I. DESCRIPTION:
U. S. Sprint Communications Company proposes locating a Yz" ffber-optic
communication cabte (enclosed within a 4" conduit) on an existing Burlington
Northern Railroad bridAe. The site Is generally located approxtmatefy 600 feet /southeast of the intersection of Trent Road (SR•290) and the Spokane River,
withln the SW Y4 of Section 3, Township 25N, Range 44 EWM.

IV. APPUCABLE GOALS FOR SHORELlNES OF STATEWIDE SIGNIFICANCE;
"Recognize and protect statewide interest over Ixal tnterest " RCW 90.58 020
Qoal 1. Protect the primacy of the pubiic interest in water bodies which betong to
the public. On shorelines of statewide significance, protect the statewide,
over local, interest.
COMMENT: Comptiance with applicable regutations of the local Shoreline
Program will insure protection of statewide tnterest.
"Preserve the natural character of the shoreline " RCW 90.58.020
Goal 2. Prevent the degradation of the physical features of the shorelines and the
quaiity of the water.
COMMEM: At the present time there is no indication of environmental
degradation of the shoreline or water quaiity
V APPUCABLE POUCIES FROM SPOKANE COUNTY SHORELINE PROGRAM•
Policy 1. Transmission lines, for the long-distance transmission of electric
energy and other commodities, may be routed through a shoreline area
only when necessary to reach the final destination of the transmission
line.
COMMEM: Such Is the case. The fiber-optic cable must cross the Spokane River
to reach eventual destination.
Poltcy 3. All utilities shall be Installed underground except that electric
transmission Iines may be overhead and except that other electric and
communication cables may cross streams by overhead oonstruction
COMMENT: Such is the case. The proposed fiber•opttc cable will utiltze existing
overhead constructlon.
Policy S. UtUities mey be permitted to serve requirements of allowed
developments and facilities. Requirements shall be imposed to prevent
degradation by any utiltttes of the environmental quality of shoreline
areas.
COMMENT: Utilization of existing bridge will preserve environmental quality of
shoreline area.

Vi. APPUCABLE REGULATIONS FOR ALL SHORELINE AREAS FRQM SPOKANE
COUMY SHOREIJNE PROGRAM:
5.1 No development shati be undertaken within the shoreline areas of Spokane
County uniess these regulatlons and policies and other applicable laws and
regutations have been complled with and ail required permits have been
obtained.
COMMENT: Such is the case.
5.12 In the review of all permits for proposed developments, the poltcles and
regutations of the Spokane County Shoreline Program shall be oonsidered
and foltowed wherever applicsble. Prtor to the iesuance of any permlt
(l.e., buitding, grading) In the Shoreline Area, the permit shall be
subjected to !he Technical Revtew Procedures outlined In Subsection 8.06
of Section VIII of these regulations
COMMEJVT: This permlt has been so reviewed.
5.13 All shoreline permits shall requlre that any developer shall nottfy Spokane ~
County Pianning Department and the State Parks and Recreation
Commission whenever any historic or archaeologtcal anifacts or
phenomena are unoovered during any excavation.
COMMEM': The proper authorities shall be nottfied In the event any artifacts or
phenomena are found.
V11. APPLJCABL.F USE REGULATIONS FROM SPOKANE COUNTY SHOREUNE
PROGRAM:
9.2.1 A transmission Iine, as defined In 9.1.1 above, may travefse a Shoreiine
Area only when necessary to cross a stream or a lake to reach the uitimate
destination of the transmission line.
COMMENT: Such is the case.
9.2.6 Transmisston and other pipelines shatl cross streams either by being
oonstructed on pubiic roadway bridges destgned for, or capabie of,
axommodating the incluston of such ptpelines, or by being oonstructed
below stream bottoms. The oonstruction of bridges solely for pipelines is
prohibtted.
C.OMMENT: Such is the case. This project proposes use of an existing bridge,
capable of aocommodating addition of the fiber-optic oommunication
cabie.
9.2.8 In ali cases electrlc and communtcation cabtes, except electrtc tramsission
lines, shalt be tnstalled underground, except that where they cross streams
they elther may be oonstructed overhead or may be constructed on pubtic
roadway bridges designed for or capabte of sooommodating such utllities In
electrical conduits.
COMMENT: Such is the case.
