Department revlewed the environmental checkltst submitted by Mr. Richard
Taylor, for a zone change from the Agricultural Zone classificatlon to th<_

SW 1/4 of Section 16, Township 25 N., Range 44, E.W.M., on the north
side of Sprague Avenue, just west of Sklpworth Road. The propanent is
requesting that the 29,400 square foot unmanaged grassland covered site,
currently zoned Agricultural Suburban be changed to Commerclal to allow
development of a retail complex.
The staff review identifled three potential areas of environmental lmpacts.
The ffr8t lnvolves generation of additlonal vehtcular traffic and the secondary
~ffects associated therewith. These would include increased congestton on
,3djacent and nearby travelways, increased air pollution (especially carbon
monoxide and suspended particulates, ) increased noise levels, and
Increased public safety hazards from traffic.
A second potential envlronmental impact cnnsidered was the tncreased
demand on public services and utilities. The primary service demands
involve police and fire protectlon. All public utllities woul.d be lnvolved;
however, includtng extension af utility lines (power, natural gas, water,
telephone) and the provision of suitable long term sewerage, storm water
runoft and solid wa ste di sposal systams,
Since nearly all of the 29, 400 square foot slte will be covered by an
impervious surface, storm water runoff will be collected and injected via
dry will lnto the subsurface. Rather than being allowed to evaporate back
into the atmosphere, as would be the case under natural condltions, the
contaminant laden wastewafiar will percolate downward to the aquifer, some
filtering of contaminants wl11 occur but the quallty of water recharging the
aquifer cannot be determined at this time. Nevertheless, this is not
consldered a signific3nt impacfi for this small proposal.

Sprague Avenue, iust west af 5kipworth RAad. The proponent is requssting
that the 29,400 square fvot unmanaged grassland-covered site, currently
zoned Agricultural Suburban be chanqed ta Gommercial to al.low development
flf a retafl complex.
The staff review identified three potential areas of envfronmental impacts .
The first involves generation of additlonal vehicular traf#ic and the secondary
effects associated therewith. These would include increased congestion on
adjacenfi and nearby travelways, increase+d afr pollutian (especzaily carbon
monoxide and suspended particulates), increased naise levels, and increased
public safety hazards from traffic.
A second potentiai envimnmental impact aonsidered was the increased demand
on public services and utilitfes. The gr imary service demarids invaive pollce
and fire pmtection. AIl public utilities would be involved, however, inc].uding
extension of utility lines (power, natural gas, water, telephone) and the pro-
vision of suitable long term seweraqe, starm water runoff and solfd waste dis-,
po saI systems.
Since near}.y all of the 29,400 square foot site will be cvvered by an impervious
surface, storm water runoff will be collected and injected via dry wells into
the subsur#ace. R ather than being allowed to evaporate back fnto the atmo s-
p phere, as would be the case under natural conditions, the contaminant laden
wastewa ter will percolate downward to the aquifer. 3 ome filtering of contami-
nants wi? i occur, but the quality of water recharginQ the aqui#er cannot be
determiiied at this time. Nevertheless, this is not cvnsidered a significant
impact for this small proposaZ.
The conclusion of the review of this environmental checklist is that no signi.-
ficant environmental impact will result from the proposal. Therefare, it is
recommended that a Declarati.an of Non-Significance be issued and an envirvn-
mentai irnpact statEmcnt not be required
