BACKGROUND/ANALYSIS The completion of such a project would benefit the implementation of the Comprehensive Plan. The rear of the parcel being as big as it is benefits the Comprehensive Plan by providing a buffer between the proposed professional offices and residential development to the north. Because it rests over the Spokane Valley Aquifer, it will be necessary for such an estalishment to meet 1208' Water Quality recommendations. Staff recom- mends approval of this rezone, subject to the following conditions. IV. AGENCIES RECOMMENDED CONDITIONS a) COUNTY PLANNING DEPARTMENT 1. Approval by the Zoning Administrator of a specific lighting and signing plan for the described property prior to the release of any building permits. 2. A specific landscape plan, planting schedule and provisions for maintenance acceptable to the Spokane County Zoning Admini- strator shall be submitted with a performance bond for the project prior to release of building permits. 3. The applicant shall develop subject property generally in accord- ance within the concept presented to the Hearing Examiner Committee. Variations when approved by the Zoning Admini- strator will be permitted, including, but not limited to the follow- ing changes: Building location, landscape plans, and general allowable uses of the permitted zone. Mains and hydrants to be installed, in accordance with the Spokane County Department of Building and Safety. 4. Reclassification of an existing building shall require an appli- cation for change of occupancy permit, and subsequent inspec- tion for approval. f) WATER PURVEYOR 1. The site is located within the boundaries of the Modern Electric Water Company, who has indicated they are able to service the proposal. INTRODUCTION This matter having come before the Examiner Committee on October 8, 1981, and the members of the Committee present being John R. Culler, Chairman, and Kathleen Carstens. Mr. Williams excused himself from hearing this agenda item as he is an adjacent property owner to the proposal, for reason of Appearance of Fairness. B. PROPOSAL The sponsors, L. That the provisions of RCW 43.21C (The State Environmental Policy Act) have been complied with, and the Committee concurs with the Declaration of Non-Significance. 5. That the proper legal requirements for advertisement of the Agenda Item have been fulfilled. 6.
