5) alternate plan. Jahn Nunnery stated that an alternate plan would be con-
sidered as a draft and could be maps which would be used as evaluation
tools to make a choice. Mr Fergen said he was having a problem figuring
out the land demand - defining lifestyles with average density, with
average household size. He is determining what exists on the ground and
how much land can be allocated whicM is not filled up already and is work-
ing on the historical pattern
John Nunnery stated that the present existing map would be shown to the -
Coordinating Committee at its July 12 meeting. He sald that "sketch"
plans should be used instead of the word "alternate" plans. The staff
would develop a sketch so that people may see where everything is and then
present it to the Coordinating Conam ttee once or twice for some direction,
and the staff would redraw this and give reasoning for the presentation
In the process of revision there would be a revision appendix as the minor
notations are made, and the Coordinating Corrum ttee would have recommenda-
tion to say what the map and text would like as a choice alternate plan.
- The goals and objectives would be used as the initlal guidelines
Mr. Nunnery informed the Commission that the colors on the map would be
averaged to 1/4 sections. There may have to be some deviation from this,
but ultimately the borders of the colors would be generalized
6) Consideration of Future Mobile Home Sites
Mr Qulgley suggested that the Commission give consideration to the locatlon
of sites for future placement of mobile homes Mr Davis said he had been
in consultation with Mr Emacio, and he proposed that a workshop be set up
to update the procedures for handling mobile homes as a Conditional Use and
to establish locations which would be more desirable than in the past Mr
McCoury directed the staff to have a work program Mr. Quigley requested
that some criteria be developed which could be used for good planning prac-
tices for consideration in sites for future mobile home plats as well Mr
Emacio stated he wouid work with the staff to determine legalities and work
on the concept of prefab homes not needing lot sizes which are required at
the present time, and then report back to the Conmission

That the zone reclassification request (File Number ZE-42-78) be affroved,
and in so approving, adopts the Staff's findings as the Planning Conmis-
sion's Findings of Fact as well as the conditions stated in the Staff's
findings, and that a proposed Declaration of Non-Significance be issued,
to tnclude the following additional conditions 3) Dedicate the northeast
and southeast corners of the property which would be a 20' radius for future
improvements of curbs and sidewalks, f) That the applicant, his guarantees,
and assigns agree to participate in a future R I D on Houk and on Maxwell,
and upon completion of the building site, would participate in the annual
dust oiling program by the County for the perimeter of his property, both
on Houk and on Maxwe]1, and g) That on-site drainage plans shall be approved
and that access and definite driveways be delineated (Mr Kennedy moved,
Mr Culler seconded. Vote was unanimous )

4) It was the consensus of the Commission that the staff be directed to fiave
corrections and suggestions for the proposed changes to the Zoning Ordin-
ance mailed out to the members at least seven days prior to a pLblic
hearing.
5) Report on the Sui tabi ]ity Phase of the Updating of the Comprehens i ve P1 an
John Nunnery of the staff gave a presentation on the SuTtability Report,
which is the second major phase of the approved work program for tfie
updating of the Comprehensive Plan. He said that the Coordinating Commit-
tee had completed and accepted all of the Suitability Elements, with the
exception af Agriculture, and these have been forwarded to the Planning
Commission. It is planned to have the Agricultural Suitability reports
and maps discussed and perhaps acted upon at the next meeting of the Coor-
dinating Committee He suggested that the Suitability information be con-
sidered as a data base similar to the Capability phase and be processed
in a similar way to allow a recommendation from the Planntng Comnission to
the Board of County Corramiss i oners to f1 nal i ze the Sui tabi 1 i ty phase of the
program. He stated that the Suitability report would be an open report
whereby new information that was acquired could be added Legislative
requirements state that an annual report is required which would be an up-
date of some statistical information every year to meet the law
Mr Quigley recalled that a plan and some alternative plans were to be
passed on to the Board of County Conunissioners and not each report. He
asked whether or not the acceptance of the Suitability maps and text was
to be passed on to the Board Mr Nunnery replied that the Suitability
report i s not the pl an but jus t an informati on base. Any comments received
would be incorporated into the Suitability phase He said the Suitability
phase needed to go through the process to legally document that the Compre-
hensive Plan is making progress
Mr. McCoury suggested that a public meeting be held prior to the Agricul-
tural supplement Mr Kennedy agreed that this would be a logical meeting
for the Commission
Mr Kennedy moved, Mrs. 6yrne seconded, that the Chairman work with the
staff and check the availability of a quorum to hold a public hearing on
the Suitability Elements at the earliest possible moment. Mrs. Byrne
suggested that the meeting be held in the evening. Mr McCoury mentioned
the correspondence received from Commissioner Kopet that indicated he had
appeared before the Coordinating Committee'to get some direction for the
phase program. He proposed that the two sets of goals and objectives
should be rreld together, and then Phase IT will be worked out. Mr. McCoury
stated he would work with the staff to set up the public meeting on the
Suitability Elements. Motion carried unanimously.
Mr Kennedy reported that the Coordinating Committee had directed Gary
Fergen of the staff to proceed with drawing up a rough alternate plan,
and he was directed to do it on two bases Mr Fergen is to do two plans
with a certain percentage of people living in the suburban area, and the
second plan having different distribution of the same population growth,
so that the Coordinating Committee can get an outline of what a Comprehen-
sive Plan is going to look like. He said this would be considered an

That the zone reclassification request (File Number ZE-203-77) be approved,
and in so approving, adopts the Staff's findings as the Planning Commission's
Findings of Fact as well as the conditions stated in the Staff's findings, and
that a proposed Declaration of Non-Siqnificance be issued, to include the
following additional condition: e) That a concrete wall be built to cross the
north property line, continuing the same type of fence that is already there,
which is agreeable to the property owners and 75' down the east side from
the northeast corner of the property. Also, that there be no building 355 feet
north of the Sprague Avenue right of way. (Mr. Quigley rrtoved, Mr. Main
seconded. Vote was unanimous. )

That the zone reclassification request (File Number ZE-54-78) be approved,
and in so approving, adopts the Staff's findings as the Planning Commission' s

followfnq additional conditions: g) That asphalt paving be required from flie
curb to paving; h) A specific landscape plan,planting schedule anc'

The Plan Map (as revised 10/22/68) designates this area as appropriate
for residential development.
II. SPECIFIC INFORMATION
a) Countv EnQineer' s OffiU:
The Engineer' s Office ha s reque s ted the following be cons idered if the
rezone is approved:
N o t e: Al l improvements required by the Engineer's Office shall
meet or exceed Spokane County's minimum construction
standards.
1. 20' radius shall be dedicated on the NE and SE corners of the
property.
2. Curbs and sidewalks on all three streets,
3. Pave Mission Street to meet existing paving on Mission and
require dust control oil on Maxwell and Houk, when
necessary. Also, applicant must be a willing participant in
any future L. I. D, for paving.
4, On and off-site drainage plans shall be approved prior to
building permit is suance .

5. Access permits shall be approved by the County Engineer's
Office.
b) S,DOkane Counr,y Health District:
The applicant shall comply with rules and regulations of the Health
District in providing for adequate sewage disposal. All sewage
disposal permits must be approved by the Health District Officer prior to building permit is suance .
c) Fire Protection:
Mains and hydrants to be installed, if needed, in accordance with
the Spokane County F ire Marshal' s approval,
d) Environmental Review:
An Environmental Checklist has been filed with this application in
accordance with RCW 43.21c and Resolution #77-1392 , A Dec'aration
of Non-Significance has been recommended.
III. CONDITIONS
If the Planning Commfssion approves this request, the following conditions
should be considered:
a) Compliance with recommendations listed under"Specific Information",
paragraphs A through D ,
b) Improvements shall be in substantial conformance with the plot plan
on file with this application.
c) That the provisions of SEPA's Notice of Action pursuant to 43.21c.080
R.C.W. and the Board of County Commissioners' Resolution #77-1392
be accomplished by the project applicant within thirty (30) days of
formal action by the Board of County Commissioners, as instructed by
the Planning Department staff.
d) That if approved, the applicant has one year within which to have the
requested zone change formally adopted. If not adopted within one
year, the application is void,

Introduction: The State Environmental Polfcy Act of 1971, Chapter 43.21C, RC',V,
requires all state and local qovernmental aqencies to consider envlronmental values
both for their own actions and when licensinq private proposals. The Act also requires
that an Environmental Impact Statement be prepared for all major acticns siqnificantly
(and "adversely", as per WAC 197-I O) affectinq the quality of the envircnment. The
purpose of this checklist is to help the aqencies involved determine whether or not a
proposal is such a ma jor action.
Please answer the followinq questions as completely as you can wiLh the information
oresently available to you. Please answer questions as "yes" or "m3ybe" if, in your
opinion, even only sliqht impacts will result. The reviewers of the checklist will be
aware of and concern themselves with the deQree of imoact, askinq you for more iniorma-
tion, if necessacy. Where explanations of your answers are required, or where you
believe an explanation would be helpful to qovernment decision-makers, include your
explanation in the space provided, or use additional Aaqes, if necessarv. You should
include references to any reports or studies of whicn you are aware and which are
