Spokane County Planning Commission
Agenda - June, 1978
Dear Sir:
This office is in receipt of the agenda of your June 16, 1978 Planning
Commission meeting and would comment on the following items:
ZE-31-78 & ZE-32-78
Our previous statements are attached in our correspondence dated May 11,
1978.
ZE-185-77, ZE-68-78, ZE-69 78, ZE-70-78, and ZE-72-78 ,
This office would not oppose the rezoning of these parcels but would advise
the applicants that future controls on Sign Route 27 (Pines Road) could •restrict access to right turn only movements along Sign Route 27. This
office would also advise applicants to consider all access onto Pines via
existing county road system inasmuch as the multitude of present accesses
have caused traffic operation problems. If unable to comply with this
restriction, all access onto Pines must be applied for through the
Department of Transportation.
Very truly yours,
. -

Dear Sir :
On June 15, 1978 this office responded to the itEns, directly effecting
the Department of Transportation, to be considered in your June 22, 1978
meeting.
Several zoning matters were considered along Sign Route 27 (Pines R+oad)
and the matter of access to Pines Road were discussed in our attached .
correspondence. In all five itens (ZE-185-77, ZE-68-78, ZE- -78, ZE-70-78
and ZE-72-78) the only c~nt that could in anyway reflect th~t these camie1ts
were considered caas the statement "Adopts the staff's findings as the Planning
CcnTtission's findings of facts as well as the conditions stated i.n the staff's
f indings" . What were the staf f' s f indings and were the ccmnmts of f ered by
this departnent considered, and made part of the transcript of the meeting or
actually made part of the public testinony so that the applicants are aware
of these restrictions that could be limiting their develognents? If it is the nornial procedure to adopt without reservation ccmnents
offered by this departznent, then this office would appreciate a written state-

Agenda - June, 1978
Dear Sir: This office is in receipt of the agenda of your June 16, 1978 Planning
Commission meeting and would comment on the following items:
ZE-31-78 & ZE-32-78
Our previous sCatements are attached in our correspondence dated May 11,
1978. ZC-185-77, ZE-68-78, ZE-fi9-78, ZE-70-76, and ZI:-72-7$
This office would not oppose the rezoning of these parcels but would advise
the applicants that future controls on Sign Koute 27 (Pines Road) could
restrict access to right turn only movements along Sign Rouee 27. 2his
office would also advise applicants to consider all access oato Pines via
existing county road system inasruuch as the cnultitude of present accesses
have caused traffic operation problems. If unable to comply with this
restriction, all access onto Pines must be applied for through the
Department oE Transportation.

ENVIRONMENTAL CHECi{LIST
Introduction: The State Environmental Policy Act of 1971, Chapter 43.21C, RC W,
requires all state and local governmental agencies to consider environmental values
both for their own actions and when licensing private proposals. The Act also requires
that an Environmental Impact Statement be prepared for all major aciions significantly
(and "adversely", as per WAC 197-10) affecting the qualfty of the environmenr. The
purpose of this checkiist is to help the agencies involved determine whether or not a
proposal is such a ma jor action.
Please answer the following questions as completely as you can ,,%zth the information
presently available to you. Please answer questions as "yes" or "maybe" if, in your
opinion, even only slighC impacts will result. The reviewers oi the checklist vvill be
aware of and concern themselves with the devree of impact, asking you for mcre iniorma-
tion, if necessary. Where explanations of your answers are required, or where you
believe an explanation would be helpful to government decision-makers, include your
explanation in the space provided, or use additional pacres, if necessarv. You should
include references to any reoorts or studfes of which you are aware and which are
relevant to the answers you provide. Complete answers to these questions now will
help all aqencies involved with yot:r proposal to undertake the required envtronmental
review without unnecessary delay.
The followfng questions apply to your total proposal, not just to the license ior which
you are currentiy applying or the prooosal for which approval is sought. Your answers
should include the impacts which will be caused by your proposal when it is completed,
even though completion may not occur unt11 sometime in the future. This will allow all
of the agencies which will be involved to complete thefr environmental review now,
without duplicating paperwork in the future.
No application shall be processed untfl the checkiist has been completed and returned
to the appropriate County department. State law recruires exolanations for everv "yes"
and "maybe" answer on the checklist. The person completing the form cnay be required
to provide eYplanatfons for "no" answers, and fn some cases, more detailed information
to aid in a threshold determfnation.
NOTE: This is a standard form being used by all state and local agencies fn tne State
of Washington for various types of proposals. Many of the questions may not
apply to your proposal. If a quPstion does not apply, just answe* it "no" and
continue on to the next quescion.
