Bonuccelli., in behalf of H. E. Schfmmels Coo, for a zone change from the Agrfcu].tural Zone classffication to the Restrfcted Industr9.a1. The proposal fs located approxfmate].y in th.e SW If4 of the SW 1/4 of Sectfon fi, Townshfp 25 N., Range 45 E. W, M., on the floor of the Spokane Valley, ea st of Flora. Rvad. The proj ected industrial area f s ideaJ,ly situated between two railroad systems and has excellent access ta Trent Avenue v3.a Flora Road and to Interstate 90 via Barker Road. The site fs located on flat terrain currently covered by grasslan3. The staff evaluation has identified two potential areas of environmental fmpact. The first inwolves the increase i.n motor vehicle traffic, both by employee automobfles and heavy trucks and equipment, and aII the effects associated therew9.th. These would Include such fmpacts as increased air pollution (especially carbon monoxide and suspended partic►alates), fncreased noise, and 9,ncreased publfc safety hazards from traffic o Nevertheles s, this impact f s not consfdered a stgnfficanfi impact. A second potential environmental impact area considered Is the increased demand on public services and utflftfes. These would fnclude such factors as increased requiremen#s for police and ffre protection, and additfonal maintenance requfrements on County faciliti.es and roads.
