No. 79 0480
BOARD OF CQUNTY GQMMISSIONERS OF SPOKANE C4LINTY. WASHINGTON
FINDINGS AND ORDER REGARDING ZONING MAP PROPOSAL, ZE-51-78,
TWO-FAMILY RESIDENTIAL TD MULTIPLE FAMILY SUBURBAN: CARROLL
WHEREAS, The Spokane County Zoning Hearing Examiner Committee
did, after public hearing on February 15, 1979 , forward to the Board of County
Commissioners a recommendation that the Zoning Map be changed from the existing
Two-Family Residential classification to the Multiple Family Suburban classification
on property described as follows:
The North 170 feet of the South 529.8 feet of the E 1/2, EXCEPT . the East 15 feet, of Block 142, Opportunity, in Section 17, .
Township 25 N., Range 44, E.W. M., Spokane County,
Washington. -
and.
WHEREAS, The Board having conducted its own public hearing on
Tflarch 12, 1979, at the request of Dale B. Pritzl, East 9318 Main Avenue, Spokane,
Wa shington , to present evidence and testimony in favor and opposition to the
application, and
WHEREAS, At said hearing opportunity was afforded those favoring and
those opposing the above-described Zoning Map proposal, and the Board of County
Commissioners of Spokane County having fully considered the teskimony given, the
records, and minutes of the Zoning Hearing Examiner Committee and all other
evidence presented and having personally acquainted themselves with the site and
vicinity in question, does hereby find:
1) That fhe Two-Family zoning had been established as a buffer
zone; therefore, the Multiple Family Suburban Zone is not a
necessary buffer,
2) That this decision is consistent with previous decisions made
in this area and for this same property.
3) That if approved, this change would be incompatible with
existing land uses to the north.
4) That if approved, proposed use would be detrimental to the
public health, safety, and general welfare by encroaching an
incompatible land use where established land use patterns are
exi s ting .
5) That the Board of County Commissioners concludes that the
application for the zone change should be denied.

ENYIRONMIENTAL CHECKLIST
Introduction: ihe State Environmental Policy Act of 1971. Chapter 43.21C, RCW, requires all state and local governmental
agenctes to Consider environmental values both for their own actions and when licensinq orivate proposals. The Act also
requires that an Environmental Impact Sta:ement be prepared for all majo►- actions signfficantly (and "aaversely", as per
WAC 197-10) affectina the quality of the physical environment. The purpose of this checklist is to hlep the agencies in-
volved determine whether or not a proposal is such a major action.
Please answer the following questions as compietely as you can with the information presently available to you. Please answer
questions as "yes" or "maybe" if, in yvur opinion, even only slight fmpact5 will result. The reviewers of the checklfst will
be aware of and concern themselves with the de ee of impact, asking you for more information, if necessary. Where explanations
of your answers are required, or where you be-Tieve an explanation would be helpful to qovernment decision-makers, include your
explanation in the space provided. or use adGitional oaGei , if necessarv. You should include referentes to any reports or
siudies of which you are aware and which are relevant to the answers you provide. Comolete answers to these questions naw wili
help all agencies involved with your proposal to undertake the required environmental review •without unnecessary delay.
The following questions apply to your total proposal, not just to the license for which you are currently applying or the pro-
posal for which approval is sought. Your answers shoulC include the impacts which will be causeG by your proposal when it is
completed, even though cartroletion may not occur until sometime in the future. This will allaw all of the agencies whicn will
be involved to compiete their environrtoental review now, without duplicating paperwork in Lhe future.
No application shall be processed until the checkiist has been completed and returned to the appropriate County department.
State law requires explanations for everv "yes" and "riaYbe" answer on the checklist. The ptrson completing the form rrtay be
required Lo provtde explanations for "no" answers, an(i in some Ca5e5, more Cetailed information to aid in a threshold
determination.
yOTE: This is a standard form being used by all state and local agencfes in the State of Washington for varlous types of
proposals. Many of the questions may not apply to your proposal. If a auestion Gces not apply, ,;ust ansNer it "no"
and continue on to the next question.
