Together with the East 70 feet of the West 112 of the S 2/5 AND the West 70 feet of the E 112 of the S 2/5 of said Block 192 EXCEPT the South 5 feet, in Section 27, Township 25 N., Range 44, E.W.M., Spokane County, Washington. and, WHEREAS, The Board conducted its own public hearing on January 30, 1980, at the request of the applicant, Mr. Bob McCaslin, South 1003 Pines Road, Spokane, WA, to present evidence and testimony in favor of this application, and WHEREAS, The Board did consider the recommendation of the Zoning Hearing Examiner Committee and testimony and evidence of the applicant and other interested parties, and WHEREAS, At said hearing opportunity was afforded those favoring and those opposing the above-described Zoning Map proposal, and the Board of County Commissioners of Spokane County having fully considered the testimony given, the records and minutes of the Zoning Hearing Examiner Committee and all other evidence presented and having personally acquainted themselves with the site and vicinity in question, did approve Agricultural Suburban zoning for this site to allow duplexes; and WHEREAS, The Board, having determined that said Agricultural Suburban zoning will not allow five duplexes on this site as intended by the Board at the time of its decision on February 25, 1980, does hereby amend its decision of February 25, 1980 to approve Multiple Family Suburban zoning for this site, subject to conditions as follows: 1) Permitted uses on this site shall be limited to five or less duplexes or single family residences. 2) The concept of a twenty (20) foot wide driveway to serve interior portions of this site is approved, subject to review in conjunction with specific site plan. 3) Applicant shall dedicate 10 feet on Blake Road for right of way. (contd.) 80 0 420 ZE-228-79 (contd.) 4) Applicant shall construct cement concrete curb, sidewalk and pave to existing pavement on Blake Road and 20th Avenue. 5) Appropriate on and off-site drainage and access plans shall be approved by the Spokane County Engineer's Office prior to the issuance of building permits for the project. 6) The design, location and arrangement of parking stalls shall be in accordance with standard traffic engineering practices. Any portion of the project which is to be occupied or traveled by automobiles shall be maintained in hard surface paving. 7) Purveyor is Vera Water and Power, and they are able to supply the site with adequate water for domestic fire and irrigation uses. Some system changes may be required to accommodate a multi-family use. 8) That the provisions of SEPA's Notice of Action pursuant to 43.21C.080 RCW be initiated by the applicant within thirty (30) days of final action of the Responsible Administrative Body and be completed before any site improvements are made. 9) The zone reclassification has been found to be environmentally non- significant. Therefore, a Final Declaration of Non-Significance shall be signed by the Chairman of the Hearing Examiner Committee. 10) The specific development plan for this zone reclassification shall be subject to all of the provisions of SEPA, Chapter 43.21C RCW when submitted to the Hearing Examiner Committee. 11) The specific development plan will be submitted for Hearing Examiner Committee review and approval prior to issuance of building permits. 12) Applicant shall work with water district to assure the availability of water for domestic and irrigation purposes before change of conditions hearing for specific site plan approval. 13) Access plans for firefighting equipment will be required prior to building permit issuance. 14) A detailed combined on-site sewage system and surface water disposal plan for the entire project shall be approved by the County Engineer and the Spokane County Health District prior to the issuance of any building permit. Combining these 2 lots gives the site an "L" shaped appearance. The lot at the corner of Blake and 20th is not a part of this proposal. Jack Finney of the County Engineers Office indicates that width of the site, and proximity of the site to the intersection make public or private roads unfeasible. An interior drive or access is the best means of providing access to the rear portion of the site. Without access to the rear of the site the developer is limited to developing the site as a duplex project. The existing Agricultural zone would require a Conditional Use Permit for duplex development and allow a total of 4 units on this site. Both the Agricultural Suburban and Two family Residential zones would allow duplex develop- ment on this site. Again, a total of 4 units would be possible on this site. By utilizing an interior driveway to serve the rear portion of the site, and rezoning the site to Multiple Family Suburban, as requested by the applicant, the site can be developed at a higher density. Maximum allowable density for this site, in the Multiple Family Suburban zone would be 32 units. Although the applicant has not submitted a site plan with the rezone request, he has indicated that anticipated development of this site will not exceed 16 units, or 112 the allowable density. I have briefly discussed some alternatives for develnpment of this site. The Board further indicated its approval of a twenty foot (20') wide drive- way to serve the site.
