South: Agricultural 3/27/42 4. East: Agricultural 3/27/42 c) Re~ional Comprehensive Plan - 1968 The Plan Map has designated this area as appropriate for residence development. II. SPECIFIC INFORMATION: a) County Engi neer' s Offi ce The County Engineer's Office has requested the following be considered, if the rezone is approved: N o t e: All required improvements shbll be built to meet or exceed minimum County construction standards. 1. Applicant shall dedicate the West 10' of the advertised property for right of way and slope easements as necessary. 2. Applicant shall construct 5' cement concrete sidewalk curbs and pave right of ways to meet existing pavement. 3. Applicant shall obtain approval for on and off-site drainage plans and access permits before issuance of building permits. b) Spokane County Health District: The applicant shall comply with rules and regulations of the Health District in providing for adequate sewage disposal. STEP 1. PRE-APPLICATION CONFERENCE Obtain an appointment with the Zoning Admuiistrator or his designee to discuss the proposed zone reclasslfication. You will be advised of the zone classification appropriate to the use of the property contemplated and of the Planning Commission's past actions which might affect action on your proposal. If after this discussion you desire to proceed with the application, you will need to follow the additional steps listed below. STEP 2. PRE-APPLICATION AND STAFF PREPARATION OF REQUIRED FORMS - Fill out a Zone Change Pre App].ication Form, which requires an accurate lectal description of the property proposed for rezoning along with the name, address, and telephone number of the person responsible for the request to the Spokane County Planning Commission office. In addition, the applicant shall submit one (I) up-to-date print of the Engineer's section maps and Assessor's section maps coveruig the area within the application and all property within 400 feet of the boundaries of it. Mr. Angove replied that the Snool Districts have developed extensive playgrounds, and this is used instead of neighborhood parks. The Commissfon felt that the applicant should be present for setting a date of the hearing, and requested Mr. Hesseltine to return on july 28th when both interested parties could be present. 2. PrQposed AmsndM,.znts to the Snokane County Zoning 0-dinanae- Jerry Litt presented the proposed amsndments to the Spokane County Zoning Ordinance regarding the requirements for changing of the Zoning 1VIap. M:. Kennedy stated that the hearing would be consideration of the amend- ments as they were advertised, and then the Commission would review the recommended changes as listed by the staff. . M:. Litt explained that the basic change w3s the deletion of the 61a/o petition requirement and also the methods of notification. M: s. Byrne stated that the water and sewar facilities should be shown on the plan and this is not being done. This was a procedure set up by the Policy Committee. Detailed discussion w3s held by the Commission members on whether or not a site development plan was necessary with the submittal for a request for a zone change, Mrs. Byrne moved, Mi•. Quigley seconded, that the staff develop language, in cooperation with Mr. Emacio, and that the matter be continued for one week to allow for preparation to present the inform.3tion to the Com-nission, in providing additional detail to determine whether or not a developmm-nt plan could be submitted at a later date after the original submission (Section 4 . 21.040-(c)-(5) .
