SUN4MARY OF APPLICATION :
The applicant requested to establish a car rrash facility. The actual physical
car wash bui 1 di ng i s shown on the submi tted si te pl an to be wi thi n 25' of a
residential zone. Section 4.10.071 a. of the Spokane County Zoning Ordinance
requires that an automated or self-service car wash be set back 100' fran a
residential zone (Agricultural Suburban in this case). Authority to consider
and grant such a request exists pursuant to Sections 4.03.020 64, and 4.25.030
b, of the Spokane County Zoning Ordinance.

LOCATION:
The northern most part of the parcel of land located on the southwest corner
of Alki Avenue and Pines Road (SR 27). The Assessors Parcel # is a portion of
16544-0296.
DECISION OF THE ZONING ADJUSTOR:
Based upon the evidence presented, clarifications requested but not responded
to, circumstances revolving several requested continuances and failure to show
at the continued hearing of June 25, 1986, the Zoning Adjustor DISMISSES THE
CASE WITNOUT PREJUDICE.
REASONS IN SL'PPORT 0F THE DISMISSAL:
1. The first hearing was held on April 23, 1986. At this hearing infor-
mation arose as a result of a letter from the Central Valley School District
dated March 6, 1986, which questioned the appropriateness of a ingress/egress
poi nt onto Pi nes Road at a poi nt very cl ose to the south si de of the A1 ki
Avenue intersection. It also appeared to the Zoning Adjustor that this might
be an ill-advised point of ingress/egress.
2. The hearing was continued to May 9th for the purpose of inquiring
about the access permits alledged Lo exist from the State Highway Department
onto SR 27 (Pines Road) from the site. The toning Adjustor also requested
more information involving the elevation sketches of the building and plans of
the building which would give a clearer indication of the functional relation-
ship of the various physical features proposed to be built. The Zoning
Adjustor also requested some statement from the operator and/or the architect
designing the facility Nhich would explain the functional relationships of the
va ri ous acti vi ti es on the si te, i n addi ti on to the pri or request for
acti vi ti es wi thi n the bui 1 di ng. Thi s wa s 1 ntended to expl ore whether a nothe r
design alternative would require less of a deviatlon than the 100 foot
standard or possi bly not requi re any devi ati on at al l.
3. An April 23. 1986 letter to Washington Department of Transportation
resulted in a phone call response which indicated that the access points on
Pines Road approved by the State Department of Transportation were some
considerable distance farther south of Alki Avenue than indicated on the
proposed si te pl an, approximately 42 feet south of the future curb 1 i ne of
Alki Avenue; but in no case, it was advised, should anything less than 10 feet
be permitted.
4. On May 9th the applicant's representative failed to show the alleged,
issued highway access permits or offer any more detailed information regarding
the apparent discrepancy in access points.

5. On May 27th the applicant's representative reported he had notified
the apparent seller of the property that there were various requirements
requested by the Zoning Adjustor which he had no ability to produce without
cooperation from the seller and prospective buyer.
6. A additional continuance was granted from the normal meeting of the
Zoning Adjustor for May 27th until the normal meeting of June 25th, in hopes
that the applicant's representative could provide the necessary information.
7. The applicant's representative advised the Zoning Adjustor during the
week of June 16th that he would either produce information suitable to
continue the hearing or a letter of withdrawal by May 23rd.
8. No further comnunication, either written or verbal, was received from
the applicant or his representative by the time the hearing was convened on
the June 25, 1986.

1. VE 226-84 Gadfredson - Parcel affected by this application accesses Molter Road
via a 30 foot wide access easement. Please refer to the attached comments which
pertain to that access.
Molter Road is not maintained by the Spokane County Road Department during the
winter months. It is presently deaignated as a summer only road. Prior to the
release of a building permit the applicant shall sign and record a Spokane County
"Notice to the Public" which acknowledges that Molter Road is a summer only road,
that it may be necessary in the future to improve Molter Road and maintain~~~n an
` annual basis. Should this become necessary the applicant agrees to join in and not
oppose or protest a Road Improvement District or County Road Project created for
the purpose of improving Molter Road.
2. VN 33-86 Christensen - Access to the subject property is via both private road
easement and Mountain View Road. Mountain View Road has not been established and
therefore is not maintained by Spokane County. Prior to the release of a building
permit the applicant shall sign and record Spokane County "Notice to the Public #4"
for Mountain View Road. By signing this document the applicant acknowledges that

Temple Road is a non-established, non-msintained Countq road. Prior to release of
a building permit the applicant must eign and record Spokane County "Notice to the
Public #4" which acknowledges that Spokane County is not responeible for the
construction or maintenance of Temple Road.
5. VE 38-86 Henderson - The parcel is acceased via the private road easement. Please
refer to--the attached commente which per-tain to that easement.

SUBJ; Approach permits regarding proposed car wash facility on the southwest
corner of Alki and SR27.
As Zoning Adjustor I have presently continued the public hearing regarding
the above referenced project, I have enclosed the proposed slte plan with this
letter.
I am interested in hearing di'rectly from your agency regarding the two (2)
means of ingress and egress proposed on Pines Road south of Alki Avenue. I have
my own concerns about the posslbi'lity of congestion in general and possibly
endangerment to pedestri~ans and vehicular traffic with these access locations
so close to Alki and possihlyto otfier accesses on the site farther to the south
of the car wash fiactli'ty,
Mr, Dave Jackman ofi the Central Yalley School District also expressed some
concern oYer the same i'ssue, Ne also noted with approval that the primary access
was to h,e from Pi nes, Road, wi th a mi nimum amount of access on Al ki opposi te the
Central Yal l ey School Dfistrlct area,
We have asked the applicant to submit access permits that have been obtained. ,
On the othet^ hand, if they have not 6een cbtained but you have no problem with
access shown on the si te pl an, P woui d be pl eased to know that. Our heari ng has
been continued until May 9th at 1:15 p.m, I would appreciate a response no later
than e end of e day on May 7th, so tiiat I may have at least one day to absorb
