C STAFF ENVIRONMENTAL
As required in WAC 197-20-320, thv Spokane County Planninq staff reviewed
the environmental checklist submftted by Nr. W Wood for zone change from
thE Agricultural Suburban Zone classification to the Multiple Family Suburban
Zone classificatfon The one acre site is located on relatfvely fiat terrain
and is currently covered by unmanaged grassland vegetation
The staff review has identified three potenti3l areas of environmental impacts.
First, and common to all residential developments, is the increase in motor
vehicle traffic and all the effects associated therewith These would include
auch imn3cts as increased afr pollution, specifically - suspended particulates
and carb-)n monoxi.de, and increased public safety hazards from ttaffic
A seconr p4tential environmental impact are3 considered avas the increased
demand on public services and utilities This would include such factors as
increased requirements for police ard fire protectf oa , provisfon of additional
school, park, and recreational facilities, and additional maintenance require-
ments on county facflities and raads This would also include such impacts
as associated with extension of utility lines (power, natural gas, telephone)
and the provfsion of suitable Iong term sewerage, domestic water, storm
w3ter runoff, and solid waste disPosal systems
The third type of environmentai fmpact considered involved the effect of
subsurface fniecti vn of waste water into the Spokane Valley Aquifer Stornn

Water drained from the impervious surfaces (building, carports, driveways,
sfdewalks) along with effluent from the sewage disposal will be injected
beneath the surface and allowed to percolate toward the aquifer rather than
evaporate back to the atmosphere as happens in a natural situation The
amount of contaminants carried by these waste waters by the tfine they reach
the aqu f3r is unknown but undoubtedly a great deal of filtering will have
taken p a-we Therefore, this is not considered a significant impact with this
propo sa1
The conclusion of this environmental checklist revfew is that no signiffcant
adverse environmental impacts will result from the proposal Therefore, it
fs recommended that a Declaration of Non-Significance be issued and an
environmental impact statement not be required
