REASONS : 1. The proposec apartrnEnt proiect conforms to the Compre lensive Plan, which indicates the area as being appropriat for resider tial uses. The Planning Commission notes that the proposed multiple family site es on the edge of a resic!ential neighborhood, has acco.ss tr shopping, c-)mmunity serviccs, public facilities and an arterial sy, tem. 3. T~i~~., Flanning C~mmission has approved several applicatic~ns for Fc sic'ential Office and Multiple Family Suburban zoning along Pines << - ~.c between the Milwaukee Railroac? Tracks and Sixteen-.h Avenue . Alth-ugh the ad.vertised property is one lot Oepth rem;ved fr,_')m Pines Road, it does not extend any furthe-r int-o the residential neighborhood than a number of other multiple family pr,--)jects along Pines Road. 4. The Planninq Cnmmission notes that an apartment complex to the north of the parcel in questin- n, the Va11Ey Green Apartments, was developeci with a simil3r rel~tionship t,-) Pincs and Hnuk R-)3c'.. 5. The Planning C:mmission is of the opini,.-)n that the dcsign configuration ancl open space allowances of the pmiECt in conjunction with the condi- tions of approval will assurc c,7)mpatibility of the develn- pment with existing and futurE land uses in thc 3rea . C . STAFF ENVIRONMENTAL kEVIEW : As required in WAC 197-10-320, the Spokane County Planning Staff reviewed the environmental chc:cklist submitted by Mr. Gordon Richardson in behalf of William Denno anc' roreen Nilson for a zone change from the Agricultural Suburban Zone classificati on to the Multiple Famfly Suburban Zone. The two- acre site is locatec' 1n relatively flat terrain anci is currently covered by unmanagEC' grasslanc' veget.3ti^n. The st~fs rcviow has id(:ntifiEd three pr)tential 3rc3s ~f cnvir-)nmental impacts. Ffrst, ~~n,-' common to all residential developments, is the increase in mot:-)r vehicle 'Lraffic and all the effects assocat0 thcrewith. These would include such imp3cts as increased air pollution, specifically suspcnded particulates and carb ;n rn )n^xir',,~, incrc:2scc' pub?ic s:f,_~ty h-i77~7i;-c'.s fr-,m traffic. - 9 3 . ~ . . , f ZE-114_76 —AGRIGULTURAL SUBLJFtBAN TC7 i'vIULTIgLE FAMILY SUBURBAN _ (Continued) A -,tential enuircnmcntal irnpact ariz:a cF;nsic?ered- was tha iiicreased demand on public services and utilities. This vvould include su ~h factors a increascr' requirements for police and fzre pr:~tection . provisi:-)n of additionE: schooi, park, and recreational faeilities, and additional maintenance requirL ments on county facilities and, roads. This would also include such impacts as associated with extensian of utility lines (power, natural gas, telephone) anci the provision nf suitable long term sewerage, d(Dmestic water, storm water runoff, and solid waste disposal systems. The third type of environmEntal impact considc-red znvolved the effect of sub- surface injection of was'~e watcr into the Spokane Valley Aquifer. Storm water drained fram the irnpervious surfaces (buildings, carports, driveways, side- walks) along with fiha effluertt fr--)m the sewage disposal will be injected beneath the surface and a1lowed to percolate towarc' the aqu~ifer rather than vaporate back to the atmosphere as happens in a natural situation. The mount of contaminant carriec' by these waste waters by the time they reach he aquifer is unknown but undoubted.ly a great deal of ffltexing will have taken place. TherefDre, this is mDt considered a significant impact with this proposal. The cnnclusion ,-f this environmental chccklist revi~w is that no signifioent environmental impacts will likeIy result fr--)rn the proposal. Therefore, it is recommend-ed. that a Declarati-3n of Non-Signi.ficance be issued and, an envfr- onment~-~l impact statcment n,-~t Le rEquirc,c!: r I) . GE N E Fit ~ t, I]ATA: 1. The-.P.lanning Commission_has approved several applications for ResidentLal Offlce and Multiplo Family Suburban zoning along Plnes Road between the Mllwaukee Rallroad Tracks and SixtQenth Avenue. Although the advertised property ls one lot depth removed from Pines Road, it does not extend any further into the residen tial neighborhood than a number of other multiple family projects along Pines Road. 4, The Staff notes that an apartment complex to the north of the parcel in questlon, the Valley Green Apartments, waS developed wlth a si~Llilar relattonshlp to Pines Road and Houk Road. , 5. The Staff is of tha opinion that the design configuration and open space allowances of the project in conjunction with the conditfons of approval will assure compatibility of the development wfth exlsting and future land uses in the area. _ C. STAFF ENVIRONIVENTAL REVIE v~;' : As required in WAC 197-10-320, the Spokane County Planning Staff reviewed the environmehtal chocklist submttted by Mr. Gordon Richardson in behalf of Willlam Denno and Doreon Nilson for a zone change from the Agricultural Suburban Zone classification to the Multiple Fam ily Suburban. The two-acre site is located on relatively flat tcrratn and is currently covered by unmanaged grassland vegetation. - 4 a- • ' , ZE- II4-76 AGRICULTURAL SUBUi:121'::": `i'O NIULi'IPLE FAIviILY SUBURBAN (Continuod) The staff review has ldentifled three potential areas of onvironmental . lmpacts. Flrst, and common to all residentfal developments !s the increase In motor vehicle traffic and all the effects assoctated therewith. These would lnclude such impacts as increased air pollution, specifically suspQnded particulates and carbon monoxlde, increased public safety hazards from traffic. 1 second potential environmental impact area considered was the lncreased demand on publtc services and utilitles. This would inciude such factors as increased requlrements for pollce and fire protection, provision of -additional school, park, and recreatlonal facillties, and additional malntonance requirements on county facilittes and roads. Thts would also include such impacts as assoclated with extension of utiltty lines (power, natural gas, tolephone) and the provislon of suttable long term sewerage, domcstic water, storm wator runoff, and solid waste disposal systems. The third type of environmental impact considored involved tho effect of subsurface injecfiion of waste water tnto the Spokane Valley Aquifer. Storm water dralned from the impervious surfacos (building, carports, driveways, sidewalks, ) along with effluent from the sewage disposal will be inf ected beneath the surface and allowed to percolate toward the aquifer rather than ovaporate back to the atmosphere as happens in a natural sltuation. The amount of contaminant carrled by these waste waters by the time they reach the aquifer is unknown but undoubtedly a great deai of filtering wiil have taken place. Therefore, this ls not consldered a signlficant lmpact with this proposal. , The conclusion of this environmQntal cho~k i ist review ls that no significant , cnvi~onmental impacts will likely result from the proposal. Therefore, it ts ~ recommended that a Declaration of Non-Significance be issued and an environmental impacC statement not bo required. _ : l zE - l, q- 7G , S 'IC REF. # P-1-,,.;gE' ~ 4 - ' THRESHQLD DETERI'vIINATIQN ~ DEcLAR-aTIaN Or (Proposed/final) .,,,;~.~„-r•,PS~--- , .•.rE f~k.°v ..!v?1 H_..,. ~Q~ ' S'EPW lr1rl~o LA (significancefnonsignificance) 1. STAFF ENVIRONMENTAL REVIEV1j: As required in WAC 197-10-32L"') , th~L~ Sr-_,kalnc C,_)unty Planning Staff revicwcd the environmental checklist submittec? by Mr. Gordon Richardson in behalf of William Denno anc' Doreen Nilson fDr a zone change from the Agricultural Suburban 7one classification to the Multiple Family Suburban Zone. The tw:)- acre site is locatee. on relativEly fl:t tcrr-Din -:incl is currEntly covered by unmanagce grasslane vegetati-n. The snff review has i6i:ntifiEC' thrce p^tential arcas :~f envzr._)nmcntal impacts . First, ~~n--3 common to all rESidential (!evelopments, is the increase in motor vehicl~ !.raffic and all the effects assocater' thcrewith. These would includC such impacts as increased air pnllution, specifically suspended, and carb-~n m-)n1xicc, increased public s,!~ft_' _g? ~ ZE-11 4-76 --AGRICULTUFtAL SUBURBAN TO NtULTIPLE FAMILY SUBURBAN ' (Continued) A secon:'• pntential envircnmental impact arza consic!ered was th-" increased demand on public services anct utilities . This would include su -h factors a increasec' requirements for police ane. fire protection, provisi:)n of addition(--- school, park, and rECreational facilities, and additional maintenance requirr.- ments on county faciiities ancd, roads. This would also include such impacts as associated with extension of utility lines (power, natural gas, telephone) and the provision of suitable long term sewerage, domestic water, storm water runoff, and solid waste disposal systems. The thirci type of environmental impact considered involved the effect of sub- surface injection of waste watcr into the Spokane Valley Aquifer. Storm water 'rained fram the impervious surfaces (buildings, carports, driveways, side- "lalks) along with th-a effluent from the sewage disposal will be injected Jeneath thE surface and allowed to percolate toward the aqu~ifer rather than <~vaporate back to the atmosphere as happens in a natural situation. The amount of contaminant carrieeby these waste waters by the time they reach the aquifer is unknown but undoubtEd-ly a great deal of filtering will have taken place. Therefore, this is n•.-)t considered a significant impact with this prop,-: sa] . The conclusion ~-f this environmental checklist review is that no eignifiaerit envir)nmental impacts will likely result fri)m the pr:~posal. Therefore, it is recommended that a Dccl3ration of Non-Signi.fic :nct.:; bc; issutc' :anc' an envir- ,DnmEntial impact statement n^fi be requirec'. D. GENEI:: . j- DATA: 1.
