EARTH (b) The project will require excavation, compaction of soil to develop parking and driveway areas, utilities, building foundations, and landscaping. (c) Construction of buildings, parking and driveway areas and landscaping will result in minimal changes in surface relief features. The overall topographic character of the site will not be significantly altered. The site is flat. (e) During the construction phase of the project, understory flora will be disturbed or removed, exposing soil and increasing the possibility of wind and water erosion. Phasing of the project and the use of water and sprays will be used to mitigate wind and water erosion. The finished project will be heavily landscaped and will, therefore, be less susceptible to wind or water erosion. 2. AIR (a) The introduction of people, automobile, heating units will result in a modification of air quality. (b) The automobile emissions from on-site may be considered obnoxious. 3. WATER (b) Construction of parking and driveways will require alteration of some local drainage patterns; however, major drainage patterns and basins will not be significantly altered. Impervious surfaces in the form of paved parking and driveway, sidewalks and roofs will cover a majority of the site. Construction of a dry-well system as well as landscaped areas will handle the drainage. (f) The construction of parking and driveway areas, sidewalks, and buildings will require minimal changes in the surface relief features, which in turn may alter the direction or rate of flow of ground water. Construction of a drywell system will handle the drainage. (g) The proposed restaurant/limited retail facilities will require minimal amounts of water for cooking facilities for required restrooms, landscape irrigation, and for required fire flow. The proposal's water needs will be serviced by the aquifer and provided by Vera Water and Power. The project will not require an excessive amount of water and, therefore, poses no threat to existing supplies. (h) The creation of impervious surfaces over the soil will disrupt and alter existing surface water runoff and absorption characteristics. Surface water runoff from the site will be disposed of in a system of drywells and catch basins with no provisions made for the treatment of this water. Storm water runoff can be expected to contain minor amounts of ground water contaminants including suspended solids, petroleum-based hydro- carbons, dissolved inorganic salts, among others. The majority of the contaminants are subject to substantial removal as the water percolates through the soil column above the ground water. The project is located over the aquifer where the transmissivity and flow of the aquifer is the greatest. While it is not anticipated that the proposed project will have any effect on the geology or the hydrology of the aquifer, the existing conditions will have a bearing on the potential for water quality degradation from project related effluents. The proposed project will result in the disposal of waste water effluent, to a sub-surface drainfield located above the aquifer. The project will generate waste water, a portion of which would be available for percolation to the ground water. Because of the potential threat to ground water quality through the use of an on-site sewage disposal system, the project sponsors will be working closely with the Spokane County Health District to provide for installation of a system which will meet those requirements of the project without posing a problem to ground water resources. The County Health District officials have indicated that a septic tank system would most likely be appropriate. It is not expected that the proposed project will result in the violation of any drinking water standard regardless of what system is used. 4. FLORA (a) The proposal will result in the removal of much of the on-site wild grasses and understory vegetation as well as a minimal amount of the landscaping around the existing house. Vegetation commonly associated with landscapinq for a limited retail facility and restaurant will be added. (c) Landscaping commonly associated with this type of proposal will be added and may include various and new species of grass, shrubs, trees and flowers. 5. FAUNA (a) It is anticipated that the proposed project would result in some decrease in the number and/or diversity of wildlife that inhabit the site. On-site fauna may include the following resident species: field mice, moles, ground squirrels, flying squirrels, owls,sparrows, common crow, robins and common insects. 6. NOISE (a) This proposal will result in an increased noise level from people and automobiles. It is anticipated that the highest noise levels will be during the construction phase of the project. 7. LIGHT AND GLARE (a) Light will be produced by interior and exterior lighting from the restaurant and limited retail facilities. Glare will be produced by automobile head- lights, but screening will be employed to reduce such effects. All exterior on-site lighting will be low intensity. w 8. LAND USE (a) The proposal will change the present land use (residence balance of site: vacant) to a restaurant/limited retail use. The proposal is consistent with previous zone reclassification requests for the area, and will be compatible with surrounding land uses. 9. NATURAL RESOURCES (a) During the construction phase of the project, some natural resources will be consumed, including the energy resources directly and indirectly used by construction activities and the natural resources utilized as building materials. Some natural resources will continue to be consumed after construction is completed, including most notably the consumption of energy in the form of fossil fuels and electricity. 11. POPULATION (a) The project will have a minimal increase to the area's employment base, which will in turn have an indirect impact on the area's population base. The completed project may employ as many as 52 people, assuming that one employee per 500 feet of gross leasable space is hired. 12. HOUSING (a) New jubs w i l l be created in bui hi tire curls Lruc t i ur, arid uperLi t lurral phase-,, of the project, many of the employees will probably be recruited in the local area from those people not currently working or who may be seeking a job change. Thus, the addition of new housing units and their location directly constructed as a result of this project is inestimable. Secondary impacts are perhaps more predictable, but again, the specifics are difficult to define. It is expected that the proposed project will help to provide a stimulus for housing development both in the form of new subdivisions and the fill-in of individual vacant lots. 13. TRANSPORTATION/CIRCULATION (a) The project site is served by Sullivan Road. Traffic generated by the project is not expected to be significant and would be distributed over a five (5) year development of the site. The traffic demand during the operational phase should have more of an impact on the peak hour and total traffic volumes in the site vicinity. Because the proposal is for a restaurant/limited retail complex, traffic will originate from not only the Valley but also the Spokane Metropolitan region. Variations in total traffic volume will occur both on a daily and seasonal basis and will be influenced by holiday shopping, special sales events, weather, etc. Daily traffic will be influenced, basically, by the operating hours of the individual shops, business hours of the office complexes and the schedules of facilities such as theaters and restaurants. Weekly traffic is generally a function of the day of the week, with Saturday being the busiest day and the early day being the slowest. The on-site roadway system will be maintained by the tenants and umler's of the project. In summary, the increased traffic generated by the proposed project is not expected to be of major significance. (b) A total of 153 automobile parking spaces have been planned for the project and will satisfy the minimum zoning ordinance requirements. (c) As mentioned, the project is served by Sullivan Road. When fully developed, the traffic generated by the project is not expected to have a significant impact on the existing road systems in the vicinity of the site according to Spokane County Engineers. According to County Engineers, Sullivan Road is planned to be improved into a six-lane major arterial with an additional turn lane, two six-foot wide sidewalks, and possibly bike lanes. (d) Once the project is fully operational, it should become a traffic generator within the Sullivan Road shopping district. (f) An increase in traffic will correspondingly increase the hazard to vehicular, bicycle and pedestrian travel. The degree of hazard should be reduced by the proposed Sullivan Road improvements mentioned above and by traffic control devices. 14. PUBLIC SERVICES (a) The proposal will require additional fire hydrants and will place more demands on the Spokane Valley Fire Department located one-half block away. (b) An expanded commercial facility to the University shopping area will require additional police protection from the Spokane County Sheriff's Department. (c) Any increases to the County population figure resulting from this proposal will correspondingly increase the demands on Central Valley School District. Minimal impact is expected as a result of the proposal, however. (e) The anticipated generation of additional vehicular movement to and from the site will, together with the existing vehicular traffic, require main- tenance of county and state roadways. The proposal will require water from Vera Water and Power and maintenance of the new lines. (f) The proposal will require the extension of postal services as well as other services associated with a commercial center. These public services are mandated by law and would appear to be capable of being provided without over-extending the various agencies beyond normal work routines. 15. ENERGY (b) The proposal will obviously create a demand upon existing sources of energy. This proposal will require the extension of current sources of energy. Both fossil fuels and electrical energy will be required. Minimal demand is expected, however. 16. UTILITIES (a) The proposal will require the extension of power service to the site by Vera Water and Power Company and Washington Water Power Company for natural gas. Minimal impact. (b) Telephone service will have to be extended by Pacific Northwest Bell. • (c) The proposal will require the extension of water service by Vera Water and Power. Mains are adequate to handle the increased demands. (d) The proposal may be serviced either by individual septic tanks or by a sewage treatment plant. Either system will require approval by the Spokane County Health District. (e) The construction of impervious surfaces will require new storm drainage facilities to control runoff. (f) Garbage and refuse service is offered by two licensed contractors in the Spokane Valley. Originally, the partnership members were considering a proposal to rezone the west 325 feet (2.3 acres) of the parcel in question to the Local Business Zone, and the east 325 feet (2.3 acres) to the Multiple Family Zone classification. As you are well aware of, however, the zone change for the site has been limited to just the west 325 feet (the Local Business portion). My reasons for doing so are the following: 1. The partnership members had a specific plan and uses for the west 325 feet of the property (the Local Business portion), but did not have any specific plan and idea of what density they wanted for the east 325 feet (the Multiple Family portion). 2. The east 325 feet of the property has good future multiple family potential, but such a use today would utilize Sullivan Road as the only means of ingress and egress via driveways through the west 325 feet of the property (the Local Business portion). I have advised the partnership members to postpone any planning or development of the east 325 feet of the property (the Multiple Family portion) until such time as they have a specific development plan and in the interim to explore the possibility of acquiring property to the south for purposes of ingress and egress via Valley Way. There is also a good likelihood that another parcel will be included with any proposal that will be planned for this east 325 feet of the property. I, therefore, feel the proposed project and the east 325 feet should not be considered as "functionally related" pursuant to WAC 197-10-060 (2). The overall topographic character of the site will not be significantly altered. The site is flat. (e) During the construction phase of the project, understory flora will be disturbed or removed, exposing soil and increasing the possibility of wind and water erosion. Phasing of the project and the use of water and sprays will be used to mitigate wind and water erosion. The finished project will be heavily landscaped and will, therefore, be less susceptible to wind or water erosion. 2. AIR (a) The introduction of people, automobile, heating units will result in a modification of air quality. (b) The automobile emissions from on-site may be considered obnoxious. 3. WATER (b) Construction of parking and driveways will require alteration of some local drainage patterns; however, major drainage patterns and basins will not be significantly altered. Impervious surfaces in the form of paved parking and driveway, sidewalks and roofs will cover a majority of the site. Construction of a dry-well system as well as landscaped areas will handle the drainage. (f) The construction of parking and driveway areas, sidewalks, and buildings will require minimal changes in the surface relief features, which in turn may alter the direction or rate of flow of ground water. Construction of a drywell system will handle the drainage. (g) The proposed restaurant/limited retail facilities will require minimal amounts of water for cooking facilities for required restrooms, landscape irrigation, and for required fire flow. The proposal's water needs will be serviced by the aquifer and provided by Vera Water and Power. The project will not require an excessive amount of water and, therefore, poses no threat to existing supplies. (h) The creation of impervious surfaces over the soil will disrupt and alter existing surface water runoff and absorption characteristics. Surface water runoff from the site will be disposed of in a system of drywells and catch basins with no provisions made for the treatment of this water. Storm water runoff can be expected to contain minor amounts of ground water contaminants including suspended solids, petroleum-based hydro- carbons, dissolved inorganic salts, among others. The majority of the contaminants are subject to substantial removal as the water percolates through the soil column above the ground water. 00 40 The project is located over the aquifer where the transmissivity and flow of the aquifer is the greatest. While it is not anticipated that the proposed project will have any effect on the geology or the hydrology of the aquifer, the existing conditions will have a bearing on the potential for water quality degradation from project related effluents. The proposed project will result in the disposal of waste water effluent to a sub-surface drainfield located above the aquifer. The project will generate waste water, a portion of which would be available for percolation to the ground water. Because of the potential threat to ground water quality through the use of an on-site sewage disposal system, the project sponsors will be working closely with the Spokane County Health District to provide for installation of a system which will meet those requirements of the project without posing a problem to ground water resources. The County Health District officials have indicated that a septic tank system would most likely be appropriate. It is not expected that the proposed project will result in the violation of any drinking water standard regardless of what system is used. 4. FLORA (a) The proposal will result in the removal of much of the on-site wild grasses and understory vegetation as well as a minimal amount of the landscaping around the existing house. Vegetation commonly associated with landscaping for a limited retail facility and restaurant will be added. (c) Landscaping commonly associated with this type of proposal will be added and may include various and new species of grass, shrubs, trees and flowers. 5. FAUNA (a) It is anticipated that the proposed project would result in some decrease in the number and/or diversity of wildlife that inhabit the site. On-site fauna may include the following resident species: field mice, moles, ground squirrels, flying squirrels, owls,sparrows, common crow, robins and common insects. 6. NOISE (a) This proposal will result in an increased noise level from people and automobiles. It is anticipated that the highest noise levels will be during the construction phase of the project. 7. LIGHT AND GLARE (a) Light will be produced by interior and exterior lighting from the restaurant and limited retail facilities. Glare will be produced by automobile head- lights, but screening will be employed to reduce such effects. All exterior on-site lighting will be low intensity. 8. LAND USE (a) The proposal will change the present land use (residence balance of site: vacant) to a restaurant/limited retail use. The proposal is consistent with previous zone reclassification requests for the area, and will be compatible with surrounding land uses. 9. NATURAL RESOURCES (a) During the construction phase of the project, some natural resources will be consumed, including the energy resources directly and indirectly used by construction activities and the natural resources utilized as building materials. Some natural resources will continue to be consumed after construction is completed, including most notably the consumption of energy in the form of fossil fuels and electricity. 11. POPULATION (a) The project will have a minimal increase to the area's employment base, which will in turn have an indirect impact on the area's population base. The completed project may employ as many as 52 people, assuming that one employee per 500 feet of gross leasable space is hired. 12. HOUSING (a) New jobs will be created in both the construction and operational phases of the project, many of the employees will probably be recruited in the local area from those people not currently working or who may be seeking a job change. Thus, the addition of new housing units and their location directly constructed as a result of this project is inestimable. Secondary impacts are perhaps more predictable, but again, the specifics are difficult to define. It is expected that the proposed project will help to provide a stimulus for housing development both in the form of new subdivisions and the fill-in of individual vacant lots. 13. TRANSPORTATION/CIRCULATION (a) The project site is served by Sullivan Road. Traffic generated by the project is not expected to be significant and would be distributed over a five (5) year development of the site. The traffic demand during the operational phase should have more of an impact on the peak hour and total traffic volumes in the site vicinity. Because the proposal is for a restaurant/limited retail complex, traffic will originate from not only the Valley but also the Spokane Metropolitan region. Variations in total traffic volume will occur both on a daily and seasonal basis and will be influenced by holiday shopping, special sales events, weather, etc. Daily traffic will be influenced, basically, by the operating hours of the individual shops, business hours of the office complexes and the schedules of facilities such as theaters and restaurants. Weekly traffic is generally a function of the day of the week, with Saturday being the busiest day and the early day being the slowest. The on-site roadway system will be maintained by the tenants and owners of the project. In summary, the increased traffic generated by the proposed project is not expected to be of major significance. so 40 (b) A total of 153 automobile parking spaces have been planned for the project and will satisfy the minimum zoning ordinance requirements. (c) As mentioned, the project is served by Sullivan Road. When fully developed, the traffic generated by the project is not expected to have a significant impact on the existing road systems in the vicinity of the site according to Spokane County Engineers. According to County Engineers, Sullivan Road is planned to be improved into a six-lane major arterial with an additional turn lane, two six-foot wide sidewalks, and possibly bike lanes. (d) Once the project is fully operational, it should become a traffic generator within the Sullivan Road shopping district. (f) An increase in traffic will correspondingly increase the hazard to vehicular, bicycle and pedestrian travel. The degree of hazard should be reduced by the proposed Sullivan Road improvements mentioned above and by traffic control devices. 14. PUBLIC SERVICES (a) The proposal will require additional fire hydrants and will place more demands on the Spokane Valley Fire Department located one-half block away. (b) An expanded commercial facility to the University shopping area will require additional police protection from the Spokane County Sheriff's Department. (c) Any increases to the County population figure resulting from this proposal will correspondingly increase the demands on Central Valley School District. Minimal impact is expected as a result of the proposal, however. (e) The anticipated generation of additional vehicular movement to and from the site will, together with the existing vehicular traffic, require main- tenance of county and state roadways. The proposal will require water from Vera Water and Power and maintenance of the new lines. (f) The proposal will require the extension of postal services as well as other services associated with a commercial center. These public services are mandated by law and would appear to be capable of being provided without over-extending the various agencies beyond normal work routines. 15. ENERGY (b) The proposal will obviously create a demand upon existing sources of energy. This proposal will require the extension of current sources of energy. Both fossil fuels and electrical energy will be required. Minimal demand is expected, however. 16. UTILITIES (a) The proposal will require the extension of power service to the site by Vera Water and Power Company and Washington Water Power Company for natural gas. Minimal impact. (b) Telephone service will have to be extended by Pacific Northwest Bell. (c) The proposal will require the extension of water service by Vera Water and Power. Mains are adequate to handle the increased demands. (d) The proposal may be serviced either by individual septic tanks or by a sewage treatment plant. Either system will require approval by the Spokane County Health District. (e) The construction of impervious surfaces will require new storm drainage facilities to control runoff.
