The 'property was recently purchased for the purpose of rezoning to "Residential Office", and the construction of a building thereon Upon purchasing the prop- erty it was noted that while the County had not taken frontage on Sullivan Road for road widening purposes for most of the length of Sullivan Road between the Freeway and Sprague Avenue, the County had taken ten feet from this property at a previous date. It was believed that this previous dedication was made to accomodate the plans of the Spokane County Traffic Engineer's Department Therefore it was not anticipated that further dedications would be required upon rezoning of the property. Building plans have been developed for a building having a depth of 36 feet to be placed on this site The site having a present depth of 90 feet would accomodate the building as we would also be required to set back 25 feet from the front line and 25 feet from the rear line, thus we would have 4 extra feet and would have fit within, the set back requirements in a residential zone Last week while initiating the rezoning process for the property I learned from Jack Finney at the Traffic Engineer's Department that they would be requiring an additional 7 to 10 feet of dedication from this property as a condition of zoning approval. Needless to say this was quite a surprise to me. If another 10 feet of this property is dedica- ted to the County for road widening purposes it leaves 80 feet of depth, of which 50 feet must be used for front and rear yard set back require- ments, leaving only 30 feet of buildable space. Two problems occurred. The building had been designed to take advantage of maximum utilization of materials, and labor with a minimal waste factor It became evident quite early In our attempting to determine another way of building the building that the waste factor would be quite high, result- ing in roughly a five to ten thousand dollar additional cast in construc- tion materials and labor. The second problem is that because of the building's design the present plans cannot simply be altered but a whole new set of working drawings would have to be developed This would be a tremendous cost estimated to be in the vicinity of $3,500 to $7,500. You can see from these figures that we are facing an increased cost of producing this building of from $8,500 to $17,500 Mr Adams, l believe a hardship will truly be imposed upon us when the additional 7 to 10 feet is dedicated for Sullivan Road, I therefore am requesting a variance of from 3 to 6 feet, depending upon the final dedication requirement of the Engineer's Department I do not know how to make formal application for this variance and am therefore asking for some guidance.
