like to express our opposition. As residents of N. 1111 ?lemer Road
for the past fifteen years, we are az•rare of the probleans tiahi_ch could
be caused by such construction, prixnarily increased traffic on roads
barely, acceptable under present conditions. There is a.1.so the problem

I am a home-owner in the neighborhood of this proposed zone change.
Since I work full-time and attend school full-time also, I wi11 not be able to
attend the meeting set up for April 30, 1979, and would 1ike to voice my opinion
through this letter.
I am against this change in zoning for the fo1lowing reasonst
1) Mission is already on the verge of being turned into a super-hi.gh
way from a11 the traffic distributed by the hospital and the Red
Lion Motor Inn.
2) The congestion of duplexes down towdrds the Red Lion is alread,y almost
unbearably congested with cars parked on both sides of the road and
the numerous amount of children that play in the streei, and around.
3) The traff1c that comes from the free-way up and around Mamer to get
to Mission is becoming more congested every day.
4) With all of these congestion problems, we still have to contend with
one set of apartments alreadyconstructed 4 houses west of Mamer.
Wlth this in mind, I would also 1ike to point out that it would be nice to
still be able to look out my windows and see a few green meadows unoccupi.ed by
multiple dwel1ings. Apartment build1ngs within a 2-mile radius of this proposed
area secin to be more than pl enti ful at ~"count af at 1 east 6 that I can thi nk of.

complex to be built a.t the bottom of Mamer hill in the Spokane Valley.
Our family has lYVed on the North U1est corner of Mamer and Mission for seventeen
years and we are very much apposed to the above mentioned proposa.l.
At the present time this cormer i-s to congested. A stop sign at the top of tr.e
hill is not a feasible solution because of the steepness of grade. I3uring the Winter
vehicles ca,nnot proceed on to Mission after stopping at the top of the hall.
Many ti.mE s we have seen car' s, truck' s, School buse s in thE Winter tha,t couldn't
clirnb the slippery g=ade,and their only alternative was to sla.de back down and go
a.round Nora Ave. to Pines iihich is an even more congested area.
Mission and Mamer is a dery dangerous corner. Any addecl congestion to tbis area
vrould only be disasterous.
The School Children who walk up Mamex hi11 have to cross M2ssion at this corner.
It is very dangerous for them as they have to dart across Mission dodging the heavy
traffic.
To fully realize the, iittgact of the proposed zona.ng cha,nge and the future building
of an apartment complex,ire suggest tha.t each and every boasd member come out to this
area an3 observe the existirag traffic pxoblem. We tiould like you to consider the
impar-t of an increase flow of tra,ffic in this area. Once you have observed the
situa.tion, we feel confident that you as bo.a,rd meMbers will malke the right decision
and turn the proposed zone reclassifation docrn.

County, Washington to render its decision concerning the request of -
Charles E. Eddington (Silas J. Bates, agent), East 16713 Sprague Avenue.,

The Spokane County Hearing Examiner Committee having heard the aboverequest on March 15, 1979, did deny said application; and
The Board having conducted its own public hearing on April 30, 1979,
at the request of the applicant's agent, Silas J. Bates, and after visiting the site and reviewing the testimony; and
The Board being fully advised in the premises did determine, based upon

I am writing in concern to the proposed Zone Change ZE-197-78. As owner of the
property on the southwest corner of Mamer and Nora Road we are concerned with
the traffic preassure that'the proposed apartment complex would cause, as we
will be directly affected.
~
There are currently 16 houses on Mamer and Nora with 33 cars or 2 cars per house.
The Main Center building on Nora has a parking area for 43 cars with approximately
32 being occupied per building, causing an increase of at least three times as
much tra.ffic. With the present road conditions, especially in the winter, the
tra£Lic as already become a problem. With the proposed 129 unit complex, at the '
ra,te of 12 cars per unit, would cause an increase of' 194 cars or another six
times the amount of tra.ffic on the same roads.
The proposed complex would also place approximately 400 more people in the
designated 6.5 acres. The density would cause an overflow to surrounding property.
This would change the rura.l atmosphere and render the value of the new log home
we are finishing not at all what we had anticipa.ted it to be. Our original
investment of over $60,000 would be hard to recover.
_ _'T`herefore, we are against the proposed zone change for the apa.rtment complex.

Bonneville power line running diagonally from the northeast corner to the
southwest corner of the property it is impossible for any Further development
to be done other tha.n agricultural.
, Along with the agricultural purposes, I purchased my land for the rura.l setting with the understanding that there would be no major residential building done
in the area because of the agricultural zoning.
tilith Interstate 90 on the north side of my property, thc power line diagonally
across it and if the proposed apartment complex is built on the south, then
Nora Avenue will eventually be extended through my property to Sullivan in order to ha,ndle the increased tra,ffic in the area. This will not only lower
the value of the property, it will consume it. ,
For these reasons I am against the zone change , ZE-197-78 f'or the proposed
apa.rtment complex.

We, the above signed feel that the quality of the proposed structures to.be. -
built on the site in question would ha.ve damaging affects on our existing
neighborhood and on the surrounding land values.
County and State Engineers have advised the PlanningCommission and Developers
of the already existing tra.ffic problem concerning Mamer Road, Nora and ,
Pines Roa.d. The hill on Mamer Road is impa.ssable during long periods'of
the winter months and no pla.ns are being ma.de to cha.nge the problem.
Nora and Pines are very congested which makes left turns from Pines to Nora
difficult and left turns from.Nora onto Pines Road impossible.
The development of the Main Center has caused people doing business there
to park on both sides of Nora. Road during the winter months and makes it extremely difficult to pass through. If the proposed zone cha.nge is made,
and the land in question is developed into apa.rtments this would definitely
increase the traffic problem.
In conclusion it is the feeling of all persons signing this petition
against the re-zoning, tha.t the changes would sha.rply lower our land values
and restrict our right to a quiet and peaceful neighborhood such as now exists.
IJe believe tha.t this project would have an adverse enviromenta.l impact on the area.

Concerning ZE-197-78, Eddington
Nir. Schultz is essentially correct in his letter about the zone changes
occurri ng on Nora between Mamer and Pi nes Road. ZE 197-78 Eddington - Denied on appeal for a 129 unit apartment complex
east of P7amer and north of Mi ssi on i n June of 1979.
ZE 189-79 Medicus - Appraved by Hearing Exa+iiiner Committee, no appeal,
for residential office use between Nora and Mission and west of the
Main Realty buildings in November of 1979. -
ZE 116-79 Haffner - Approved by Hearing Examiner Committee, no appeal,
for residential office and 60 units of apartments on Nora east of the
Ma1n Realty buildings in November of 1979.
ZE 231-79 Stage One Realty - Approved hy Hearing Examiner Committee,
no appeal, for residential office buildings and 42 apartments on Nora
approximately 1500' west of Nlamer in December of 1979. The Eddington zone change was submitted in 1978, denied by the Nearing
Exantiner Committee, and received final denial by the Qoard in June of 1979.
There are 8 letters of opposition in tne file and a petition in opposition
with 75 signatures of residents. The staff analysis notes land use to the
east as farmland, to the west as residential with a 12 unit apartment complex.
The other three designated zone changes are all located west ofi the
Eddington qroqosal. The,y were all submitted ir 1979, associated-vjith residen-
tial office, had no opposition on file, and none were appealed to the Board.
The latest proposal, ZE 231-79, is located closest to the Eddington proposal
. and the staff arialysis notes that, "Large lot single family use exists to the
east."

and Mission has been defined through zoning approvals as Iiaving residential
offi ce -and mul ti-fami ly by character. '
It is also evident that, at the time of the Eddington proposal, along
with concerns about the circulation of the area were concerns as to the
coi1ipatibility and consistency of high-density housing east of Mamer. The land use character of the area changes east of Mamer to large lot residential and agricultural pasturage uses.
I would recommend that if Mr. Eddington feels the character of the.area
has undergone substantial change, the one year time limitation for resub-
mittal of his proposal has expired, and he ma,y resubmit for public review
- through the hearing process.

of Spokane County, having fully considered the testimony given, the Findings and
Order of the Hearing Examiner, the environmental checklist, and all other evidence
presented, and further having personally acquainted themselves with the site and vicinity
in question, does hereby find that the conclusions of the Hearing Examiner as
stated in their Findings and Order were generally valid and sufficienC,

This being the time set by the Board of County Commissioners of Spokane
County, Washington to render its decision concerning the request of
Charles E. Eddington (Silas J. Bates, agent), East 16713 Sprague Avenue,
Veradale, Washington 99037 for the above captioned zone reclassification;
and
The Spokane County Hearing Examiner Committee having heard the above
request on March 15, 1979, did deny said application; and
The Board having conducted its own public hearing on April 30, 1979,
at the request of the applicant's agent, Silas J. Bates, and after
visiting the site and reviewing the testimony; and
The Board being fully advised in the premises did determine, based upon
the testimony submitted at the public hearing and other evidence available
to the Board to deny the appeal and uphold the action of the Hearing
Examiner Committee.
The Board instructed the Planning Staff to prepare Findings and Order,
for execution by the Board at a subsequent meeting, setting forth more
definitively the Board's action in this matter.

B. FINDINGS OF FACT

4. That the provisions of RCW 43.21C (The State Environmental Policy Act)
have been complied with.
5. That the proper legal requirements for advertisement of the Agenda Item

6. That this proposal is in conflict with the provisions of adopted regulation or
intent of adopted policies.
7. That the land in this area is unsuitable for the proposed use, or uses
within the proposed Zone Classification.
8. That the proposed use is incompatible with existing uses in the area.

Dear Committee Members:
The proposed project is within the boundary of the Vera Irrigation
District. We have available adequate water supply to serve the
domestic water requirements of this project.
The maximum fire flow available is 500 gallons per minute.
Additional capacity could be made available by the proponent
constructing additional facilities from approximately the inter-
section of Mamer Road and Mission. Another alternative would be to
have the Consolidated District provide domestic water service and
fire flow. Vera would have no objection if this better served the
desires of the proponent.

Dear Mr. Bates:
A note to confirm our conversation on the telephone January 8, 1979,
with regards to the possibility of an apartment house on the east side
of Mamer north of Mission.
We have looked at the situation and feel that we have adequate plant
to serve the electrical there and will work with you on that. As far
as the domestic water is concerned we can furnish it, at your request,
and have adequate flows available for domestic service.
The fire hydrant near the northwest corner of the property we would rate
at 500 gallons per minute and that is all we feel is available for fire
flow in that area.
As you are aware, Consolidated 19 has a larger diameter main running
across the north portion of the property you are proposing to develop.
In the event that you desire they furnish domestic and fire flow that
is fine with Vera and as long as there are no conflicts with any other
governmental agency. In the event you do go this route we still antic-
ipate that Vera would serve you electrically.
If you have any further questions, please don't hesitate to call.
