ZE-87-76 - AGRICULTURAL TO RESTRICTED INDUSTRIAL: BRA+CE Staff Recommendation: Approve to Restricted Industrial Zone f subiect to the followinq condit3ons: A. CONDITIONS: 1. Dedication of the north thurty (30) feet of the advertised property along Indiana Avenue for n.ght of way purposes. 2. Improvement of Indiana Avenue along the projtjc perimeter to Spokane County standards. Improvements shall include: curb, drainage control, and paving. 3. Installation of fire hydrants in accordance with the requirements of the Spokane Valley Fire Marshall. B. REASOIVS: 1. The site is locatEd on the floor of the Spokane Valley within a comtdor designated for industrial expansion on the Comprehensive Plan. The Comprehensive P1an inchcates that the general area between the Spokane Valley Freeway, Interstate 9 0, and The Spokane International Railway tracks is appropnate for light industrial uses. -14- ~ • . The site would not conflict with existing or proposed residential developments, because it is isolated from the re sidenttal neighborhood to the north by the Spokane International Railway track s. 1 3. The staff note s that four (4) propertie s to the west of the described parcel have been approied for Restncted Industrial Zoning in accordane with the Compehensive Plan. 4. The performance standards of the Restncted Industrial Zone in conjunct,ion with the conditions of approval will assure compatibillty of tlte project with surrounding land uses. C. STAFF ENVIRONMENTAL REVIEW: As required in WAC 197-10-320, the Spokane County Planning Commission staff reviewed the environmental checklist submitted by Mr. D. G. Brumback in be half of J. R. Brace f or a zone change to allow construction of an Engineen.ng and Tool Manufactunng facility. The proposal is located approximately in the E 1/2 of the SE 1/4 of S ection 10, Township 25 N., Range 44, E.W. M. , lying between Indiana Street and the Interstate 90 freeway off- ramp east of Pine s Road. The proponent i s reque sting that the 28, 000 square foot parcel in questton which is curre ntly zoned A+gncultural be changed to Restricted Industrf8l allowing t construction of a Engineenng and Tool Manufactunng facility. The site is located on relatfvely flat terrain curnently covered by unmanaged grassland vegetation. The staff evaluation ident3fied two potent,zal areas of environmental impacts. The first involve s the generatton of additional vehicular traffic and the secondary effects associated therewith. These would include increased conge stion on the westbound off-ramp of the Pine s interchange and on adjacent and ne arby travelways incre ased air pollution (especially, carbon monoxide and suspended particulates), increased noise levels, and increased public safety hazards from traffic. However this is not considered to be a significant environ- mental impact in this case, since the generation of addittonal vehicular traffic should be mimmal. A second potential environmental area of impact considered was the cre ation of exte ri or i mpe rv i ou s s urf ace . Rather than beirg allowed to evaporate back into the atmos- phere, as would be the case under natural conditions, the confiaminant laden waste water will percolate downward to the aquifer. Some filtenng of contaminants will occur but the quahty o# water recharging the aquifer cannot be determined at this time. Nevertheless, this is not considered a signa.- ficant environme ntal impact. The conclusion of the review of this environmental checklfst is that no significart environmental impact will result from the proposal.
