The purpose of this study is to identify and anaiy ze various buffering techniques which can be utilized for industrial uses adjacent to residential properties. More specifically we are concerned with an area located on the floor of the Spokane Valley fronting and to the north of Montgomery Drive, extends from the north right of way line of Montgomery Drive to a point 1100 ft . north; extending approximately 1800 ft. west of University Road and 2000 feet east ot University road. - A land use survey of the study area along Monyi,~omery Drive indicated eight (8) single family residences and vacant land; along University Road within the study area we find four (4) single family residerices and vacant land. Abutting the stt ~r-41y area to the north, properties fronting and to the south of Grace: Avenue we find nine (9) single family residences and twelve (12) single family residences on the north -side of Grace Avenue; properties fronting Buckeye we find nine (9) single family residences. Within the study area there is a total of forty-six sina~,~e family dwelling units._ In the past, the Spokane County Planning Commission has deemed the north side of Montgomery Drive to be inappropriate for industrfal users : However, in the past, several months the Planning Commission has had several requesfs for the existing . Agricultural Zone classification to be changed to the Restricted Industrial Zone Classification. It is appropriate to examine how residential uses in the study area can be buffered or screened from a more intensive use of land such that if the requested Restricted Industrial zoning were to be approved for the sites in question 8 adjacent rPsidential land u~~s wou1_c: not be adversely affected. Buffering Alternatives: I. Construction for residential type fence along the north property Iine of the study area. Such a fence might be at least 8 feet in height and of a single solid. color. The* suggested composition of the fence is white concrete block or board on board. - II. Installation of a landscape strip five (S) to twenty (20) feet in width. Such a strip could include the following: - - a. A minimum of 3 to 4 in ches of shredded bark as ground cover. . b. An automatic sprinkler system. ~ C. A third altemative the Planning Commission may wish to consider would be construction of an earth berm. A fourth alternative for the buffering of this area would be construction of an earth berm as stated in III. In addition to the above requirements, it is suggested that the berm be landscaped as per a,b, & c of paragraph II. V. Another alternative the Planning Commission may wish to consider would be to require both fencing and landscaping. A residential type fence of the planning commission's choice could be constructed along any property line adjacent to a residential zone. Such a fence could be at least 5 feet in height. Landscaping could include the following: a. Planting of evergreen species 15 to 25 feet in height on the industrial Pr°PertY • , b. Installation for an automatic sprinkler system. - The Planning Commission has several alternatives from which to choose in dealing with this matter. 1. Approve the zone change as requested by the applicant. 2. Deny the zone change request. 3. Approve the request, attaching one of the buffer_'ng alternativ? _ previously outlined. 4. D-eny the request, encouraging a high intensity residential use such as M.F.S. Zoning, T.F.R.Zoning or R.M.H. Zoning. Although these . zones allow a higher intensity of use than ar single family dwelling, ~ it would appear that the capability of dwelling adjacent to dwelling speaks for itself. Also a distinct advantage of encouraging R. M.
