As owner of the property on the southwest corner of Mamer and Nora Road we are concerned with the traffic preassure that'the proposed apartment complex would cause, as we will be directly affected. ~ There are currently 16 houses on Mamer and Nora with 33 cars or 2 cars per house. The Main Center building on Nora has a parking area for 43 cars with approximately 32 being occupied per building, causing an increase of at least three times as much tra.ffic. With the present road conditions, especially in the winter, the tra£Lic as already become a problem. With the proposed 129 unit complex, at the ' ra,te of 12 cars per unit, would cause an increase of' 194 cars or another six times the amount of tra.ffic on the same roads. The proposed complex would also place approximately 400 more people in the designated 6.5 acres. The density would cause an overflow to surrounding property. This would change the rura.l atmosphere and render the value of the new log home we are finishing not at all what we had anticipa.ted it to be. County and State Engineers have advised the PlanningCommission and Developers of the already existing tra.ffic problem concerning Mamer Road, Nora and , Pines Roa.d. The hill on Mamer Road is impa.ssable during long periods'of the winter months and no pla.ns are being ma.de to cha.nge the problem. Nora and Pines are very congested which makes left turns from Pines to Nora difficult and left turns from.Nora onto Pines Road impossible. Schultz is essentially correct in his letter about the zone changes occurri ng on Nora between Mamer and Pi nes Road. ZE 197-78 Eddington - Denied on appeal for a 129 unit apartment complex east of P7amer and north of Mi ssi on i n June of 1979. ZE 189-79 Medicus - Appraved by Hearing Exa+iiiner Committee, no appeal, for residential office use between Nora and Mission and west of the Main Realty buildings in November of 1979. - ZE 116-79 Haffner - Approved by Hearing Examiner Committee, no appeal, for residential office and 60 units of apartments on Nora east of the Ma1n Realty buildings in November of 1979. ZE 231-79 Stage One Realty - Approved hy Hearing Examiner Committee, no appeal, for residential office buildings and 42 apartments on Nora approximately 1500' west of Nlamer in December of 1979. The Eddington zone change was submitted in 1978, denied by the Nearing Exantiner Committee, and received final denial by the Qoard in June of 1979. There are 8 letters of opposition in tne file and a petition in opposition with 75 signatures of residents. The staff analysis notes land use to the east as farmland, to the west as residential with a 12 unit apartment complex. The other three designated zone changes are all located west ofi the Eddington qroqosal. The,y were all submitted ir 1979, associated-vjith residen- tial office, had no opposition on file, and none were appealed to the Board. The latest proposal, ZE 231-79, is located closest to the Eddington proposal . and the staff arialysis notes that, "Large lot single family use exists to the east." ~ ♦ l• Page 2 ~ 'I t i s eyi dent that the area betvieen Mamer and Pi nes al ong both Nor•a and Mission has been defined through zoning approvals as Iiaving residential offi ce -and mul ti-fami ly by character. ' It is also evident that, at the time of the Eddington proposal, along with concerns about the circulation of the area were concerns as to the coi1ipatibility and consistency of high-density housing east of Mamer. The land use character of the area changes east of Mamer to large lot residential and agricultural pasturage uses. I would recommend that if Mr. Eddington feels the character of the.area has undergone substantial change, the one year time limitation for resub- mittal of his proposal has expired, and he ma,y resubmit for public review - through the hearing process.
