I. The Planning Commission has approved several Residential Office
requests on the Az9gonpe Mullan Couplet. The staff nates Chat Restdential
Office Zone changa requests have been approved for locatians at
Cataldo and Argonne in 1968, Mullan and Mfssfon in 1973, Mu1lan and
Valley Way in 1974, the south east corner of Argonne and Broadvvay in
1975, and a second Iocation at Argonne and Bnaadway in 1976. In
addttlon, communtty meetings ln the area have fndicated support #or
Resfdential Office type deveYopments within the Argonne MuIlan couplet.
2. The staff is of the vpinion that the performance standards of the
Residentlal Office Zone varLll make the praject mara compatible wlth
surraunding residential properties by providing Iandscaping, encauraging
proper develvpment of off-streot parkfng areas, and lirnftinq advertising
structures. In addition, the staff recommends a two--storY height
limitatian on structures.
3. The staff concludes that the propased facilfty would be compatible wfth
adjacent uses and future uses.

INTRODUCTION: The State Environmental Poli4y Act of 1971, Chapter 43.21C, RCW
requiree all state and local governayental agencies to consider environmental
values both for their own actions and when licensing priv8te proposals. The
Act aleo requires that an EIS be prepared for all major actions aignificantiy
affecti.ng the quality of the environment. The purpose of this checkliat is to
help the agencies involved determine whather or not a proposal is such a major
