County Commissioners of Spokane County, Washington, on this day, and it '
appearing to the Board that the Spokane County Planning Commission has given
due notice of the hearing on the matter in the manner and for the time provided by
law; that said Planning Commission has held a public hearing as required; and
that the said Planning Commission concurs in the plan to zone the following

same is zoned under the classification of RESIDENTIAL OFFICE as defined in the
Zoning Ordinance of Spokane County, adopted August 25, 1953, as amended.
AND FURTHER BE IT RESOLVED That any development on the above-described
property shall be subject to the following conditions:
1) The County Engineer's Office has requested the following:

a) Curbs, sidewalks and paving to meet existing paving built to County

approved by Engineer's Office prior to building permit issuance,
2) The applicant shall comply with rules and regulations of the Healrh District
in providing for adequate sewage disposal.

County F ire Marshal' s requirements.
4) That a Final Da-claration of Non-Significance be signed by the Board of County
Commissioners,

6) A performance bond sufficient in amount to cover costs of the proposed
landscaping shall be approved by the County Zoning Administrator prior to
release of building permits.
7) A specific landscaping plan showing detail on a reproducible sheet shall be
submitted and approved by the Zoning Administrator.
8) That this zone change shall be formally adopted by the Board of County
Commissioners within one year from the date the Planning Commission took
action, or the application will be void,
9) That the provisions of SEPA's Notice of Action pursuant to 43.21c.080 RCW
and the Board of County Commissioners' Resolution #77-1392, be accomplished
by the project applicant within thirty (30) days of formal action by the Board of
County Commissfoners, as instructed by the Planning Department staff.

c) A performance bond sufficient in amount to cover costs of the proposed
landscaping shall be approved by the County Zoning Administrator
prior to release of building permits.

shall be submitted and approved by the Zoning Administrator.
e) That this zone change shall be formally adopted by the Board of County
Commissioners within one year from the date the Planning Commissfon

This office would not oppose the rezoning of these parcels but would advise
the applicants that future controls on Sign Route 27 (Pines Road) could restrict access to right turn only movements along Sign Route 27. This
office would also advise applicants to consider all access onto Pines via
existing county road system inasmuch as the multitude of present accesses
have caused traffic operation problems. If unable to comply with this
restriction, all access onto Pines must be applied for through the
Department of Transportation.

III, CONDITIONS
If the Planning Commission approves this request, the following conditions

c) A performance bond sufficient in amount to cover costs of the proposed
landscaping shall be approved by the County Zoning Administrator
prior to release of building permits.
d) A specific landscaping plan showing detail on a reproducible sheet
shall be submitted and approved by the Zoning Administrator.
e) That this zone change shall be formally adopted by the Board of County
Commissioners within one year from the date the Planning Commission
took action, or the application will be void.
f) That the provisions of SEPA's Notice of A_Q.Uga pursuant to 43.21c.080
RCW and the Board of County Commissioners Resolution #77-1392, be
accomplished by the project applicant within thirty (30) days of formal
action by the Board of County Commis sioners , as ins tructed by the

On June 15, 1978 this office responded to the itens, directly effecting
the Department of Transportation, to be considered in your June 22, 1978
meeting.
Several zoning matters were considered along Sign Route 27 (Pines Road)
and the matter of access to Pines Road were discussed in our attached
correspondence. In all five items (ZE-185-77, ZE-68-78, ZE-69-78, ZE-70-78
and ZE-7,J778) the only ccnuent that could in anyway reflect that these ccmnents
were cons~dered was the statemexlt "Adopts the staf f' s f indings as the Planning
Caarussion's findings of facts as well as the conditions stated in the staff's
findings". What were the staff's findings and were the ccnraents offered by
this departrnent considered, and made part of the transcript of the meeting or
actually ma:de part of the public testi.mony so that the applicants are aware
of these restrictions that could be limiting their developnents? •
If it is the normal procedure to adopt without reservation ccmnents
offered by this departrnent, then this office would appreciate a written state-
ment to this effect so we can be guided in our ccmnents.

This office would not oppose the rezoning of these parcels but would advise
the applicants that future controls on Sign Route 27 (Pines Road) could
restrict access to right turn only movements along Sign Route 27. This
office would also advise applicants to consider all access onto Pines via
existing county road system inasmuch as the multitude of present accesses
have caused traffic operation problems. If unable to comply with this
restriction, all access onto Pines must be applieci for through the
Department of Transportation.
