The above-entitled matter coming on regularly for hearing before the Board of
County Commissioners of Spokane County, Washington, on this day, and it
appearing to the Board that the Spokane County Planning Commission has given
due notice of the hearing on the matter in the manner and for the time provided by ~
law; that said Planning Commission has held a public hearing as required; and
that the said Planning Commission concurs in the plan to zone the following
described property as:
RESTRICTED INDUSTRIAL:
All of Block 8, 1 st Addition to Spokane, except the Highway, and portions of
Lots 16, 17, 18 of Block 1, 1 st Addition to East Spokane and vacated Cataldo Avenue,
except H ighway, in Section 13, Township 25 N., Range 43, E. W. M., Spokane
County, Washington,
NOW, THEREFORE, BE IT RESOLVED, That the above-described property be, and the
same is zoned under the classification of RESTRICTED INDUSTRIAL as defined in the
Zoning Ordinance of Spokane County, adopted August 25, 1953, as amended,
AND FURTHER BE IT RESOLVED That any development on the above-described property
shall be subiect to the following conditions:
1) Access permits for the project shall be obtained from the Spokane County
Engineer's Office,
2) All access from the site shall be restricted to Thierman Road or Mission ~
Avenue; no access to Boone Avenue.
3) An improved access road connecting the site with either Thierman Road or
Mission Avenue shall be developed to Spokane County standards,
Note: Improvements shall include hardsurface paving.
4) The advertised property shall be developed in substantial conformance with
the development plan on file with this application.
S) The off-s treet parking facility and connecting driveways shall be developed
in substantial conformance with the development plan on file with this
applica tion . Any portion of the pro ject which is to be occupied or traveled
by automobiles shall be maintained in hard surface paving.
6) An appropriate on-site storm drainage disposal system shall be approved by
the Spokane County Engineer's 4ffice prior to the release of building permits

It was a pleasure meeting you on Monday afternoan and receiving so much assistance and
encourageme,nt. Enclosed, please find a copy of my Preliminary Site Plan, which is less intensive
than the sit plan approved in 1979.
I will be engaging in the same business which I conduct at 1414 East Holyoke, under the corporate
name of Goldenwest Manufac,turing Inc. My primary business is the canversian of vans to RV and
hanclicapped vehicles, as well as recreational vehicle repair. In canjunction with my business, there I
is some fabrication as well as installation of manufactured parts.
The anticipated building size will be 8,000 square feet with approximately 6,000 square feet of
vpen bay production space, and 2,000 square feet of office/reception space, alang with a small
display area for RV accessories.
The entire site will comply with all the county standards pertaining to parking, paving, landscaping,
208 aquifer pratedion and other building standards required by Spokane County. The primary
ingress egress to the site will be offthe cul-de-sac an Cataldo Avenue, which is a country road.
For financing purposes, I am requesting that you provide me with a writte.n letter approving my use
for the site, and conformance of my use with the 1979 approved site plan and current zoning
standards. This will be necessary for me to pursue the financing of the project.

B. Sewage Disposal
This project is located in an area with soils classified by the
Soi1 Conservation Service as suitable for instal.lation of indivi-
dual on-site sewage disposal systemso The area is, however, lo-
cated oeer the Spokane Aquifero A study is currently under bay
to determine the degree to which subsurface disposal of sewage
treatment effluent may pollute the Aquifero There is very little
probability that this project in itself will have more than a
slight impact on the Aquifero However, taken in conjunction with
the overal.l urbanizAtion of the area, some other sewage disposal
method wi.ll most likely be required in the futureo
From an environmental health viowpoint the project appears feasiblee
An on-site sewage management plan pursuant to lrlAC 248-96-070 may
be required dependent upon final design dwelling unit density or
total sewage flow per dayo

The site is located within the Washington Water Power Company

The Spokane Valley Fire Department representatives have reviewed

dinance (SCEO) prior to approval of this recommendation by the

III. SUNMARY o
The a.pplic?nt's proposal is incompatlblE uuith adjacent residential uses
to the north, but it would be compatible with the future industrial
uses to the west and the Freeway to the south, is consistent wz.th re-
cent Planning Commission Zone reclassification, is consistent with the
Spokane Regional. Comprehensive Plan; has very poor circulation and can
provide adequate provisions for sewage disposal, water and fire protec-

lo Access permits for the project shall be obtained from the Spokzne
County Engineers' officeo
2. All access from the site shall be restricted to Thierman Road
or Mission Avenue, no access to Boone Avenuea
3. An improved public right of way connecting the site wi.th either
Thierman Road or Mission Avenue shall be developed to 5pokane
County standardso
4. The advertised property shall be developed in substantial confor-
mance with the development plan on file wi.th this applicationo
5. The off-street parking facility and connecting driveways shall be
developed in substantial conformUnce with the development p11n
on file with this applicationo Any portion of the project which
is to be occupied or traveled by automobiles shall be maintained
in hard surface pavingo
6. An appropriate on-site storm drainage disposal system shall be
approved by the Spokane County Engine::rs' office prior to the re-

I am writing in regards to Zone Change ZE-66-77, involving Mr. McCormack's re-
quest to zone Agricultural to Restricted Industrial (minutes June 17, 1977)
A site plan of the new, revised use as a mobile home sales center is attached for
your reference This site is contiguous to the United Parcel Service Distribution
Center to the west now under construction , and a vacant unused plot of land
to the east U.P.S plans to encircle its facility with 8' high chain link fence.
My client, Northwest Mobile Homes, planned to also encircle his installation with
similar chain link fence for obvious security precautions
United Parcel Service has tentatively agreed to join in a concerted effort to
develop the site with a single fence. This cooperative effort will reduce the
fencing mass required and subsequently enhance the overall environmental aesthetic.
The landscaping is primarily lawn with 1/2" to 1" caliper conifers interspersed to
define walkways and delineate masses and open green spaces.
It is the intention of Northwest Mobile Homes to present a tailored look to the
public We believe this will appeal to both the mobile home shopper as well as
the casual on-looker.
We hope that you agree with this sensitive approach to a commercial undertaking in
an industrial zone

Introduction: The State Environmental Policy Act of 1971, Chapter 43.21C, RC'JV,
requires all state and local governmental agencies to consider environmental values
both for their own actions and when licensing private proposals. The Act also requires
that an Environmental Impact Statement be prepared for all major actions significantly
(and "adversely", as per WAC 197-10) affecting the quality of the environment. The
purpose of this checklist is to help the agencies involved determine whether or not a
proposal is such a ma jor action.

presently available to you. Please answer questions as "yes" or "maybe" if, in your
opinion, even only slight impacts will result. The reviewers of the checklist will be
aware of and concern themselves with the decrree of impact, asking you for more informa-
