b. Definition: A studio for display of stcrco equioment is a facility designed
primarily for the display of staroo oquipment and components to allow
orders to be taken for later delivery either by mail order or from anc*her
retail outlet. The studfo may also sell outdated display stock from his
own premises as well as a small assortment of accessorics. A studio
for the display of stcroo equipment shall not include a retail stereo and
clectronics store or a record shop.

Reasons:
The amendment providos for a studfo for display of stereo equlpment as a
conditional use in the Rosidential Offico, Zone. The Commisslon incorporated
performance standards to insure comPatibllity with adjoinfng residential
uses. The Commission also recommendod conditfons which would limit the
operation and scale of such a facility in a manner comparablo with uses
allowed outright in the Rcsidential Office Zone.

Planning Commission Rccommendation: Adopt the prepared "suggested study
,)utline for joint preparation" dated March 10, 1976, with changes which had
been fncorporated as a result of the Commission's study session. The
outline explalns a planning procelss for a Compxchcnsive Plan for the Five
N ile Prairf e area,
The Commfssinn also re-commcnded that thc study area boundary area sh-)wn
in orange on the map displayed be altered, excluding the l~wer bench of an area
contatning the existing water t3nk and apartmcnts along the south edge of the
Prairie.
The Commission requested that Mr, Jose Urcla, Director of the Spokane
Regional Planning C-%nferenco, be asked through the Ccnference t", function
as non-voting chairman for the city-county committee fcr the Five Mlle PrairLe
project, serving as coordinator.
Reasons:
The Commission heard testimony ragardinZ possible changes in the text of

A. REASONS:
1, The Commission, in reviewing the established land uses and previous
zoning actions along Pines Road between the Milwaukee Railroad track:
and 16th Avenue, concludod that the Local Business Zone classiflc,-_`` _
would be inappropriate for the advertised property. The Commissic .
has rarely approved requests for Local Business or Commercial zon:.
on South Pines. In 1955, a Local Business Zone was created at 16th
and Pines as a neighborhoad shopping center. In 1969, Local Bustness
zontng v,ras approved for a small retail center on the west side of Pines
Road, just south of the railroad tracks. In 1969, a site south of 12th
Avenue near the Pines Cemetery was Co►llmercial to accommodate
a funeral home. All other approvais a~~anlSouth Pines ` have been con-
fined to the Residential Office or Niultiplc Family Suburban classificat;.onC
Notably, Pines Road has not assumed the character of a commercial
strip. Indecd, the business and comrnercial activities along Pines Road
have been confined to centers at select intersections. The Comprehensivc
Plan does not contemplate Pines Road as a commercial strip.
2. The Commission is of the optnton that the uses permitted in the Local
Business Zone would be out of character with surrounding land uses.
Surrounding land uses include sfngle-famiiy resldences and several
duplexes west of Pines Road, the Valley Grecn apartment complex to the
north of the advertised property, a real estate office to the south, and
resldences to the east.
3. The Commisslon was impressed by the naturo of the business activity
proposed by the applicant and directed the staff to prepare and advertise
for the March hearing an amendment to the Zoning O rdinanca to allow
a stereo shop (studio) as a conditional use in the Residcntial Office
Zone.

First of all, thank you for the notification of the requested
change in zoning at lOth and Pines as my residence is just about ~
block west on lOth.
'When we first moved to this location in the early 60s, the
area consisted of single family residences= as time progressed, dup-
le$es and a multiple fa.mily development followed a short time later.
The next change began to take place about two years ago, if I remember
correctly, when a few zoning changes were granted for residential office
on Pines. We t hought when we began t o purchase our property that al_tho
Pines Road was a state highway, that the basic trend or pattern for our
immediate neighborhood was residential in character. I have never
registered any formal objections to the changes until_ this time. It
is my belief that if any further tendencyr to permit commercial types
of occupation, including the present request for change to local busi-
ness, that the original residential atmosphere of our neighborhood can
not help but be degraded or destroyed.
It is my humble opinion that if additional local business or
commercial zoning is needed in our general area that it would be far
easier on the residents to pick another location where the ciose pro-
perties have not alread.y been developed and invested in as residences.
As I am noy sure that I will be able to be present at the
time on the 13th that this request for zoning change comes before the
Planninir Commission, clease let t,ie record show objection from this
concerned a_nd I think involved close property owner.
