appearing to the Board that the Spokane County Planning Commission has given
due notice of the hearing on the cnatter in the manner and for the time provided by
law; that said Planning Commission has held a public hearing as required; and
that the said Planning Commission concrus in the plan to zone khe following

The South 1J2 of Tract 37, Vera in Section 24, Township 25 N., Ranqe 44, E, W. M.,
Spokane County, Washington.
NOW, THEREF ORE, BE IT RESOLVED, That the above-described property be, and
the same is zoned under the classification of MULTIPLE FAMILY SUBURBAN as
defined in the Zoning Ordinance of Spokane County, adopted Auqust 25, 1953, as
amended.
AND FURTHER BE IT RESOLVED That any development on the above-described
property shall be subject to the following conditions:
1) The County Engineer's Office has requested the fallowing:
Note: All required improvements shall be built to meet or exceed
minimum County construction standards.
1) Applicant shall obtain approval for on and off-site drainaqe and
access plans before issuance of building permits.
2) Applicant shall construct cement eoncrete curb, five foot wide
sidewalk and pave right of way to existing pavement,
2) The applicant shall comply with rules and regulations of the Health
District in providing for adequate sewage disposal. All necessary
Health District permits shall be obtained prior to building permit
issuance.
3) Hydrants to be installed, in accordance with the Spokane County Fire
Marshal's requirements.
4) That a Final Declaration of Non-Significance be signed by the Board of
County Commis sioners .
5) Improvements shall be in substantial conformance with the plot plan on
f ile .
6) A landscape plan showing specific detail and accompanied by a
performance bond shall be approved by the County Zoning Administrator
prior to building permit issuance.

that a provision be made for screening and landscaping and ehat the use of
the Restricted Industrial zoning will be warehousing. (Two voted "Yes"; two

That the zone reclassification request (File Number ZE-24-78) be approved,
and in so approving, adopts the Staff's findings as the Planning Commission's

when they are retyped in firral form as follows. Vote was unanimous,)
a) Land Use: The land is basically unused now. However, this area was
known as the Holiday Hills Recreation Area used for a R. V. Park,
service s tation, lodge (re s taurant) , ski hill, motocros s track, and snow-
mobile track.
b)ZQriiI1g: The site, except for a small portion zoned Freeway Commercial,
is zoned Agricultural.

foot radius on 4th Avenue and Sullivan Road for right of way,

b) Spokane County Health District:
The applicant shall comply with rules and regulations of the Health
District in providing for adequate sewage disposal. All necessary
Health District permits shall be obtained prior to building permit
issuance.
c) Fire Protection:
Hydrants to be installed, in accordance with the Spokane County
Fire Marshal's requirements,
d) Environmental Review:
The Staff recommends that a Final Declaration of Non-Significance be
signed by the Board of County Commissioners.
III. CONDITTONS : I
If the Planning Commission approves this request, the following conditions
should be considered:
a) Compliance with all reque s ts s ta ted under Sgecific Information above.
b) Improvements shall be in substantial conformance with the plot plan on
file.
c) A landscape plan showing specific detail and accompanied by a
performance bond shall be approved by the County Zoning Administrator
prior to building permit issuance,
d) That the provisions of SEPA's Notice of Action pursuant to 43.21c.080
R.C.W. and the Board of County Commissioners' Resolution #77-1392
be accompanied by the applicant within thirty (30) days of formal action
by the Board, as instructed by the Planning Department staff.
e) Interior driveways and parking areas shall be paved.
f) That, if after one year from the date of the Planning Commission's
action, the applicant has not received final adoption of the zone
change, the application is void.

ENVIRONMENTAL CHECKLIST
Introduction: The State Environmental Policy Act of 1971, Chapter 43.21C, RCW,
requires all state and local governmental agencies to consider environmental values
both for their own actions and when licensing private proposals. The Act also requires
that an Environmental Impact Statement be prepared for aIl major actions significantly
(and "adversely", as per NNAC 197-10) affecting the quality of the environment. The
purpose of this checklist is to help the agencies involved deterrnine whether or not a
proposal is such a major action.
Please answer the following questions as completely as you can with the information
presently available to you. Please answer questions as "yes" or "maybe" ii, in your
opinion, even only slight impacts will result. The reviewers of the checklist will be
aware of and concern themselves with the deQree of impact, asking you for more informa-
tion, if necessary. Where explanations of your answers are required, or where you
believe an explanation would be helpful to government decision-makers, include your
explanation in the space provided, or use additional pa ec~s, if necessary. You should
include references to any reports or studies of which you are aware and which are
relevant to the answars you provide. Complete answers to these questions now will
help all agencies involved with your proposal to undertake the required environmental
review without unnecessary delay.
The following questions apply to your total proposal, not just to the license for which
you are currently applying or the proposal for which approval is sought. Your answers
sliould include the impacts which will be caused by your proposal when it is completed,

This office received an application for a subsurface sewage disposal permit from
J. Pat O'Neill. (Application #B06017) dated March 13, 1978.
The soile in the area are clas9ed as Garrison gravellq loam, according to the soil
,
map (aheet #76) of the Soil Conservation Service. These soils have slight limita-
tions for subsurface sewage diaposal according to the U.S.D.A. Engineering
Interpretation of the Gga soil type.
No soil depth test holes have been euamined on the proposed drainfield site, as
is atandard for soils of this type. Some eoil testing may be necessary in the
future on this site.
The general area is approvable for subsurface eewage disposal in accordance with
egisting State and County Sewage Regulations.

Dear Mr. Switzer,
I have been asked to make a statement relative to the impact of ~
a proposed apartment complex at 4th and Sullivan, on the Central
Valley schools.
All classrooms in Central Valley Schools are filled. We have
added portable units to Progress Elementary School and Adams
Elementary, just this last month. At the junior high level we will
be shifting some boundaries in order to adjust overcrowding.
Seventy units with 40% being two-bedroom could generate approxi-
mately 30 students. However, with all the other development, it does
not appear that Central Valley will be able to house all the student
increase unless, and until a new bond issue is passed for new con-
struction. We are considering a bond issue for submission to the
electorate in September, 1978. This would have to be successful in
order to provide additional classrooms.
