Plannfng Staff Recommendation: Approve to the Restricted In3ustrial Zone,
subject to the followfng conditions:
A. CONDITIONS:
1. Access permits for the project shall be obtalned from the
Spokane County Engineer's Offfce prior to release of buildfng
permit s .
NOTE: Access po9.nts must meet fihe approval of the Spokane
County Engineer's Office.
2. Improvement of Flora Road along the proj ect perimeter to
Spokane County standards. Improvements shall fnclude:
widening of roadway shoulders, improvement of drafnage
control, and paving to exfstfng pavement.
3. The applicant shall submit a revised development plan show-
fng a phased development proposal takfng into consfderation
and allowing for a future I-90-Freeway-on-ramp. Such plan
shall be approved by the Spokane County Zoning AdmLnistrator
prior to finalization of Zoning Resolution for ZE-45-76,

4. Any portfon of the project which is to be occupied or traveled

Comprehensive Plan both fndicate the general area between the
Spokane Valley Freeway, (Interstate 90), and the Coeur d'Alene
and Spokane Raflway tracks, west of Flora Road, as being
appropriate for f ndu strial u se s,
2. The Restricted Industrial zone, a land use classffication for a
district suftable for processing of a non-nuisance character,
lfmits permitted Uses an3 requires a number of performance
standards which will assure compatfbilfty of the propQsed use
wfth the scattered residential uses of the area.
3. The sfte is situated between the Interstate 90 and the Coeur d'Alene
and Spokane Raflway lfne, and is affected by nofse generated
by both uses. The staff is of the opfnfon that the advertised
pr:)perty is not conducive to agrfcultural or residential development,

C o STAFF ENVIRONMENTAL REVIEVIT:
As required in WAC 197-10-320, the staff of the County Planning
Department reviewed the environmental checklfst submitted by Mr.
F. V. Seipp in behalf of Wolfland, Inc. for a zone change from
Agricultural to Restricted Industrial. The proposal fs located approxi-
mately in the S 1/2 of the NE 1/4 of Section 13, Township 25 N.,
Range 44 E,W. M., ad]acent to and north of Interstate 90 Freeway and
just west of Flora Road. The proponent fs requesting that approximately
22 acres currently zoned Agrfcultural be changed to Restrfcted Industrial
to allow the development of a warehousing and restr9.cted industrfal
complexo The site fs located on relatively flat terrain currently
covered by unmanaged grassland vegetatfon.
The staff review of the environmental checklist has identified three areas
of potential environmental impact. First, this proposal wfll increase
motor vehfcle traffic levels (both employee and customer automobile
and heavy ttuck) on the I-90 freeway and local county roads, This

traffic will also produce a variety of secon3ary fmpacts such as
fncreased afr pollutfon (primanly carbon monoxide and suspen3ed
partfculates), increased noise levels, and increased public safety
hazards from traffic o With a parkfng capaci.ty of the I-90 Freeway
and the planned improvements of Flora Road, and the future Flora
Road Bridge across the Spokane River, thf s f s nofi consfdered a
sfgnfffcant impact.
The second area of potentfal environmental impact considered was the
increased demand on public servfces and utflftieso This would
fnclude such factors as fncreased requfrements for polfce and ffre
protection and mafntenance of county roads. This would also include
such fmpacts as associated with the extension of utflfty lfnes (power,
natural gas, water, telephone) and the provisfon of suftable long
term sewerage storm water runoff and solfd waste dfsposal systems.
The ffnal envfronmental impact identiffed with this proposal involves
the sub-surface fnjectfon of septfc tan.k effluent and storm water runoff.
Thfs waste water, which amounts to about 25 acre-feet will percolate
downward toward the aquifer rather than evaporatfng back to the atmos-
phere as in the natural condition. The contaminants carried by thf s
waste water would be ffltered out some what, but to what extent
cannot be determined at this time. Nevertheless, thfs is not consfdered
a sfgnfffcant envfronmental impact.
The conclusion of this environmental checklist review fs that not

law; that said Planning Commission has held a public heartng as required; and
that the said Planning Commission concurs in the plan to zone the following
