Dear Jim:
PLANNING DEPARTMENT
BROADWAY CENTRE BUILDING N 721 JEFFERSON STREET
PHONE 456-2205
SPOKANE, WASHINGTON 99260
August 2, 1985
I've enclosed a copy of a building permit which was released several months
ago. I bring this up in hopes that we can get together with our front counter
people to improve the situation with the new building permit forms.
Perhaps we can have a meeting with all people to be involved in the future
in an attempt to reduce the mistakes which might be made in the future. We
might want to discuss each Department's role and what is expected on the new
permit forms at this time.
You might get back to me and give me your thoughts.
Sincerely,
Wctelto

Re: Your August 2, 1985 Correspondence
JAMES L. MANSON, DIRECTOR
Dear Wally:
I have read the above -referenced letter and reviewed the associated
application and permit. Clearly the permit should not have been
issued based on the information supplied on the application. This
permit was issued in 1984, and since then we have developed a
checklist and other procedures to be used by our building technicians
in order to abrogate this kind of inconsistency in the future.
In addition, and as you will recall, in April of this year I sent a
memo to Utilities, Environmental Health and County Engineers making
them aware of our efforts through the Permit Process Group to improve
the "system". That memo solicited their participation in the group
towards the end of improving the interrelationship of the various
departments with building permit issuance.
I have not received any objection to this effort and accordingly have
instructed my staff to implement the recommendations as enumerated
in the March 27, 1985 summary submitted by the evaluation team.
Implementation of this group meeting format should serve to address
problems such as those evidenced in the subject permit.
The J & B case has accelerated concerns to insure accurate permit
issuance and to that end I can assure you this department stands
willing to do what it can to reduce county exposure to potential
liability while at the same time enhancing economic development.
Should you desire to discuss this further, please contact me.
Sincerely,
DEPARTMENT OF BUILDING AND SAFETY
James L. Manson
