The staff is of the opinion that appropriate mitigating measures have been incorporated into the conditions to assure compatibili- ty of the pro ject with residential properties in the area. C , Staff Environmental Review: As required in VTAC 197-10-320, thc: staff of the County Planning Commission reviewed the environmental checklist submitted by Mr. Robert A. Bonucelli for Gunning Builders, Inc, for a zone change from Multiple Family Suburban and Residential Office to Commercial. The proposal is located approximately in the NE 1/4 of the SE 1/4 of Section 7, Township 25 N., Range 44, E.W.M. just north of Knox 1lvenue between Argonne and Sycamore Roads. The proponent is requesting that 2.4 a cres of land currently zoned Multiple Family Suburban and Residential Office be changed to Commercial to allow development of a retail center. The site is locatod on relatively flat terrain currently covered by unmanaged grassland vegetation. The staff review identified three potential areas of envtronmental impacts. The first involves generation of additional vehicular traffic and the secondary effects associated therewith. These would include increased congestion on ad jacent and nearby travelways, increased air pollution (especially carbon monoxide and suspended particulates), increased noise levels, and incre3sed public safety hazards from traffic. A second potential environmental impact considered was the increased demand on public services and utilities. The primary service demards involve police and fire protection. All public utilities would be involved; howcver, including extension of utility lines (power, natural gas, water, telephone) and the provision of suitable long term sewerage, storm w3ter runoff and solid waste disposal systems. Since nearly all of the 2.4 acre site will be covered by an impervious surface, storm water runoff wiil be collected and injected via dry well into the subsurface. Rather than baing allowed to evaporate back to the atmosphere, as would be the case under natural condi- tions, the contaminant laden wastewater will percolate downward to the aquifer. Some filtering of contaminants will occur but the quality of water recharging the aquifer cannot bo determined at this time. Nevertheless, this is not considered a significant impact for ' this small proposal. The conc'Lusion of the review of tnis environmental checklist is that no significant environmental impact will result from the proposal.
