Introduction: The State Environmental Policy Act of 1971, Chapter 43.21C, RCW,
requires all state and local governmental agencies to consider environmental values
both for their own actions and when licensing private proposals. The Act also requires
that an Environmental Impact Statement be prepared for all major actions significantly
(and "adversely", as per WAC 197-10) affecting the quality of the environment. The
purpose of this checklist is to help the agencies involved deterrtiine whether or not a
proposal is such a major action.

opinion, even only slight impacts will result. The reviewers of the checklist will be
aware of and concern themselves with the deqree of impact, asking you for more informa-

Gentlemen:
I have for the past 4 weeks attempted to secure the necessary
signatures from 60% of the property owners within a 400 foot
radius of ZEo24-78, a proposed rezone from multi-fami.ly sub-
urban zoning to residential office zoning of approximately
17,000 square feet at the northeast corner of Broadway and
Ella Rogds in the Spokane Valley., In the process, I have been
c~o ronted with mass indifference from the surrounding owners.
Mo st owners feel that Broadway will some day in the near future
be mainly comanercially orientated in the immediate area rather
than the primarily residential uses now existing, due to the
heavy amount of vehicular traffic now using Broadway as a main
arterial to the freeway.
Even though the current owners seem to feel rezoning of the area
realistic in the near future, they are not willing to get in-
golved in any support of my petition to upgrade the existing
zoning. I, therefore, request that the Planning Coramission
allow me to place ZE-24-78 on the next appropriate hearing for
consideration of the above described zone change without the
necessary 60% signatures on my petition.
