3rd Avenue Extension and Utilities for Morning Crest
We are requesting early review and approval of the Grading Permit Application in order
to complete work before winter weather prohibits further construction. We want to
proceed with the 3"' Avenue extension, our excavator should complete the McDonald
road work on Friday, October 14th, and would like to stay on-site and complete the
remaining underground utility work, sewer, water, utilities, 208 swale and road sub -
grade.
Asphalt can not be accomplished this year due to weather. We will complete the asphalt,
sidewalk and curb in the spring of 2006 as soon as weather permits (estimated March 31,
2006). In any event, we will complete the work prior to receiving Certificates of
Occupancy.
We will complete the required Type III landscaping along McDonald road upon
completion of the building structure on the corresponding lot.
Spokane Valley Fire District No. 1, Bill Clifford, Modern Electric, Dave Johnson and
John McFeely, Spokane County Division of Utilities, Billy Housen, Spokane County
Regional Health District, Don Copley, Avista, Qwest, Comcast have all seen the
submitted plans and have not had any objections to our moving forward with the work
described above.

Engineer: Simpson Engineering, Inc State of WA #231, Chuck Simpson, PE #9967
Engineer/Soils: Strata, Inc, They will perforin sewer inspection and soil compaction test
and report for Simpson Engineers.
All final plat documents have been re -submitted to Karen Kendall, Assistant Planner and
all road, water and sewer plans have been re -submitted to Sandra Raskell, P.E.,
Development Engineer with the City of Spokane Valley.
Prior to building permit issuance we will have the 3`d Avenue extension prepared to sub -
grade with 4 inches of gravel pack and obtain a letter approval from Spokane Valley Fire
District No. 1.
Prior to Certificate of Occupancy being issued road, sidewalk and curb will be
completed.
Blew's Custom Home's Inc. assumes all risk and responsibility to continue the project.
Blew's Custom Homes, Inc. releases the City of Spokane Valley from any liability
resulting from granting this request.
