NOW, THEREFORE, THE CONDITION OF THIS OBLIGATION IS SUCH, that if the said Principal shall fully indemnify
the Owner from and against any failure on his part faithfully to perform the obligations imposed upon him under tlie terms
of said contract free and clear of all liens arising out of clairns for labor and material entering into the work, and if ihe said
Principal shall pay all persoiis who shall have furnished labor or material directly to the PrincEpal for use in the prosecution
of the afioresaid work, each of which said persons shall have a direct right of action an this instrument in his own name and
for his own benefit, subject, however, to the Owner's priority, then this obligation to be void, otherwise to remain in full
force and effect.
PROVIDED, HOWEVER, that no action, suit or proceediny shall be had or maintained against the Surety on this instrument
unless the same be brought or instituted and process served upon the Surety within two years after completion of the work
mentioned in said contract, whether such work be completed by the Principal, Surety or Owner, but if there is any main-
enance period provided in the contract for which said Surety is liable, an action for maintenance may be brought within two
years from the expiration of the maintenance period, but not afterwards.

correspordence. In all five iten.s (ZE-185-77, ZE-68-78, ZE-69-78, ZE- 78
and ZE-72-78) the only c~nt that could in anyway reflect that these c?~ts

Ccmnission's findings of facts as well as the conditions stated in the staff's

Introduction: The State Environmental Policy Act of 1971, Chapter 43.21C, RCVV,
requires all state and local governmental agencie5 to consider environmental values
both for their own actions and when licensing private proposals. The Act also requires
that an Environmental Impact Statement be prepared for all major actions significantly
(and "adversely", as per WAC 197-10) affecting the quality of the environment. The
purpose of this checklist is to help the agencies involved determine whether or not a
proposal is such a ma jor action.
Please answer the following questions as completely as you can with the information
presently available to you. Please answer questions as "yes" or "maybe" if, in your
opinion, even only slight impacts will result. The reviewers of the checklist will be
aware of and concern themselves with the dearee of impact, asking you for more informa-
tion, if necessary. Where explanations of your answers are required, or where you
believe an explanation would be helpful to government decision-makers, include your
explanation in the space provided, or use additional paqes, if necessary. You should
include references to any reports or studies of which you are aware and which are
relevant to the answars you provide. Complete answers to these questions now will

review without unnecessary delay.
