Planninq Commission Recommendation: ADUrove to Commerctal Zone, subiect
to the followinq conditions.(Vote was unanimous.)
A. CONDITIONS:
1. Approval of access by the Sookane County Engineer's Office prior to
release of building permits.
2. Approval by the Director of Planning of a lightfng plan for the advertised
property. Liqhtf ng shall be directed downward to avoid glare on adj oin-
ing rights of way and land uses.
3. Approval of a sign plan for the property by the L'-irector of Planning. Such
plan shall include the location, hetght, size, orientatfon, and lighting
of fihe sign. If the applicant and the Planning Director cannot reach
agreement on sign specifications the mattn!- may be submitted to the
Planning Commission for app;ovai or ~i.'
4. Approval by the Director of ?lanning of a parking and landscape plan
for the property prior to applicztion for bullding permits. Such plan
may Lncorporate provisions for pavfng F3r!cing areas as well as fencing

B. REASONS INCLUDING ENVIRONIVIENTAL ASSEcSMENT:
1. The Comprehensive Plan indicates ~'._s` ;orth side of Sprague Avenue
extendinq approximately 1/2 mile eaat of r Laes Road is approprfate for
business and commercial uses.
2. The Commission notes that adjoining business uses are predominately
business and commercial In nature. Adjointng land uses include offices
to the east and west, an apartment house to the northwest, a restaurant- ~
lounge to the east, and comr::erctal properties including a small trailer
court to the south.

feels that 90/ vf its rnarket lies within a three-mzle radius.

The predominant uses in the area are commercial,, includina a new restaurant and
bar next door to the east and a bowling alley across the street. Due to substan-
tial residential growth in the general area, there is a marked increase in demand
for store space to accorimodate retail and service businesses. ,
