I have reviewed your statements made January 17, 1984, concerning the neccessity
of a zone change for your project. The following information was utilized in
coming to a decision.
Your project site is part of a zone change done in 1976 - see File No. ZE-139-76C.
As part of that project, this site was proposed to be a truck stop, motel, and
restaurant, comprlsing some 27 acres. In approving the project, the Board of
County Commissioners attached conditions, attempting to mitigate impdcts of
noi se, traffic, water, and ai r that woul d resul t from the dzvel opment of thi s
site. (See enclosed.)
An approved site plan is on file and availahle for your review. Substantial
changes to said site plan, at a mi.nimum, would require a Change of Conditions at
a public hearing before the Spokane County Zoning Nearing Examiner Committee.
The purpose of the said heari ng i s to revi ew the al terati ons of that si te pl an
and its impacts to the remaining portion of the site and surrounding properties.
I further find that your proposed use of an amusement park is not a permitted use
within the Freeway Commercial Zone. (Enclosure #2) Hence, I agree with
Steve Horobiowski's requirement that at zone change be processed to Commerci.al in
order to accommodate your proposed lise. The public hearing would provide the
necessary reviews by agencies af jurisdiction for the alteratlon of the approved
site plan to the proposed present uSe. In addition, the issues of generated
traffic/circulation, noise, land use compatiailtty and site development features
would also be discussed.
I understand that you are processing a zone change applicat1on, and that my staff
is working with you to schedule a public hearing for this matter. I. feel that
they have adequately addressed the County's concerns in this issue and that the
correct procedures are heing followed to accommodate your proposed use.

Dear Jim:
In accordance with your request, we have taken sound power level readings at
various locations near the property lines of the proposed site. We concen-
trated our readings at locations near existing residences because their
occupants would be affected most by the construction of a new truck stop,
and because these residences are as close to the proposed activity and poten-
tial noise pollution as any other homes that will be constructed on adjacent
sites.
The location of the proposed facility is adjacent to the freeway, which is
slightly elevated where it passes the property. The sounds generated by
freeway traffic, particularly tire noise, are projected throughout the site
and beyond. Automotive traffic produced 51 Db. on the A scale and as high
as 61 Db. on the C scale, measured at the most remote parts of the site
7971 Heavy trucks passing at approximately 55 MPH greatly increased this nolse,
producing sound power levels up to 74 Db. on the C scale.
We started the engines of two diesel semitrailers parked in the vicinity of
the proposed parking lot, and attempted to measure the increase in noise gene-
rated by these vehicles at idle, at 1500 RPM, and at redline (2100 RPM).
Readings were taken at two points at the property line near the existing resi-
~l 2-> dences. No increase in sound power level could be measured above the existing
freeway noise when the two tractors' engines were running, even when they
were operating at maximum speed.
The plans call for a motel and service station to be built between the area
provided for truck parking and the property line opposite the freeway. These
structures will further shield the existing and possible future residences
from noise. Since the presence of many trucks operating adds comparatively
little noise to that generated by the two test tractors, we conclude that the
construction and operation of a new truck stop in the proposed location will
not produce noticeable increases in sound power levels over that currently
generated by freeway traffic.

Piease accept this letter as an appeal of the action taken by the
Spokane County Planning Commission at their Warch meeting ln which
they approved a zone change from agricultural to freeway commercial
zoning. After appearing at three scheduled hearings to oppose this
action and two of them bein~ postponed, I was told prior to the corrr.
mencement of the February 11977 meeting that this zone change
was to be conttnued indefinately and that I would be notified if a
change was to take place. I was not notified and at the Ma.rch 11,
1977 meeting of the commission approved the above change without
hearin2 any objections. Thus2 I am submitting the necessary fee of
twenty-five 025.00) and requesting that you set a date for an ap-
peal and on the date set that you overturn the approval by the

nzzes that mitiqating measures may be necessary to affect the maximum- -
noise standards referenced in WAC 172-60. In which case, the Zoning
Adminf strator is hereby authori2ed to incorporate these conditions which
are necessary to provide compliance with the above referenced laws .
2. Off-street parking areas connecting drfveways shall be developed fn
substantial conformance with the submitted development plan.Any
portion of the project whfch is to be occupied or traveled by au tomobfles
shall be maintained in hard surface paving.
NOTE: Electrical hook-ups for truck parking shall be provided as
indicated in the Development and Tra#fic Control Plan.
3. An on-site storm drainage system shall be approved by the Spokane
County Engineers' officE and the Spokane County Health District
prior to relea se of buildfng permits for the pro j ect .

4. Approval of sewage facilities by the Spokane County Health District.
5. Plans and specifications for si3ning and all exterior lightfng shall be
submitted and approved by the Zoning Administrator prior to release of

Using the environmental checklist, additional znformation, the revised plan and the
statement of conditions required for approval of the project, the following comments
are now appropYiate in regard to sub paragraph B above and in regard to the previous
(2/8/77) Environmental checklist and staff review contained elsewhere in this file.
II. (2) AIR: Although 1009b paving of the site is not part of the plan, the Spokane County
Air Pollution Control Authority has expressed its satisfaction that t~'~e areas of major
activity will be paved. It also is satisfied that adequate provision for dust control
will be employed on the non-paved limited use areas. In response to a previous criti-
cism that there was no confirmed method to lessen the impact on long idling engines
in cold weather, the current proposal includes electrfcal hook-ups for engine warmers
for all trucks to be parked overnite.
II. (3) WATER: The following comments are in regard to concern expressed by the
Spokane County Health District concerning a potential contamination of the Spokane
Valley Aquifer. The Health District has required ahd the applicant has agreed to pro-
vide the following:
(a) With regard to the location of the truck service and parking areas,
a central collection system is provided to bring all run-off to a
facllity containing a grease trap and thence a subsurface release
of the surface water. There is furthermore provision for a dry-line
sewer pipe leading into Broadway in the event that sewering occurs
at a later date.
(b) The effluent generated in the motel, restaurant complex will be
handled through a series of large community septic tanks, the majority of them
located under landscaped areas, with an ultimate subsurface release
of effluent. However, provisions are being required to dry line sewer
this also in anticipation of sewering eventually occurring in Broadway
Avenue' s right o f way.
II. (6) NOISE: It must be assumed that the vehicles frequenting this facility will be
in legal compliance with the noise standards for muffled vehicles. Consequently,
vehicles ti approaching the site on public street right of way will not be considered
a nuisance, or illegal, unless such vehicle5are in violation of the law. Noise origi-
nating on the pnvate property sections of the site was recognzzed as a potential envir-
onmental impact in the prior environmental review. This situation, in the event that it
occurs, has been adequately addressed in the form of a condition which requires that,
prior to approval of this pro ject by the Board of County Commissioners, the applicant
will have shown to the Zoning Administrator adequate information that the noise standards
as detailed in WAC 173-62/ are not exceeded. In the event that these standards would
be exceeded, the applicant wlll show to the Zoning Administrator adequate design to
abate any excessive noises. These design feature S re recognized to possibly include
the construction of a berm on the south side of the s~~rt, or such other acoustical baffl-

II. (13) TRANSPORTATION/CIRCULATION: Considerable time was expended in an
effort to eliminate all traffic, transportatYOn and circulation problems which may be
created as a result of this project. As a result of this, the applicant has agreed to
improve intersection involving the east bound off ramp with Barker Road, and to
improve the intersection of Barker Road and Broadway Avenue. These improvements
will greatly facilftate the turning maneuvers associated with large tractor-trailer

A. REASONS:
1. 8ased upon the applicant's Development and Traffic Control Plan, there
are problems of increased trafffc congestion, improper handling of
traffic on county roads providing direct access to the site, and it does
not prevent or minimfze adverse effects upon adjoining land developed
or zoned for residential use.(See '°Staff Review of Environmental
Checklist' dated February 8, 1977 on file in ZE-139-76 with the Spok-
ane County Planning Department)
2. Based upon SCEO and the requirement for a threshold determination,
the Development and Traffic Control plan as submitted cannot be approv-
ed with conditions to mitigate these problems. Hence, the need for
either a revised Development and Traffic Control Plan incorporating solu-
tiozs to these identified problems and a new environmental checklist,
c: :,ased upon information submitted with this present checklist, the
rt sponsible officfal concludes that there will be a siqnificant and ad-
% e: se affect firom this pro f ect and accordingly recommends that a Decla-
ration of Si.gnificance be issued and an E.I. S. be prepared .

This will confirm my discusaion with your Messrs.Mosher and Sweitzer con-
cerning disposal of run-off from the proposed truck stop sernice and
parking areas. It is our opinfon the eatablishing of such a facility will
add a sigaificant aew source of hydrocarbon (oil) pollution over our aquifer.
Such oils will migrate downward and caa be expected to reach the groundwater.
The oils as such and decomposition products in very gmall quantities impart
objectionable flavors to drinking water.
In order that this problem can be mitigated, we recommend that:
a. All surface area used for vehicle service and/or parking are
to be paved.
b. All the above paved surfaces be sloped to drain to one or more
drywella having a grease trap for eath to remove greases and
oils before discharging the run-off to the soil. The grease
trapa will require frequent inspections and pumping as neces-
sary to remove oils and other debria to keep them functional.
The fnstallation and continued maintenaace and operation of these grease traps
should be a conditfon of this land use authorization.

As per request of your staff the following observations are relative to the
proposed freeway commercial Zone easterly of Barker Road.
This office would request that all avenues of innestigation be reviewed in
order tha.t a more adequate traffic circulation pattern for the sub3ect
property be provided by allowing access and egress to Appleway. Unless
such an additional accesa is provided, we feel that the total traffic
generated by the proposed usage would overtax the Barker Road Interchange.
If is necessary to point out that anq traffic movements which are not legal
must be prohibited or restricted by signing or phpaical channelization and
such improvement coet must be barne by the developer.

Using the checklist and additional information ::ubsequently submi tted in writing and
observed at the site, the following comments are pertinent in regard to B above.
II. (2) AIR: One hundred percent paving is not specified . To the extent that
vehicles will utilize unpaved surface area, dust may be a substantial problem.
Even on paved areas, dust will be free to collect and then become a suspended
particulafie problem. Furthermore, no provision exists in writing to lessen the
impact of long idling engines in cold weather and associated problems; pollutants
and odor (SAPCA letter 2/7/77)
II. (3) WATER: This kind of use will produce varying quantities of grease, oil,
etc. If permitted to ente r the soil through direct acce s s to an u.n paved surf ace or
through subsurface injection via dry wells, this would ultimately create an
unhealthy addition to the ground water supply. No provision has been proposed
to separately handle this special pollutant. Furthermore, septic tank handling of
sewage is not an acceptable method of handling subsurface release of effluent.

II. (6) NOISE: This kind of use on this site as proposed (12/2/76) will present
noise problems, annoying to residents south of the site. The current proposal
Q mrrently incorporates no noise buffering design features such as fencPs, berms, etc.
` Furthermore, idling engines create not only air pollutants but will increase thc
~ background level of noise pollution during cold weather -with long engine idling
~ period s .
II. (13) TRANSPORTATION/CIRCULATION: The current SEPA checklist concerning
the 12/2/76 plan (assumed to be the "Development and Traffic Control Plan" as
per 4.08A. 040 of the Spokane County Code) does not address itself to traffic
problems created at Barker Road and the access road (Broadway).(Spokane County
Engineers memo of 2/9/77 and Washington State Highway Commission letters
of 12/2/76 and 2/8/77). These letters and memo clearly identify specific
problems and related mitigating measures.

SUBJECT: Impact Aasesement on Groundwater lbv Pronosed Zone Chaw - 7F_139_76 nOrtWaQn
A. Individual subsurface disposal sewage systems have been proposed for treatment and
disposal of sewage generated within the project. Thia raises the question of significance
of the impact on the groundwater in the area and possible alternativea for sewage disposal.
B. In the course of the conduct of the Army Corps study*, Dr. Todd considered typical soils,
natural and sewage disposal recharge to the groundwater, aad the effect of continued
urban development in the Spokane River Valley upon the quality of the groundwater. In
swnmary, he concluded that:
(1) In normal precipitation years subsurface disposal of sewage treatment effluent does
reach and recharge the groundwater.
(2) All the dissolved salts in sewage effluent will be carried to the groundwater.
However, bacteria and detergents (phosphate portion) are mostly removed by the deep
soil layer above the groundwater and "minor dissolved constituents such as phosphates,
which are known to react with soil particles, or nitrates, which are taken up by
plant roots" will be less than the total found in septic tank effluents.
(3) "The calculated results at the downstream end of a groundwater flow line indicate
that the maximum range of (dissolved) solids consentration expected at present (1975)
is up to 93mg/1 (milligrams per liter) above the natural groundwater background of
155mg/1. The forecast year 2020 maximum incremental concentration is 101mg/1
above the natural background." "The analytical results of the forecast impact
at year 2020 when compared with the present impact, both measured in terms of leach-
ate volume and dissolved solids concentration, indicate that the present impact on
groundwater quality is already a substantial proportion of the ultimate level."
C. Currently, results of chemical analysis show the total nitrogen content of the groundwater
as in the range of 0.3 to 1.0 ppm. A projected fncremental increase using Dr. Todd's
expected 8.6 precent would result in raAges from 0.31 to 1.09ppm. Current Federal and
State drinking water standards permit up to lOppm.
D. Alternative sewage disposal methods that would not recharge the groundwater have the
following general characteristics:
(1) Collector and central treatment systems discharging to surface waters would require
at least tertiary treatment and perhaps more to obtain a permit for the discharge
from the Department of Ecology. These systems are not currently economicallq
available for this proj ect.
(2) Sealed systems, whether individual or community, depend on evaporation for liquid
removal of sludges. These systems require more land area than a conventional sub-
surface drainfield. Some such as lagoons, have safety hazards assocfated with them
and relatively poor community acceptance. Land, installation and operational costs
are generally more expensive than those for septic tanks and drainfields.

(3) Special disposal systems using various methods of irrigation or using evapotrans-
piration have had insufficient use in this area to validate desiga criteria.
Irrigatioa requires effluent disinfectioa in most cases. These systems also require
relatively large areas for year around operation. Land and some operational coste
are more than those foY septic tanks and drainfields. Again, without a specific
additional treatment to remove dissolved solids or completely sealing the disposal
area from percolation, some dissolved salts will be carried with effluent recharge
to the groundwater.
E. Historically, urban density development has resulted in polluted groundwater beneath the
development and increased valuea of land to the extent space for individual sewage dis-
posal drainfields is too expensive for that use.
F. Conclusion:
(1) The use of subsurface sewage disposal systems for this project will have a negligible
impact on the water quality.
(2) The development of this project in conjunctioa with other surrounding urbanizing
project can be expected ultimately to have at least a moderate impact on the water
quality.

Dear Mr. Sweitzer:

A review of the proposed truck stop near the Barker Road
I-90 interchange has been made. A significant impact on particulate
levels in the area may occur if dust from the parking lots is not
controlled. Presently suspended particulate levels are marginal,
that is, they are very close to the State standard of sixty micrograms
per cubic meter as an annual geometric mean. Any significant
contribution to the ambient levels of particulates may result in
this standard being exceeded. Considering the anticipated number
of trucks and cars using this loca tion and the dust problems
experienced at other truck stops, we recommend that the Planning
Commission require all accesses and parking areas be paved.
A potential odor problem exists as a result of trucks idling
their engines for long periods of time. This idling is most apparent
during cold winter weather. It is during the fall and winter seasons
that severe atmospheric stability sets in and prevents the dispersion
of pollutants. Complaints of diesel exhaust odor might be expected
from residences to the immediate south and southwest of the truck stop.

units, eaetbound, exitir►g Interatate 90 and continuing on eset to Barker
Road on Broadwap, with regard to off-tracking vperation of euch units in
the approximate 130-foot separation between to eestbound off ramp and
Broadwsy? Such a maneuver map necessitate minor realinement of Braadway
east to Barker to keep large unite on the proper part of the roadwaq.
It would be reasonable to ask that an environmental impact etatement be
drafted ehowing the traffic volumes and reeultant increa$ed load an the
.Barker Interchange prior to anp final accesement by thie Agency.
