Proposal Location: Parcel(s) 6: 45131.0117, 45131.0103, & 45131.0104; addressed as 17016 East Indiana Avenue; located in the NE 14 of the NE 4 Section 13, Township 25 North, Range 44 East, Willamette Meridian, Spokane County, Washington Applicant: Torn Riley, Diamond Rock Construction; 2602 North Sullivan Road; Spokane Valley, WA 99216 Lead Agency: City of Spokane Valley The lead agency for this proposal has determined that it does not have a prob- able ropable significant adverse impact on the environment. An Environmental Impact Statement (EIS) is not required under RCW 43.21 C.030(2)(c). This decision was made after review of a completed environmental checklist and other information on file with - the lead agency. This information is avail- able to the public on request. Determination: This MDNS is issued under WAC 197-11.340(2); the lead agency will not act on this proposal for 14 days from the date issued. Mitigation: 1. Install frontage improvements to Indiana Parkway and Flora. Road per the City 01 Spokane Valley Street Standards and ado an additional lane along Mission Parkway from Steen Parkwsy to the existing 2 -lane section. This work shall be completed and certified prior to the issuance of the Certifi- cate of Occupancy for phase 1. 2. Install eastbound left tum pocket at the intersections of Indiana Parkway & Steen Parkway, prior to the issuance ofthe Certi i- caree of Occupancy for phase 1, and Indiana Parkway & Access 2/Access B prior to the issuance of the Certificate of Occupancy for portion of land bounded by Indiana Parkway and Mission Parkway. 3. Remove the raised curb median ano continue the TWLTL striping at the intersec- tion of Indiana Avenue & Desmet Court. This work shall be completed and certified prior to the issuance of the Certificate of Occupancy for phase 1. 4. Extend the existing westbound left tum lane at Indiana Avenue and Sullivan Road; this will require the removal of the land- scaped island east of the existing left tum lane and installation of new curb and pave- ment per the City of Spokane Valley Street Standards. This work shall be completer, and certified prior to the issuance of the Certificate of Occupancy for phase 2.
