LEGAL NOTICE MICHAEL HUFFMAN being first duly sworn on oath deposes and says that he is the EDITOR of the Spokane Valley News Herald, a weekly newspaper. All comments received by January 8, 2016, which is within thirty (30) calendar days of the date of this notice will be considered prior to making a decision on this project. Environmental Review: The Planning Division has reviewed the proposal/project and has determined that the project Is not categorically exempt pursuant to WAC 197- 11-800 from environmental review under the provisions of the State Environmental Policy Act. The Planning Division acting as lead agency will conduct an environ- mental review of the proposed preliminary plat and will issue a separate threshold determination. Applicable DevelopmentRegulatlons: Tkle21(Environmental Controls) the SVMC, Chapter 21.50 Shoreline Regulations and the 2015 Shoreline Master Program (SMP,), and Title 24, Chapter24.50 Excavation, Fill. and Grading, are the primary development regulations applicable to the site. Public Hearing: Pursuant to the 2015 SMP Section 21.50. 130 and SVMC Sec- tion 17.80.060, the Planning Division shall be the decision -maker on the Shoreline Substantial Devebpment Permit and Wash- ington State Department of Ecology shall be the decision maker on the Shoreline Condi- tonal Use Permit.
