Act aleo requires that an EIS be prepared for all major actions siqnificantly
affectinq the quality of the environment. The purpose of this checklist is to
help the aqencies involved.determine whether or not a proposal is euch a major

A. CGNDITIONS:
1. Access permits for the proj ect aroa shall be obtatned from the Spokane
County Englneer's offlce prior to release of building permlts.
N4TE; Access points must meet the approval of the Spokane County
Engineor's Office.
2. Installation of mai ns and firo hydrants in accordance with the
requirements of th,: Spokane Va11Qy Fire Marshal.
3. The proposed project shall be developed in substantial conformancc
with a development plan to b.: apprcved by the Planninq Director.
4. Tho prop erty shall be lighted in a moaner whlch will not produce
undue g lare on adj oining properties.
5. Approval of sewage disposal faciliti~,,s by the Spokane County Health
District.
REASONS:
. 1. Th : proposed zone change is consistant with the Comprehensive Plan
which identifies an industrial corridor of which this property is a
part.
2. The Planning Commissfon is of the opinion that the proposed contrac-
tors yard, (to Include an office warohousQ facitity), would have very
little impact on residences in the ar::a.
3. In 1 S-73, the Planning Commission approved two Restricted Industrial
Zone change requests, (41E-1-73 and ZE-161-73) for properties located
south of rhis proposal,
4. The performance standards of the Rostrlcted Industrial zone in con-
junction with the conditions of approval will assure compatibility
of the project with adjoining land uses.

As required in WAC 197-10-320, the staff of the County Planning Commission
reviewed the environmental checklist submitted by Ivir. Lloyd A. Lynch for
a zone chanqe to allow constnuction of a contractor's yard and office on a
sfte of 0.86 acres. The site ls located on relatively flat terraln currently
covered by unmanaged grassland type vegetatfon.
The staff evaluation of the environmental checklist concluded that no
significant environmental fmpacts would likely result from tho proposal.
Thereforo, it is recommended that a Declaration of Non-Significance be
