The staff is of the opinion that the design confiquration and open space allowances of the project in conjunction with the conditions of approval will assure compatibility of the develop- ment with exfs ting and future land uses in the area, C. Ska f Enviromm ntal Revew: As rEquired in WAC 197-10-320, the staff of the County Planning Commission reviewed the environmental checklist submitted by Mr. Robert A. Bonucelli in behalf of Mnning Builders, Inc., for a zone change from Agricultural to Multiple Family Suburban. The proposal is located approximately in the NW 1/4 of the SW 1/4 of Section 10, Township 25 N e, Range 44, E aW.IVi, , north of and adjacent to Shannon Avenue, about 400 feet east of Pines Road o~~~ E'4:. -~cri' ~OM-d: The s ite is loca ted on relatively flat to gently rolling terrain currently covered by un- managed gra s sland vegeta tion . The staff review has identified three potential areas of environ- mental impacts o First, and ccmmon to all residential developments is the increase in motor vehicYe Craffic and all the effects associated therewith. These would include such impacts as increased air pollution, specifically suspended particulates and carbon monoxide, increased noise, and increased publ.ic safety hazards from traffic, y~; naticeable rincrease in traf~ic can be expectLz:e"d''. °IyIoweVer; t`his is not consfdered to be a signiffcant envfronmental impact in this case. A second potential environmental impact area considered,was the increased demand on public services and utilities. This would include such factors as increased requirements for polfce and fire protection, provision of additional school, park, and recreational facilities, and additional mafntenance requirements on all County facilities and roads, This would also include such impacts as associated with extension of utility lines (power, natural gas, telephone) and the provision of suitable long term sewerage, - 21 A - (contd. ) ZF-40-76 Agligghural to Multinle FarajLy SubUbarL (contd,) domestic water, storm water runoff, and solid waste disposal systems. Such effects are considered normal traderoffs for urban- suburban growth e The final environmental fmpact considered in this review invol.ves the subsurface injection of sewage effluent and stormwater runoff. , This waste water will percolate downward toward the Spokane Valley aquifer rather than evaporating back to the atmosphere as under natural conditions, Much of the contaminant will likely be filtered from the waste water before reaching the aquifer but the resulting water quality cannot be determined at this time. It is estimated that about 17 acre-feet of waste water will be fnjected below the surface annually from this apartment complex, 14 of those acre-feet being sewage effluent from the septic tank system. This impact will not likely be significant, however, since the Spokane County Health District has indicated that a septic tank-rlrainfield system could operate effectively on this site, reducing the potential contaminant load, The conclusion of this environmental checklist review is that no significant environmental impacts wfll likely result from the proposal. The site fs located on relatively flat to gently rolling terraln currently covered by unmanaged grassland vegetation. The staff review has identified three potential areas of environmental impacts. First and common to all residential developments Is the increase ln motor vehicle trafflc and all the effects assocfa.ted therewith. These would fnclude such impacts as increased air pollution, specifirally suspended parttculates and carbon monoxide, increased noise, and increased public safety hazards from traffic. With 94 proposed housinG uilits and 191 car parks, a noticeable increase in traffic can be expected. However, this is not considered to be a significant environmental impact in this case. A second potential environmental impact area constdered was the increased demand on public servtces and utilities. This would inctude such factors as requirements for pollce and fire protection, provision of additional school, park, and recreational factlities, and additional maintenance requirements on all County facilities and roads. This would also include such impacts as associated wfth extension of uttlity lines (power, natural gas, telephone) and the provision of suitable long term sewerage, domestic water, storm water runoif, and solid waste disposal systems. Such effects are considered normal trade-offs for urban-suburban growth.
