B. REASONS:
1. 'A"he property in questian adioins an existing twelve (12) unit apartment
complex to the west and a 30, 000 sq. ft. parcel to the south which
uas recentl.y reclassified to the Residential Of#ice Zone (ZE-53-76).
2. The pmposed apartment complex would be compatible with adjacent
uses.
3. The rezoning creates flexfbility, pmviding an fnterim residential use
of the property and an eventual transition to a more appropriate use
as econoinic and land use conditions change.
IVOTE: The applicant purpo ses to construct a twenty (20) unit
ayartment complex, a portion which will be located on the
property in questfnn, and the balance of the proiect to be
located on the parcel to the south.
4. The Planning Commission is of the opfnion that the performance stand
ards of the Residential Office Zone in coniunction with the conditions
of approval will make the proiect compatible with surrounding and
future land uses.
C. STAFF ENVIRONIVlENTAL REVIEW
As required in WAC 197-10-320, the staff of the County Planning Department
reviewed the environmental checklist submitted by 1Vtr. Cuyler W. Wenberg
fn hehalf of Intermountain Investment Co. for a zone change.
The pr,p-)sal is located approximately in the NE 1/4 of NW 1/4 of Section 21,
Townsh~n 25 N., Range 44, E.W. M., north of the Milwaukee Railroad right
of way, 150 feet west of Bowdish Road. The proponent is requesting that
I91 800 square feet of land currently zoned Restricted Industnel be changed
to Residential Office to allow the construction of a 20 unit apartment build-
ing. The site f s a relatively flat terrain and is cunently covered by
unmanaged qras sland vegetation.
The staff has reviewed an environmental checklist and ffnds that, although
there are effects in terms of increased motor traffic and adverse conditions
incidental thereto, as well as an 3ncrease demand upon public services and
utilities, the sfze of the development 3n relation to the available setvices
is such that no significant impact is expected.
Therefore, the staff concludes that an Environmental Impact Statement is
not neces sary and that a Declaration of Non-Significance be f s sued .
