We the undersigned citizens and property owners of Section 23, Township 25N, Range 43, E.W.M. do hereby petltion the members of the Spokane County Planning Commission to recommend to the Board of County Commissioners of Spokane County, that Zone Reclassificatlon # ZE-139-78 , Agricul- tural to Residential Mobile Home for the purpose of estab- lishing a trailer court, to be heard in a public meeting by the Spokane County Planning Commission on Friday, October 20, 1978 at 1•30 XffnVpm, not be approved for the following reason as identified by the cltizens and property owners of Section 23, Township 25N., Range 43, E.W.M. 1) The decrease in valua_ of all adjacent property and of the value of the property in the area in general, and (See attached Statements) 2) Where as, the population of the area in people, children, animals, and automobiles is already qulte dense, the addition of 14 to 16 family living units on 1.38 acres, would have a negative environmental impact upon the area, and 3) Whereas, the area already has a heavy volume of traffic.ngeneral from the resldents of the area, a church located less than a block from the proposed site, a day care center located two blocks from the proposed slte, and from a large volume of traffic that daily passes down fourth avenue to and from other area neighborhoods, the addition of 14-16 or more automobiles of the proposed trailer court would add to an already existing problem, and + i . r ~ ~ PAGE 2 4) Whereas, th.e exzsting sln,gle family mobile homes in the area must currently purchase a permit every five years and the new addltional mobile homes would not be required to purchase thls permit and whereas the existing sangle fainily mobile homes leagally in the area all have 7000 square feet or more per site and the new additional mobile homes would have less than 3000 square feet per site, we feel that already exlsting standards in the area for mobile homes would be lowered to an unacceptable minimum and further that unusual preferance would be shown by the approval of the proposed rezoning, and 5} Whereas, lt is our understanding that several or all of the proposed 14-16 sites would have trailers placed on them by the develapor and subsequently utilized for rental units and whereas the area has recently experlenced domestie and nelghborhood problems with rentals currently ln the area, some instances involving ev3ctlon and the local authorsates, we feel additional rental units are not consistant with the permanent famzly structures of the neigh- borhood currently and further are very unneces- sary and unwanted, and, 6) Whereas, the developer has yet to address the environmental impact that the proposed traller court would have upon the neighborhood. Other developers who have had designs for the area have had the common courtesy to talk to the area residents first and this developer on two proposals has yet to contact one resident of the area concerning his plans. So therefore it is our belzef that the developer has no concern and could care less what type of impact hzs develapment ha.s upon the area. The developers only concern is how much and how fast he can put money ln his pocket no matter what the cost to the area, and, 7} Whereas, Zt ls a majorzty concensus of the area as shown by the signatures below and the reasons spelled out above, that the proposed zone reclassification # ZE-139=78 Agricul- tural to Resedintal Mobile Home for the purpose of establishing a trailer court ls unwanted by a majority of the citlzens and property owners of Section 23, Township 25N., Range 43, E.W.M..
