Dear Mr. Seipp:
Pursuant to our conversation on September 27, 1983, it was agreed
that the Environmental Health Division of the Spokane County Health
District would release the building permits for the two (2) duplex
structures at subject location in order to proceed with the construc-
tion of the footings and foundation only.
As you indicated, this would facilitate in the needed shaping and
re -contouring of the westerly portion of Tract A for the proposed
community drainfield system. After the site for the drainfield
is cut down and regraded, it will be necessary to install two (2)
6' deep test holes for our inspection at each distal end of the drain -
field area. Due to the coarse, gravelly soils in the area, it may
be necessary to add 18" - 24" of qualified, medium sand in the bottom
of the over -excavated drainfield trenches.
As you are aware, the plat dedication incorporates special conditions
which limits the location of individual on-site drainfield systems'.
These include the requirement for a 56' structural setback for Tract B,
and a limitation for lot ownership, wherein Tracts A and B are to be
within one ownership until an area -wide public sewer is made avail-
able. The intent of this arrangement was to preclude the construction
of a drainfield on Tract A, which is now being proposed as -the location
for a 400 lineal feet community drainfield.
If the proposed community drainfield site, as modified, is determined
to be suitable, the aforementioned plat restrictions for drainfield
locations can be eliminated. Until the .test hole survey and modified
drainfield site is reviewed and found to be suitable, all specified
plat restrictions are still in effect.

To assure the required maintenance of the singular wastewater system
as utilized by duplexes on Tract A and Tract B of SP -78-071, an approv-
able maintenance agreement shall be filed with the plat with copies to
Spokane County Health District.
Pursuant to your suggestion'at an earlier time, a disinterested third -
party trustee shall be identified in the maintenance agreement, and an
appropriate reserve account be -established for both the annual.pumping
of the septic tank or any needed repair and/or replacement of the
drainfield.system.

Regarding our Sewage Permit Application # 83-1005 for Wolfland (Vince Seipp)
for Lot 10, Block 1 of SP 78-071, Bestview Addition, we have issued a Stop
Work Order for the following reasons.
1. The plot plan submitted does not conform to the final proposed drainfield
layout plan by Simpson Engineers and approved by Dennis Kroll, SCHD, on
4-4-79 for SP -071.
NOTE: Due to the severe steepness of contour and the required setback
distance of 30 feet from the edge of a drainfield to the edge of an
embankment, we cannot approve the new drainfield and duplex locations
as shown on the plot plan submitted on 9-13-83.
