A. ConditionS:
1, Dedication for roadway purposes of a fifty (50) foot right of way
from the end of the exfstfng Mansfield Avenue to the northeast
corner of the advertfsed property as indicated on the proposed
development plan,
2, Construction to Spokane County standards of the new road from
Pines Road to xhe east boundary line of the described propertyo
The engineering design of the road shall be approved by the
Spolcane County Engfneer's Office o Improvements shall include
gradinq, surfacing and a thirty (30) foot wide paved roadway,

3. Approval of driveway approaches to the new access road by the
Spokane County Engineer` s Office e
4. Vehicular access to Shannon shall be limited to emergency use

proiect shall be approved by the Director of Planning prior to the
issuance of building perm ts for the project.
6. An on-site storm drainage system shall be approved by the

Spokane County Health District prior to issuance of building
permits,
8. Provision shall be made for fire mains and hydrants in accord-
ance with the requirements of the District Fire Chief ,

Plan, which indicates the area to the east of Pines Road and
north of the Spokane International Railway line as being appro-

2. The staff notes that the proposed multiple family site lies on the
edge of a residential neighborhood, ha s acces s to shopping,
community services, public facillties, and the arterial system,
3. The staff is of the opinion that the proposed mulkiple family
complex would provide a very good transition between the staff
recommended Pines Road frontage uses, (ZE-37-68 - Zoning
Plan for Pines Road), and the residential uses to the east.
4. The staff is of the opinion that the design confiquration and
open space allowances of the project in conjunction with the
conditions of approval will assure compatibility of the develop-
ment with exfs ting and future land uses in the area,

As rEquired in WAC 197-10-320, the staff of the County Planning
Commission reviewed the environmental checklist submitted by
Mr. Robert A. Bonucelli in behalf of Mnning Builders, Inc., for a
zone change from Agricultural to Multiple Family Suburban. The
proposal is located approximately in the NW 1/4 of the SW 1/4 of
Section 10, Township 25 N e, Range 44, E aW.IVi, , north of and
adjacent to Shannon Avenue, about 400 feet east of Pines Road o~~~

The s ite is loca ted on
relatively flat to gently rolling terrain currently covered by un-
managed gra s sland vegeta tion .
The staff review has identified three potential areas of environ-
mental impacts o First, and ccmmon to all residential developments
is the increase in motor vehicYe Craffic and all the effects associated
therewith. These would include such impacts as increased air
pollution, specifically suspended particulates and carbon monoxide,
increased noise, and increased publ.ic safety hazards from traffic,

rincrease in traf~ic can be expectLz:e"d''. °IyIoweVer; t`his is not consfdered
to be a signiffcant envfronmental impact in this case.
A second potential environmental impact area considered,was the
increased demand on public services and utilities. This would
include such factors as increased requirements for polfce and fire
protection, provision of additional school, park, and recreational
facilities, and additional mafntenance requirements on all County
facilities and roads, This would also include such impacts as
associated with extension of utility lines (power, natural gas,
telephone) and the provision of suitable long term sewerage,

domestic water, storm water runoff, and solid waste disposal
systems. Such effects are considered normal traderoffs for urban-
suburban growth e
The final environmental fmpact considered in this review invol.ves the
subsurface injection of sewage effluent and stormwater runoff. , This
waste water will percolate downward toward the Spokane Valley
aquifer rather than evaporating back to the atmosphere as under
natural conditions, Much of the contaminant will likely be filtered
from the waste water before reaching the aquifer but the resulting
water quality cannot be determined at this time. It is estimated
that about 17 acre-feet of waste water will be fnjected below the
surface annually from this apartment complex, 14 of those acre-feet
being sewage effluent from the septic tank system. This impact will
not likely be significant, however, since the Spokane County Health
District has indicated that a septic tank-rlrainfield system could
operate effectively on this site, reducing the potential contaminant
load,
The conclusion of this environmental checklist review is that no
significant environmental impacts wfll likely result from the proposal.
Therefore, it fs recommended that a Declaration of Non-Significance
be issued and an environmental impact statement not be required,

C. STAFF ENVIRONMENTAL REVI%VtT:
As required in WAC 197-10-320, the staff of the County Planning Commission
revfewed the environmental checkltst submttted by Nr. Robert A Bonucell{ !n-
behalf of Gunning Builders, Tnc., for a zone change from Agricultural tc
Multiple Family Suburban. The proposal -i-s located BppFOximately in Ehe
1/4 of chu SW 1/4 of Section 10, Township 25 N., Range 44, E.W. M., nort'.-
of anci (-.:J`jacent to Shannon Avenue, about 400 feet east of Pines Road. The
propo :F%iL is requesting that 4.33 acres of land currently Zoned Agricultural
be ch4rLgEd to Multiple Family Suburban to allow the development of a 94-unit
apartment complex. The site fs located on relatively flat to gently rolling
terraln currently covered by unmanaged grassland vegetation.
The staff review has identified three potential areas of environmental impacts.
First and common to all residential developments Is the increase ln motor
vehicle trafflc and all the effects assocfa.ted therewith. These would fnclude
such impacts as increased air pollution, specifirally suspended parttculates
and carbon monoxide, increased noise, and increased public safety hazards
from traffic. With 94 proposed housinG uilits and 191 car parks, a noticeable
increase in traffic can be expected. However, this is not considered to be a
significant environmental impact in this case.
A second potential environmental impact area constdered was the increased
demand on public servtces and utilities. This would inctude such factors as
requirements for pollce and fire protection, provision of additional school,
park, and recreational factlities, and additional maintenance requirements on
all County facilities and roads. This would also include such impacts as
associated wfth extension of uttlity lines (power, natural gas, telephone) and
the provision of suitable long term sewerage, domestic water, storm water
runoif, and solid waste disposal systems. Such effects are considered normal
trade-offs for urban-suburban growth.
The onvironmental impact considered in thts review involves the subsurfac(
injectio:-. of sewage effluent and stormwater runoff. This waste water will •

percalaLa aownward taward the 5pc►kane Valley aquifer rather than evaparating
baclc to rhe, atmosphere as under natural Ganditians. Much of the contaminant
will likely be filtered from the waste cwater befvre reaching the aquffer but
the resulting water quality cannot be detcrmtned at this time. It fs estima►ted
that about 17 acre-feet of waste water wiil be injocted be}.ow the surface
annually frQm thf s agartment comp3.ex, 14 of those acre-feet being sewage
efflu+ent frvm the septac tank system. Thfs impact cnrili not likely be signifi-
cant, however, since the Spcakane Caunty Health District has indicated that
a septic tank-dratnfield system could operate effectively on this site, reducing
the patential contamfnant load.
The conclusion of this environmental checklist review is that no sfgnificant
environmental impacts will likely result from the proposal. Therefore, ft is
recommended that aDeclaration of Nvn-Significance be issued and an
environmental impact statoment not be requfred.
