This is to confirm our conversation on the Jacklin Seed property that is zoned
Commercial. The uses -,tthe rental of U-Haul trucks and trailers, the rental and
~sale of related items, hitch installation, minor repair and maintenance of trucks
and traflers, the underground storage and dispensing of petroleum products, the
open/outside storage of trucks, trailers and related items and the temporary storage /
and warehousing of customer goods I as presentea are allowable in the C;ommercial
Zone with some specific conditions regulating development and operation that are
common with all such uses wfthin the Commercial Zone. These conditfons are
covered in your 1978 Zoning Ordinance on Pages 57 through 62.
At the time of the zone change (June 27, 1941), there were no additional conditions
placed on the jacklin Seed Company's property. The regulations you may be faced
with are those with: Building Codes (demolition, remodeling and occupancy permits);
Fire Marshal; and the Health District offices. ,
As we discussed, the two residential mobile home lots would have to be rezoned
Commercial in order to be used with the U-Haul operation.

A. INTRODUCTION
This matter having come before the Examine'r Committee on June 21, 1979, and
the members of the Committee present being Ken KO-nnedy, Chairperson, Abby
Byrne and John Culler and there being the following` persons present who vvish
to request approval of a Zone Change; ZE-27-79 for a Zone Reclassification,
Agricultural Suburban to Commercial for the purpose of u-haul company/office,
warehouse. B. FINDINGS OF FACT
1. That the existing land use in the area is residential, commercial and vacant.
2. That the Comprehensive Plan designates this area as appropriate for
agricultural, undeveloped or use under study. 3. That the existing Zoning of the property described in the application is
Agricultural Suburban.
4. That the provisions of RCW 43.21C (The State Environmental Policy Act)
have been compl ied with. -
5. That the proper legal requirements for advertisement of the Agenda Item
have been fulfilled.
6. That this proposal is not in conflict with the provisions of adopted regula-
tion.
7. That the land in this area is suitable for the proposed use, or uses within
the proposed Zone Classification.

9. That the owners of adjacent lands expressed neither approval nor
disapproval of the proposed use.
10. The Hearing Examiner Committee finds the proposed use to be in harmony

health, safety, and welfare.
11. The following are additional findings of fact considered by the Hearing
Examiner Committee:
a) Parking requirements must be met by each applicant and all plans shall
be approved by the Spokane County Zoning Administrator.
C. ORDER The Hearing Examiner Committee, pursuant to the aforementioned, finds that the
application of Northwest Properties, a general partnership for a Zone
Reclassification as described in the application should be approved.
Special conditions or contingencies applied to motion:
a. County Engineer's Office:
The County Engineer's Office has requested the following be considered if
the rezone is approved:
