Sprague. I have been informeci this will not be placed on the May agenda, which I can live with. We are, however, fearful it might not make the June agenda, in which case it could cause considerable loss to me due to an agreement made ta develop the praperty which exptfes at the end of June. I would like to ask that you do anythiny you can to help me get this matter acted on in June. I might add that in my c ontacts with the adjoining property owners, the comment was made, almost without exception, that it is asinine to have to take each piece of property on Sprague avenee separately to the zone commission. Almost everyone feels that it should be automatic to zone Sprague Avenue at least C ommercial. Marci-a M, Raines, Zoni nq Admi ni strator ~ Subject Intent of Zoning Resolution Authorizing Change in Zoning Map. The legal description used in Zoning Resolutidn #78-913, signed by the Board of County Commissioners on July 6, 1978, was inadvertently typed in part as being Tract 131, Vera, whereas the correct location was Tract 31, Vera. This then places all property in the same location - north side of Sprague Avenue, approximately 700 feet east of Sullivan Road. Therefore, we believe the intent of the zoning proposal is for the above location, and the map should reflect same. Chapter 43.21C, RCW, requfres all state and local governmental agenctes to consider environmental values both for their own actions and when licensing private proposals. The Act aiso requires that an Environmentdl Impact Statement be prepared for all major actions significantly (and "adversely", ds per WAC 197-10) affectina the quality of the physical environment. The purpose of *his checklist is to hlep the agencies in- volved determine whether or not a proposal is such a major action. Please answer the following questfons as completely as you can with the information presently available to you. Please answer questions as "yes" or "maybe" if, in your opinion, even only slight impacts wilt result. The reviewers of the checklist will be aware of and concern themselves with the de r~ee of impact, asking you for more information, if necessary. Where explanations of your answers are required, or Nhere you believe an explanation would be helpful to government decisian-makers, include your explanation in the space provided, or use additional pqce , if nece5sarv. You should include references to any reports or studies of which you are aware and whicn are relevant to ihe answers you provide. Comolete answers to these questions now will help al1 a9encies involved with your proposal to undertake the required environmentai review wiLhout unnecessary delay. The foilowing questions apply to your total proposal, not just to the license for which you are currently applying or the pro- posal for which approval is sou9ht. Your answers should include the imaacts which wili be caused by your prooosal wnen it is completed, even though completion may not occur until sometfine in the future. This will a11o►+ all of the agencies which will be involved to complete their environmental review now, Nithout duplicating paperwork in the future. No application shall be processed until the chetklist has been completed and returned to the apcropriate County deparUnent. State law reouires exolanatjons for e~verY "ves" and "maybe" answer on the checklist. The person completing the form may be requfred to provide explanattons for no' ansxers, and in same cases, more aetaited informatfon to aid in a threshoid determination. NOTE: This is a standard form bejng used by all state and local agencies in the State of uashington for variaus types a` proposals. Many of the questions may not apply to y0ur proposal. If a auestion does not aQply, ,just answer it "no" and continue on to the next question. ENYIRONM£NTAL CHECKLIST FORM l. BACKGROUND 1. Name of Prooonent: Ha r ry F. Thompson phone Nwnber 924-0988 2.
