RC'd, requires all state and local governmental agencies to consider environmental values both for their own actions and when licensing private proposals. The Act also requires that an Environmental Impact Statement be prepared for all major actions significantly (and "adversely", as per WAC 197-10) affecting the quality of the physical environment. The purpose of this checklist is to hlep the agencies in- volved determine whether or not a proposal is such a major action. Please answer the following questions as completely as you can with the information presently available to you. Please answer questions as "yes" or "maybe" if, in your opinion, even only slight impacts will result. The reviewers of the checklist will be aware of and concern themselves with the decree of impact, asking you for more information, if necessary. INTRODUCTION This matter having come before the Examiner Committee on October 22, 1979, and the members of the Committee present being Ted McCoury, Acting Chairman, Jane Myers, and Paul Sceva, Jr. and there being the following persons present who wish to request approval of a Zone Change; William G. Wagstaff for a Zone Reclassification, Agricultural to Restricted Industrial for the purpose of warehouses and offices. B. FINDINGS OF FACT 1. That the existing land use in the area is Spokane Industrial Park, commercial and cultivated. 2. That the Comprehensive Plan designates this area as appropriate for industrial development. 3. That the existing zoning of the property described in the application is Agricultural. 4. That the provisions of RCW 43.21C (The State Environmental Policy Act) have been complied with. 5. That the proper legal requirements for advertisement of the Agenda Item have been fulfilled. 6. That this proposal is not in conflict with the provisions of adopted regula- tion. 7. That the land in this area is suitable for the proposed use, or uses within the proposed Zone Classification. 8. The intent of this request is to develop the site in conjunction with the adjacent southern site. a) COUNTY FIRE MARSHAL 1. The site is located in Fire District #1. 2. Mains and hydrants need to be installed. Access plans for fire fighting equipment around the building shall be approved prior to building permit issuance. b) COUNTY ENGINEER 1. Applicant shall dedicate 10 feet on Flora Road, 15 feet on Tschirley, 40 feet for the new road between Flora and Tschirley, and 20 foot radii for all of the corners. 2. Access permits shall be obtained from the Spokane County Engineer's Office prior to issuance of building permits. 2 mile No. ZE-167-79 3. Applicant must be a willing participant in any future Local Improve- ment District (LID), Road Improvement District (RID), or County Road Project (CRP) for Tschirley Road. 4. An appropriate on-site drainage disposal system shall be approved by the Spokane County Engineer's Office prior to the issuance of building permits for the project. 5. The new road between Flora Road and Tschirley Road shall be constructed to Spokane County Standards by the developer when so directed by the Spokane County Engineer. c) WATER PURVEYOR 1. Purveyor is CONSOLIDATED IRRIGATION DISTRICT and will supply the site with adequate water for domestic fire and irrigation uses. d) COUNTY HEALTH DISTRICT 1. No comments received. e) SEPA That the provisions of SEPA's Notice of Action pursuant to 43.21C.080 RCW be initiated by the applicant within thirty (30) days of final action of the Responsible Administrative Body and be completed before any site improve- ments are made. The request has proven to be environmentally non-significant. Therefore, a final declaration of non-significance shall be signed by the Chairman of the Hearing Examiner Committee. f) ZON I NG 1. BACKGROUND/ANALYSIS On January 27, 1979, the Spokane County Commissioners approved a zone change to the south of this site for Restricted Industrial. The intent of this request is to develop the site in conjunction with the adjacent southern site. IV. AGENCIES CONSULTED/COMMENTS RECEIVED a) COUNTY FIRE MARSHAL 1. The site is located in Fire District #1. 2. No comments received. b) COUNTY ENGINEER 1. Applicant shall dedicate 10 feet on Flora Road, 15 feet on Tschirley, 40 feet for the new road between Flora and Tschirley, and 20 foot radii for all of the corners. 2. Access permits shall be obtained from the Spokane County Engineer's Office prior to issuance of building permits. 3. Applicant must be a willing participant in any future Local Improvement District (LID), Road Improvement District (RID), or County Road Project (CRP) for Tschirley Road. 4. An appropriate on-site drainage disposal system shall be approved by the Spokane County Engineer's Office prior to the issuance of building permits for the project. 38 1 _ ZONE RECLASSIFICATION UMBER: ZE-167-79 IV. Purveyor is CONSOLIDATED IRRIGATION DISTRICT and will supply the site with adequate water for domestic fire and irrigation uses. d) COUNTY HEALTH DISTRICT 1. No comments received. e) SEPA That the provisions of SEPA's Notice of Action pursuant to 43.21C.080 RCW be initiated by the applicant within thirty (30) days of final action of the Responsible Administrative Body and be completed before any site improvements are made. The request has proven to be environmentally non-significant. Therefore, a final declaration of non-significance shall be signed by the Chairman of the Hearing Examiner Committee. f) ZONING 1. Approval by the Zoning Administrator of a specific lighting and signing plan for the described property prior to the release of any building permits. 2. A specific landscape plan, planting schedule and provisions for maintenance acceptable to the Spokane County Zoning Adminis- trator shall be submitted with a performance bond for the project prior to release of building permits. 3. The applicant shall develop subject property generally in accordance within the concept presented to the Hearing Examiner Committee. Minor variations when approved by the Zoning Administrator will be permitted, including, but not limited to the following changes: Building location, landscape plans, and general allowable uses of the permitted zone. All variations must conform to regulations set forth in the Spokane County Zoning Ordinance. The original intent of the development plans shall be maintained. 4.
