dining room at EImer's has a seating capacity of

table and boa#hs. The fireplace in thedining room addsto
I the warmth o# the friendly atmosphere.
The seeond cfining room has a seating capac+ty of 100
people. It is all table seating for the cQnvenience ofi using
this room for banquets as well as restaurant seating. The
room will hvld a large banquet vf 100, vr the room can be
divided off with doors tv #ake individual graups a# up to 35
people. A fireplace at the end of the room adds mare
warmth.

The waitress pick-up area is made up of five sectiQns. The
wvod cabine#s are finished in plastic laminate on front and

many phases of construction, but since 1960 he has

1973 saw the Gompletion af Elmer's Pancake & Steak
House in Gresham, Oregon. Garey Construction Co. com-
~ pleted another Elmer's restaurant in Beaverton, Oregan in
- September 1976,
Upon being notified a site has been designated, we swing
into action. We personally supervise the presentation of
planstvdesign review boards, planningcommissians,city
councils, all government agencies involved, and all other
R• - - preliminary procedures. After completion of the paper
- wvrk, such restaurant projects are cornpleted, from
ground-breaking to operation in approximately 100 work-
_ irag days; a full turn-key job.

AGRICULTURAL SUBURBAN TO COMMERCIAL HAMPTON
WHEREAS, The Spokane County Zoning Hearing Examiner Committee
did, after public hearing on November 27, 1978, forward to the Board of County
Commissioners a recommendation that the Zoning Map not be changed from the
existing Agricultural Suburban classification on property described as follows
Lot 5 Block 2, Veradale Homes Subdivision of Tract 61 of
Vera in Section 14 Township 25 N, Range 44 E W M
Spokane County Washington
a nd ,
WHEREAS The Board conducted its own public hearing on December 26
1978, at the request of Dale R Haye, North 3808 Sullivan Road Spokane, WA,
to present evidence and testimony in favor of this application, and
WHEREAS, The Board did consider the recommendation of the Zoning
Hearing Examiner Committee and testimony and evidence of the applicant and other
interested parties and
WHEREAS, At said hearing opportunity was afforded those favoring and
those opposing the above-described zone reclassification, and the Board of County
Commissioners fully considered the testimony gfven, the records and the minutes
of the Zoning Hearing Examiner Committee and all evidence presented, and having
individually acquainted themselves with the site and vicinity in question, does
hereby find
1) The Board has concluded that the property be zoned to
Commercial
2) That the Board of County Commissioners upholds the conditions
of the Spokane County Zoning Hearing Examiner Committee
contained in the staff's analysis to be sufficient and controlling
3) Land use changes in the area appear to be compatible with the
proposed use category, making this zone reclassification a
logical extension of the Commercial Zone
4) This reclassification is not in conflict with the Comprehensive
Plan
5) That the Chairman of the Board of County Commissioners be

This being the time set by the Board of County Commissioners of Spokane
County, Washington, to render its decision concerning the request of
Robert A Hampton, %Stanley R 5chultz, 617 Paulsen Building, Spokane,
Washington, for the above captioned zone reclassification, and
The Board having received the Findings and Order af the Spokane County
Hearing Examiner Committee and the Findings of Fact of the Spokane County
Planning Department Staff, and
The Board having conducted its awn public hearing on December 26, 1978,
at the request of Dale R Haye, North 3808 Su111van Road, Spokane, Wash-
ington and after visiting the slte and reviewing the testimony, and
The Board being fully advised in the premises did determine, based upon
the testimony submitted at the public hearing and other evidence available
to the Board to reverse the action of the Hearings Examiner Committee to
deny subject appllcation and did approve the zone change from Agricultural
Suburban to Commercial, subject to certain conditions
The Board concurred 1n the Planning Staff's recommendation that no
signiflcant adverse impacts w111 result and a Declaratian of Non-Significance
be issued
The Board instructed the Planning Staff to prepare Findings and Order,
for executlon by the Board at a subsequent meeting, setting forth more
definitively the Baard's action in this matter

the concept presented to the Hearing Examiner Committee Minor variations
when approved by the Zoning Administrator will be permitted, including,

materials, landscape plans, and general allowable uses of the permitted
zone All variations must conform to regulations set forth in the Spokane
County Zoning Ordinance The originaf intent of the development plans
shall be maintained

by the applicant within thirty (30) days of formal action by the Hearing
Examiner Committee as instructed by the Planning Department staff
e Interior driveways and parking areas shall be paved
f Direct light from any exterior area lighting fixture shall not extend over
the property boundary
g That, if after one year from the date of the Hearing Examiner Committee's
action, the applicant has not received final adoption of the zone change,
the application is void
~ h That a 6' high site obscuring fence be erected on the north and east
boundary and in -the northeast corner for 50' west and SO' south will be a
6' masonry fence, and that the northeast corner be landscaped 15' deep and

Mro Hampton intends to build a restaurant on Lot 59
Block 2, Veradale Homes Subdivision of Tract 61 of Vera
We have attached hereto a c opy of a brochure describing the
proposed restaurant operation
The property in question is presently zoned agricultural
as a result of zoning action in 1958 Since that time commer-
cial development along Sprague, particularly between St~llivan
and Pznes Road, has increased dramatically to meet the commer-
cial demands of an expanding residential population in the
Spokane Valleyo Furthermore, ease of access to Interstate 90
by either Sullivan Road or Plnes Roadras substantially increased
the comm.ercial potential of properties along Sprague Avenue to
provide service to residents of Northern Idaho Several recent
zone changes from agricultural to commercial have occurred in
the 1.mmediate area The northeast of Adams and Sprague Avenue
was very recently zoned to commercial and, of course, the south-
east corner of Adams and Sprague was rezoned to allow the Safe-
co Insurance complex
The economics of land pricing also reflect the changed
condition of Sprague Avenue from residential or agricultural
uses to commercial uses The subject property and other proper-
ties for sale along Sprague Avenue, regardless of zoning classi-
fication, are presently bei.ng sold at value ranging between
$2,50 to $4000 per square foot It is obvious that at those
prices, residential or agricultural uses are not feasible Be-
cause of the increasing value of property along Sprague Avenue,
it is unlikely that the proposed zone classification will have

any effect on the value or character of adjacent property.
It should be noted that the subject property presently has
a small house on the rear of the property which the owner
intends to keep on the property, the effect of which would
be to substantially buffer the properties to the north of
the subject propertyo
A casual exarnination of the brochure indicates that the
Elmer's Colonial Pancake and Steak House is a family-style
restaurant with the capabYlYty of handling small groups for
meetings The restaurant will employ 50 to 70 full and part-
time employees and is expeeted to generate 500,000 to 900,400
dollars in gross income per year The restaurant does not
intend to compete wzth "fast food" restaurants common to the
Spokane Valley and therefore estimates its market area as
including most if not all of the Spokane metropolitan area
With emphasis z.n the eastern portion of Spokane County and,
of course, northern Idaho Due to the expanding market for
this type of serv3.ce9 it is not anticipated that competltive
facilities will suffer adverse economl.cs i.mpacts
In summary, the growing demand for commercial services
in the Spokane Valley as evidenced by recent actions of the
Planning Commisszon and Board of County Commissioners,together
with economic patterns and trends in the area, 3ndicate that
the restaurant proposal is compatible with other land uses in
the area, not detrz.mental to adjacent properties or competitive
facilities, and provides a unique and interesting restaurant
for the people of Spokane County
