ZE-15-76 - AGRICULTURAL TO RESTRICTED INDUSTRIAL: STONE,
Planning Commission Recommendation: Auprove to Restrlcted Industrfal Zone,
subi ect to the followinct conditions:
A. CONDITIONS:
1. Dedicatfon of the North 15 feet of the advertised property along Indiana
Avenue for rlght of way.
2. Improvement to Spokano County standards of Indiana Avenue along the
north perimeter of tho advertised proporty. Improvements shall include
curbing, construction of appropriate approaches, drainaqe control,
wfdening of the existing gravel road to a minimum 30 foot width, and
paving the south half of the road.
NOTE: The paving requirement may be postponed until future development:
are rQquired to improve and pave the north half of the road. Such
paving improvement may be processed as a Road Improvement
District or as a Paving Participation Project.
3. Approval of accos s to the subi ect property by the Spokane County
Engineor's office.
NOTE: Access to the site should be restricted to Indiana Avenue. If
Bowdish Road is used for access, eomplete roadway lmprovoments
will be requirad.
4. Installation of mains and fire hydrants in accordance with the requfre-
ments of the Spokane Valley Ffre Narshal.
S. Appro-ral of the following by the Director cf Planning prior to applications
for buildinq permits.
a. Elevation drawings of the proposed structures indicating construction
matQrials and exterlor finish. Such drawfngs shall attempt to provide
an at tra.ctive exposure to the freeway.
b. A lighting and signinq plan of the subj Ect property. The property
shall be lighted in a mannor which wfll not produce glare on adjoining
properties on the Spokane Valley Frecway. On premise siqns shall
be placed flat against the buildings and shall only advertise products
or services which are availablE on the premises.
c. A weed control program for the property along vvith provlsions for dust
control of driveways.

B. REASONS:
1. TheCbmprehensive Plan indicates that the genetal area between the
Spokane Valley Freaway and the Spokane International Railway tracks
!s appropriate for industrial.uses.
2. The Commission notes that the property lines within a proposed industrial
corrfdor bounded by the State Highway DQpartment malntenance facility
to the east, the Spaulding Wrecking Yard to the west, the railroad tracks
to tha north, and the Spokane Valley Freeway to the south. Although
there are some residences to tha north and west of the zone change
request, the Planning Commission is of the optnion that the described
corridor is not conducl.ve to continued residantfal development.
3. In 1973, the Planning Commtssion approved approximately ftve acres to
the east of Wilbur for Restrtcted Industrial zoning and a 2 1/2-acre
parcel to the east of Hztes Road for a contemplated mini-warehouse
proj ect.
C. ENVIRONMENTAL ASSESSMENT:
The advertised property is sf#uated on the southeast corner of Bowdish and
Indiana and adjoins Interstate 90. The applicant proposes to construct a
mfni-warehouse project on the 2 1/2-acre sfte. Secause of the nature of the
storage, sewer and water requlrements will be minimal. However, water
must be available in quantities for fire protection. The applicant proposes
to constr uct the proj ect ln p ha se s.
The slte is on a relatively flat portion of the floor of the Spokane Valley.
The Garrison Gravel soils wlll allow pc:rcolation of water, thus eliminating
severe storm water problems, and will allow constructfon of stable founda-
tions. No extensive water oc sewer dem-ands aro anticipated. The buildings
will be sinqle story mini-warehouses with no plumbing fixtures. The
drfveways between the buildings will be graveled; however, the Gommission
has required weed and dust control for the area.
Perhaps the greatest cencern is aesthetics. The recommended conditions
of approval provide for the submittal of elevatfon skotches and a sign and
tfghting plan for the projecfi prior to release of buildtng permits. Hapefully,
the facility can be designed fio provido an attractive exposure to the Spokane
Valley FreQway.
Traffic into the facility will be relatively light. The property has access to
the Pines Interchanqo via lndtana Avenuo and Montgomery Drive.

The advertised property is within tha urbanlzed pottton of the Spokane
Valley. The zone changQ proposal would not have any greater effect upon
the topography, geoloqy, biologfcal and botanical characteristics, atmos-
pheric and aquatic conditions, and other natural development than similar
uses established in the area. The Commfssion, therefore, concludes tr,at
an environmental impact statement is not required for the project.
