WHEREAS, The Spokane County Zoning Hearing Examiner Committee did, after
public hearing on April 20, 1979, take action by motion that the zone reclassiffca-
tion (File No. ZE-177-78) be approved; and,
WHEREAS, Richard W. Lindelof, 10323 East Augusta Avenue, Spokane, Wash-
ington, 99206 did request a special hearing before the Board of County Commissioners
to present evidence and testimony against the motion of the Hearing Examiner to
approve the above described zone reclassification, and,
WHEREAS, The Board of County Commissioners did hold a public hearing on
May 21, 1979, to consider the Ffndings and Order of the Hearing Examiner and
testimony and request of the sponsor, objectors, and other interested parties; and,
WHEREAS, At said hearing, opportunity was afforded those favoring and those
opposing the above described zone reclassification, the Board of County Com-
missioners of Spokane County, having fully considered the testirnony given, the
Findings and Order of the Hearing Examiner, the environmental checklist, and all
other evidence presented, and further having personally acquainted themselves
with the site and vicinity in question, does hereby find that the conclusions of
the Hearing Examiner as stated in their Findings and Order were generally valid
and sufficient.
NOW, THEREFORE, The Board of County Commf s sioners does conclude that
the zone reclassification, ZE-177-78 should be and hereby is approved.

This being the time set by the Board of County Commissioners of Spokane
County, Washington to render its decision concerning the request of
William Adams, East 10620-22 Fourteenth Avenue, Spokane, Washington,
for the above captioned zone reclassification; and
The Spokane County Hearing Examiner Committee having heard the above
request on April 20, 19799 did approve said application; and
The Board having conducted its own public hearing on May 21, 19799
at the request of Richard W. Lindelof, 10323 East Augusta Avenue,
Spokane, Washington 99206 and after visiting the site and reviewing the
testimony; and
The Board being fully advised in the premises did determine, based upon
the testimony submitted at the public hearing and other evidence available
to the Board to uphold the action of the Hearing Examiner Committee and
found the reasons expressed by the Cbmmittee to be sufficient and controlling.
The Board instructed the Planning Staff to prepare Findings and Order,
for execution by the Board at a subsequent meeting, setting forth more
definitively the Board's action in this matter.

District ia providing for adequate sewage disposal. All necessary Health
District permits shall be obtained prior to building permit issuance.

A. INTRODUCTION
This matter having come before the Examiner Committee on April 20, 1979, and
the members of the Committee present being Ken Kennedy, Abby Byrne, and
John Culier and there being the following person present who wishes to request
approval of a Zone Change; William Adams for a Zone Change, ZE-177-78,
Agricultural Suburban to Multiple Family Suburban for the purpose of
establishing a fourplex.
B. FINDINGS OF FACT
1. That the existing land use in the area is residential.
2. That the Comprehensive Plan designates this area as appropriate for
residential purposes.
3. That the existing zoning of the property described in the application is
Agricultural Suburban.
4. That the provisions of RCW 43.21C (The State Environmental Policy Act)
have been complied with.
5. That the proper legal requirements for advertisement of the Agenda Item
have been fulfilled.
` 6. That this proposal is not in conflict with the provisions of adopted regula-
tion or intent of adopted policies.
~ 7. That the land in this area is suitable for the proposed use, ar uses within
the proposed Zone Classification.

According to our records, the existing wasteWater system at the location of
subject zone change (10620-22, E. 14th Street) is adequately sized for only
a four bedroom dwelling unit at the present time.
The amount of open space remaining within the present lot boundaries does
not appear to be adequate for satisfying the area needed for the additional
drainfield which would be required for the additional two dwelling units.
