The Spokane County Zoning Administrator hereby waives Reauirement #2 under
zoning file ZE-141-76, a zone chanae from Agricultural to Restricted Industrial
on property located in Section 8-25-44.
The reasons for waivinQ the requirement which limits access to the subject
property only to Uni vers i ty and not from Montgomery are : 1) That the property to the north of this site has subsequently
developed to Restricted Industrial uses which access off
Montgomery;
2) That Residential Office and Restricted Industrial uses now or are in
the immediate vicinity of this site, whereas before the area was
predominantly residential;
3) That the subject site is being developed in such a manner that the
public health, safety, and general welfare is no longer profited
by restrictinq access to this site only via University Road.
This determination only applies to the authorization of using P1ontaomery Road
as access. It is not to be understood as an approval of access plans or any
other enqineering requirements subject to approval by the Spokane County
Enqineer's Office and necessary as part of Condition #2 of the oriqinal zone
change dated December 15, 1977. ,

as being appropriate far industrial uses.
2. Arterial access from Pines tQ the pmject via Montgomery Driue will
ade-quately serve the project withQUt disrupting res#.dential uses to the
n_)rth and all vehicu}.ar access is prohibited from Montgomery Driar and
Obor1in Road.
3. The Planning Commission is of the opinion that the groposed develaptnent
(to include affice space, warehousing and space for equipment repair)
would have vexy little impact on the residences to the north.
The Planning Cvmmission is of the apinian that the.performance standards
of the Restricted Industr%al Zone in conjunction with the conditions of
approval will assure comp-ztibility of this project with thE adjni-ning
land uses,

The staff evaluation of the Environment3l Checklist concluded that na siynifi--
cant adverse environmental impacts would result from this proposal. There-
fore, it is reeammended that a Decl.aration of Nan-Significance be issued.

Introduction: The State Environmcntal Policy Act of 1971, Chapter 43.21C, RCW,
requires all state and local governmental agencies to consider cnvironmental values
both for their own actions and when licensing private proposals. The Act also requires
that an Environmental Impact Statement be preparcd for all major ac.tions significantly
(and "adversely", as per WAC 197-10) affecting the quality of the environment. TPie
purpose of this checklist is to help the agencies involved determine whether or net a
proposal is such a ma jor action. .

opinion, even only slight impacts will result. The reviewers of the checklist will be
aware of and concern themselves with the deqree of impact, asking you for more informa-
