Planning Commission Recommendation: Approve to the Multiple Familv Suburban Zone, subiect to the followinQ conditions: (Vote was unanimous.) A. CONDI' TGNS: 1. Access permits for the advertised property shall be obtained from the Spok3ne County Engineer's office prior to release of building permits. 2. Improvements to Spokane County standards of Broadway Avenue along the project perimeter. Such improvements shall include drainage control and paving to existing oil. 3. The proposed apartment project conforms to the Regional Comprehensive Plan, which indicates the parcel in question as being appropriate for r~ sidential uses. 2. I'lic aclvertiscd property is loeated on the edge of a residential neighbor- hoad, fronts on an arterial, and has good access to shopping, commu- nity services, public facilities, and an arterfal system. 3. The Planning Commission is of the opinion that the design configuration and open space allowances of the proiect in con junction with the condi- tfons of approval will assure compatibility of the development with existing and future land uses in the area. C. STAFF ENVIRONMENTAL REVIEW: As required in WAC 197-10-320, thE Spokane County Planning staff reviewed the environmental checklist submitted by Mr. Grant Person on behalf of Precision Development Co., Inc. for a zone change from the Agricultural Suburban Zone classification to the Multiple Family Suburban Zone classifica- tion. The staff review has identified thrEe potential areas of environmental impacts. First and common to all resicential developments, is the increase in motor vehicle traffic and all the effects associated therewith. These would include such impacts as increased air pollution, specifically suspended particulates ' _ , , + , . . This would also include such impacts as associated with extension of utility lines (power, natural gas, teleph and the provision of suitable long term sewerage, domestic vvater, storm water runoff, and solid waste disposal systems The third type of environmental impact considered involved the effect of su' surface injection of waste water into the Spokane Valley Aquifer. Storm water drained from the impervious surfaces (building, carports, driveways, side- walks) along wfth effluent from the sewage disposal will be injected beneath the surface and allowed to percolate toward the aquifer rather than ev3pcY?t.=:. back to the atmosphere as happens in a natural situation.
