This project fs locaxed in an area with soils classffied by the Soil
Conservation Service as suitable for installation of Indtvidual
on-site sewage disposal systems. The area ls, however, located
over the Spokane Aqutfer. A study Es currently under way to determine
the degree to which subsurface disposal of sewage treatment effluent
may pollute the Aquifer. There is very little pmbabtlity that this
project in itself will have more than a sliqht impact on the Aqulfer.
However, taken in conjunction with the overall urbanization of the
area, some other sewage disposal method will most likely be required
in the future.

Spokane County Engineering standards. Improvements shall
include curbs, drainage control and thirty (30) feet of paving.
3. Dedicatton of the east twenty (20) feet of the advertised property
alonq Woodward for riqht-of-way purposes.
NOTE: The Spokane County Enqineer has recommended that Woodard Road
be widened and improved or vacated; Applicant can make a request
for the vacation of Woodard Road.
4. Dedtcation of a twenty (20) foot radius at the northeast corner of the
advertised property (southwest corner of Indiana and Woodard Road).

WHEREAS, the Spokane County Planntng Commtsslon did hold a public meeting
on january 13, 1978 to cons±der the tost!mony and requests of several appltcants,
objectors and other lnterested partles concerning the beiow referenced zone classl-
ficatlon upg:adings, and other items of bus:ness, and
WHEREAS, at said hearing opportunlty was afforded those favoring and those
opposing all ltems of business, and
WHEREAS, Mr. NcCoury, lvrrs. Byrne, N.rs. Rawlings, Niessrs. Natn,
Quigley and Thomas were ln attendance and constttuted a quorum, and
WHEREAS, tne Spokane County Planning Commission fully considered the testl-
mony gtven, the envlronmental review, and all other evfdence presented, recommends
to the Board of County Commtsstoners the followtng:
1. Coptes of the revised draft of the Short Plat Ordinance were distributed to
members of the Commisslon. Comments have been received from the pub(ic
on the context of the Ordinance, and the Commission wiil make a decision at
its hearing on january 20th.
2. The Staff presented a progress repo:t on citizen partlcipatiuR in the various
Advisory Counc! l meettngs. A new publtcation, "Instght", was dlstributed
to the members, gfving an up-to-date announ~1,rrient of forthcocning ever.ts
and general lnformation of publtc inter-u-st.
3. It was the consensus of opinion among the Commission that future hearings
would commence at 8:30 a.m, for Commission bustness, and the general
public hearing would follow at 9:00 a.m. These specific ttmes would be
followed for the rematr.der of 1978.
4. Reference was made to the prevtously dtsc;iss,~d item of Ir_terim zonir.g; however
the Staff has not recetved any directives frcr:~ the Boz.rd oi Ccunty Commis-
sionPrs as to lts status at the present ttrno, ,
5, Reference was made to the study being cor.ducted by R. W. Beck ar:d Co.
of Seattle on an lnterim pollcy on the sewage questlon. A preJ im.inary report
has been prepared, and the Roard of County Cornmissioners is schedu!ed to
receive the final data shortly.
