Planning Staff Recommendation: Approve Lots 16 r 17. 18 and 19 f Block 24,
Hutcr.:ns on's Addition to the Multiale Familv Suburban Zone. and approve
Lots ` 6, 7 and 8, Block 24. Hutchinson's Addition to the Residential Offfce
Zone -Jbiect to the followincr conditions:
A. COlLD-1'iONS:
Residential Office Zone
1. Access permits for the advertised property shall be obtained from the
Spokane County Engineer's prior to release of building permits.
2. Structures on the advertised property shallbe limited to two (2)
stories in height.
An appropriate on-site storm drainage system shall be approved by
the Spokane County Fngineer's ofiice prior n the release of building
permits for the project.
4. A specific landscape plan and installation schedule for the pro ject
shall be approved by the Spokane, County 7oning P.dministrator prior
to the release of building peimits.
5. Approval of sewcge facilities by the Spokane health District.
5. Installation of fire mains and fire hydrants in arcordance with the
►_-~,-quirements of the Spokane Valley Fire Marshal.
Mult; ` t. Family Suburban:
1. ::+sproval of access to the subject property by the Spokane County
Erigineers' office.
2. Improvement of Hutchinson Road along the pro ject perimeter to
Spokane County standards. Improvernents to include curbs, sidewalk,
drainage control and paving to existing oil.
3. The applicant shall submit a revised development plan for the advertis-
ed properties subject to the apnroval of the Spokane County Zoning
Admfnistrator. Such a plan shall demonstrate the apartment complex
reoriented along the west property line with driveways and access
points redesigned providing access to Hutchinson ar_d Arqonne Roads.
NOTE: Redesign of driveway and acces s points shall be approved
by the Spokane County Engineers' and the Zoning Administrator.

by the Spokane County Engineers' office prior to the release of building
permits.

B. REASONS:
1. The proposed residential office complex and the muiti,)le family units
are land uses consistent with the Regional Comprehen, :ive Plan.
2. The proposed Residential Office and Multiple Family dE velopments
are located on the edge of a residentfal neighborhood, 1 ave access
to shopping, community services, public facilities, anc an arterial
system.
The Planning Commission has approved several ResidentiE 1 Office and
Multiple Family Suburban Zone change requests along A.r,c nne Road
and on the Argonne Mullan Couplet. Although the the prDp -)sed
Multiple Family Suburban site is one iot depth removed f:oj a Argonne
R.-)i:d, it does not extend any furthEr into the residential ne. ghborhood

C. STAFF :~:'~AIRONMENTAL REVIEW:
That a declaration of Non-Significance be issued, in accordance w ith
Section 11.15.390 of the Spokane County Environmental Ordfnance (SCEO)
prior to approval of this recommendation by the Board of County Commission-
ers, or that any approving action of the Board be conditioned upon issuance
of Final Declaration of Non-Significance in accordance with SCEO.11. 15.340.

rii. g, community services, public facilities, and an arterial system.
3. The Planni.ng Commission has approved several Residential Office and
Multiple Family Suburban Zone chango requests along Argonne Road and
on the Argonne-Mullan Couplet. Although the proposed Multiple Famiiy
Suburban site is one lot depth removed from Arqonne Road, it does not
extend any #urther into the residential neighborhood than a number of
other apartment pro jects along Argonne Road and other arterials.

ENVIRONMENTAL CHECKLIST
Introduction: The State Environmental Policy Act of 1971, Chapter 43.21C, RCW,
requires all state and local governmental agencies to consider environmental values
both for their own actions and when licensing private proposals. The Act also requires
that an Environmental Impact Statement be prepared for all major actions significantly
(and "adversely", as per WAC 197-10) affecting the quality of the environment. The
purpose of this checklist is to help the agencies involved determine whether or not a
proposal is such a ma jor action.
Please answer the following questions as completely as you can with the information
presently available to you. Please answer questions as "yes" or "maybe" if, in your
opinion, even only slight impacts will result. The reviewers of the checklist will be
aware of and concern themselves with the deqree of impact, asking you for more informa-
tion, if necessary. Where explanations of your answers are required, or where you
believe an explanation would be helpful to government decision-makers, include your
explanation in the space provided, or use additional paqes, if necessary. You should
include references to any reports or studies of which you are aware and which are

I. Reference your memo to me, same subject, February 24, 1977.
II. This project is located in an area with soils classified by the Soil Con-
servation Service as suitable for installation of individual on-site sewage
disposal systems. The area is, however, located over the Spokane Aquifer.
A study is currently under way to determine the degree to which subsurface
disposal of sewage treatment effluent may pollute the Aquifer. There is
very lfttle probability that this project in itself will have more than a
slight impact on the Aquifer. However, taken in conjunction with the aver-
all urbanization of the area some other sewage disposal method will most
likely be required in the future.
III. From an environmental health viewpoint the project appears feasible. An
on-site sewage management plan pursuant to WAC 248-96-070 may be required
dependant upon final design dwelling unit density or total sewage flow per
day.

B. RFA SO NS:
1. The proposed residential office complex and the multiple family units
are land uses consistenfi with the Regional Comprehensive Plan.
2. The proposed Residential Office and Multiple Family developments are
located on the edge of a residential neighborhood, have access to shop-
ping, community services, public facilities, and an arterial system.
3. The Planni.ng Commission has approved several Residential Office and
Multiple Family Suburban Zone change requests along Arqonne Road and
on the Argonne-Niullan Couplet. Althouqh the proposed Multiple Family
Suburban site is one lot depth removed from Argonne Road, it does not
extend any further into the residential neighborhood than a number of
other apartment projects along Argonne Road and other arterials.
