CONDITIGNS: 1. Access permits for the project area shall be obtained from the Spokane County Engineer's office prfor to release of buflding permits. NOTE: Access points must meet the approval of the Spokane County Engineer's Office. 2. Improvement of Nora Avenue along the project perimeter to Spokane County standards. Improvements shall include: curb, drafnage control and paving. 3. An on site storm drainage system for the property fn question shall be approved by the Spokane County Engineer's Office prior to release of buildfng permits for the project. 4. Structures on the advertised property shall be limited to two (2) stori.es in height. 5. A sppcific landscape plan and planting schedule, acceptable to the Zozing AdmLnistrator shall be submLtted for the project pri.or to release of build- ing parmits. NOTE: Such a plan shall acknowledge the residential uses to the east of the property in question. 6. Installatfon of mai ns and ffre hydrants tn accordance with the require- ments of the District Ffre Chfef. 7. Sewage disposal shall be approved by the Spokane County Health District prior to issuance of building permits. B. RE.kS ONS : 1. The Planmng Commissfon is of the opinion that the descnbed property is appropri.ate for Residential Office Zoni.ng for the following reasons• - 13- s • A ~ ~ ZE-85-76 AGRICULTURAL TO RESIDENTIAL OFFICE , (Continued) a. The site is situated southeast of the Pines Interchange and Ls located on the edge of a communfty boundary and residential neighborhood as defined in the Comprehensive Plan. bA The proposed Residential Office Complex should create a minfmum of traffic congestion or hazards on the limited access highway, its access and egress ramps, and connecting county ~ roa d s e NOTE• The new design for the Pines Interchange will adequately serve the site and alleviate the potential of traffic con- gestion. c. The proposal will not cceate an adverse effect upon property developed or planned for development. The new developme nt will, in the Staff's opinion, provide adequate screening of the project from adjoining land uses. 2. The Plannxng Commission is of the opfnfon that the performance standar3s of the Resfidential Office Zone, whfch provlde for lan3scaping, lfghting, sfgnfni3 controls and paving of off-street parking areas, in conjunction with the con3ftfons of approval wfll make the project compatible wfth surroun3ing residentfal uses. Transportatfon facilLties, and utility services, an3 therefore, would have no 3ppreciable effect on existing and proposed land u se of the area. C. STAFF ENVIRONMENTAL REVIEW: As requfred in WAC 197-10-320, the Spokane County Planning Staff revl.ewed the envxronmenial checklist submftted by Mr. Perry M. Taylor in behalf of Mr. William W. Main for a zone change to allow the construction of a professfonal offfce facflity. Tne proposal is located in the SW 1/4 of Section 10, Township 25 N., Range 44 E.W.M., situated between IVora Avenue and Missfon Avenue, lyfng just south of Interstate 90 and east of the I-90 Freecnray on-ramp zast of Pines. The site is located on a hillside curreatly covered by unmanaged grasslan3 vegetatfon. The staff review identified only three potential areas of environmental fmpacts. First, is the fncrease in motor vehicle traffic and all the effects associated therewith. Tnese would inclu3e such impacts as increased air pollution, speciffc311y suspen3ed parti.culates and carbon monoxfde, 9.ncreased nof se, and increased public safety hazards from traffic. With the new design for the Pfnes Interchange, trafffc congestfon and hazards wfll be alleviated. Also, the above mentioned impacts are not considered to be of significant proportions. - 13A - ~ • ir t t ZE-85-76 AGRICULTURAL TO RESIDENTIAL (JFFICE (Continued) A seconJ potential environmental impact area considered was the increased demand on publlc services and utilitles. Thfs would include such factors as increased requirements for police and fire protection, and additional mainten- ance requfrements on all State and County facilitfies and roads. This wauld also rn-.lude such impacts as associate3 wfth extensfon of utilfty lines (power, natural gas, telephon-n) and the provisfon of suitable long term sewerage, domeastic water, storm water runoff, an3 solid waste disposal systems. Nevertheless, this is not considered a significant impact for this small propos310 The ffn31 environmental imp3ct considered in this review fnvolves the subsurface injection of sewage effluent and stormwater runoff. This waste water will percolate downward toward the Spokane Valley aquifer rather than evaporatf.ng back to the atmosphere as under natural conditions. Much of the contaminant will likely be filtered from the waste water before reachfng the aquifer, but the resulting water quality cannot be determtned at this time. Nevertheless, This impact is also not considered significant impact for such a small proposal. The conclusfon of the review of this environmental checklist fs that no siqnf- ficant environmental impact will result from the proposalo Therefore, it is recommended that a Deciaration of Non-Signfficance be issued and an environmental impact statement not be required.
