The above-entitled matter coming on regularly for hearing before the Board of
County Commissioners of Spokane County, Washington, on this day, and it
appearfng to the Board that the Spokane County Planning Commission has given
due notice of the hearing on the matter in the manner and for the time provided by
law; that said Planning Commission has held a public hearing as required; and
that the said Planning Commission concurs in the plan to zone the following
described property as:
MULTIPLE FAMILY SUBURBAN:
The North 153e6 feet of Blocks 35, 36, 37, and 38 in Pinecroft First Addition
in Section 9, Township 25 N., Range 44 , E. W, M,, Spokane County, Wa shington .
NOW, THEREFORE, BE IT RESOLVID, That the above-described property be, and
the same is zoned under the classification of MULTIPLE FAMILY SUBURHAN as
defined in the Zoning Ordinance of Spokane County, adopted August 25, 1953, as
amended.
AND FURTHER BE IT RESOLVED That any development on the above-described
property shall be subject to the following conditions:
1) The County Engineer's Office has requested the following:
a) Installation of curbs and sidewalk, . °
b) On and off-site drainage to be approved by Engineer's Office before
permits for building are released,
2) The applicant shall comply with rules and regulations of the District in
providing for adequate sewage disposal. Approval of plans for sewage
disposal shall be required before issuance of building permits.
3) Mains and hydrants to be fnstalled as approved and required by the Spokane
County Fire Marshal.
4) That a Final Declaration of Non-Signiffcance be signed by the Board of
County Commis sioners ,
5) Access permits shall be obtained from the Engineer's Office prior to the
issuance of occupancy permits.
6) Improvements shall be in substantial conformance with the plot plan on file
with this application.
7) That the provisfons of SEPA s Notice.,of Action pursuant to 43.21c.080
R.C.W. and the Board of County Commissioners Resolution #77-1392
be accomplished by the proiect applicant within thirty (30) days of
formal action by the Board of County Commissioners, as instructed by the
Planning Department staff.

8) That if within one year of the Planning Commission's action this change
has not been adopted by the Board, the application is officially void.
9) That asphalt paving be required from the curb to paving,
10) A specific landscape plan, planting schedule and provisions for maintenance,
acceptable to the Spokane County Current Planning Administrator shall be
submitted for the proiect prior to issuance of building permits o

11) The applicant shall provide a performance bond to cover the cost of the
required landscaping pcior to the release of building permit

Introduction: The State Environmental Policy Act of 1971, Chapter 43.21C, RC'vV,
requires all state and local governmental agencies to consider environmental values

purpose of this checklist is to help the agencies involved determine whether or not a
proposal is such a ma jor action.
Please answer the following questions as completely as you can with the information
presently available to you. Please answer questions as "yes" or "maybe" if, in your
opinion, even only slight impacts will result. The reviewers of the checklist will be
aware of and concern themselves with the decrree of impact, asking you for more informa-
tion, if necessacy. Where explanations of your answers are required, or where you
believe an explanation would be helpful to qovernment decision-makers, include your
explanation fn the space provided, or use additional paQes, if necessary. You should
include references to any reports or studies of which you are aware and which are
relevant to the answars you provide. Complete answers to these questions now will
help all agencies involved with your proposal to undertake the required environmental
review without unnecessary delay.
The following questions apply to your total proposal, not just to the license fo: which
you are currently applying or the proposal for which approval is souqht. Your answers
should include the impacts which will be caused by your proposal when it is completed,
even thouqh completion may not occur until sometime in the future. This will allow all
of the agencies which wfll be involved to complete their environmental review now,
without duplicating paperwork in the future.
No application shall be processed until the checkiist has been completed and retuned
to the appropriate County department. State law requires exnlanations for eveiy "yes"
and "mavbe" answer on the check3lst. The person comoleting the form may be required
